HomeMy WebLinkAboutPC Minutes 07-18-1983 • , ~ , Regular Meeting - July l8, 1983 A regular meeting of the City of Dublin Planning Commission was held on Monday, July 18, 1983, in the Meeting Room, Dublin Library. The meeting was called to order at 7:30 p.m. by Cm. Tenery, Chairman. * * * * ROLL CALL PRESENT: Commissioners Mack, Vonheeder, Tenery and Laurence L. Tong, Planning Director. ABSENT: Cm. Tenery led the Commission, Staff and those present in the pledge of allegiance to the flag. ~ * * * MINUTES OF PREVIOUS MEETING The minutes of the regular meeting of July 5, 1983, were approved as written. * * * * STUDY SESSION An informal presentation and study session was conducted regarding a proposed 555-unit condominium/rental project called Amador Lakes, and located on the west side of Stagecoach Road extension. Mr. Ron Nahas and Mr. V. Mark Rafanelli were present to describe the current project and considerations dictating design of Stagecoach Road, as well as that of the multi-family project. Mr. Nahas mentioned that a series of ineetings have been scheduled with the current property owners, to personally inform them of the details of the proposed project. There was a large representation of Stagecoach Road property owners present in the audience, and Mr. Nahas and Mr. Rafanelli fielded a variety of questions from them. * * * * MINUTES OF PREVIOUS MEETING The minutes of the regular meeting of July 5, 1983, were approved as written. * * * * ORAL COMMUNICATION A large organization of Palomares Landowners and Alameda County Property Owners were present in the audience, with Grace Paulson as their representative, wishing to know the boundary line plans, on the west side, which the City of Dublin has applied for in its Sphere of Influence request to LAFCO. ~ • The property owners wished to know if that line could be ahanged to include more of them within the Dublin Sphere of Influence boundary. There were also several questions regarding benefits, or dr.awbacks, which might be expected if the property in question were brought under Dublin's Sphere of Influence. Mr. Tong explained that the proposed Sphere of Influence line on the west side is the western ridgeline, along Palomares Canyon Road and the western ridgeline, along Eden Canyon Road. He pointed out that it was the City Council who requested that LAFCO establish the Sphere of Influence line, and also that the City Council could amend their request to LAFCO. He further explained the process which LAFCO would go through in determining Dublin's Sphere of Influence boundaries and agreed to meet with Ms. Paulson prior to the next Planning Commission rneeting to discuss the matter further. Mr. Peter Shrimpton, 11994 Vomac Road, voiced a concern that the City of Dublin would become overpopulated and congested expanding its boundaries over such a great area. He stated he lives in an area with no traffic lights, and suggested that the City concentrate more on providing adequate traffic signaling throughout the city. Mr. Tong responded that the City's Capital Improvement Program addresses the need for additional street signals along various streets throughout the City. Additionally, the City is in the process of reviewing the San Ramon Specific Plan, which includes traffic improvements along the entire length of San Ramon Road within the city limits of Dublin * * * * A short break was called, after which all Commissioners were present (with the exception of Cm. Alexander). * * * * Mr. Henry Culberhouse, resident of the City of Dublin, spoke at " some length regarding a proposed sewer assessment from the Dublin San Ramon Services District. * * * * WRITTEN COMMUNICATIONS None * * * * I . ~ • UNFINISHED BUSINESS REVIEW OF 1486th ZONING UNIT GENERAL PROVISIONS Mr. Tong presented an explanation of the general provisions of the 1486th Zoning Unit, which had been continued from a previous meeting. He referred to the earlier informal study session on Amador Lakes, which is a part of the subject Zoning Unit, and recommended that the Planning Commission initiate a public hearing for the purpose of adding, modifying, or eliminating general provisions of the 1486th Zoning Unit, either in conjunction with the public hearing on the Amador Lakes proposal, or by January l, 1984, whichever comes first. Cm. Vonheeder made the motlon, with Cm. Mack's second, to initiate a public hearing process (special meeting) regarding the 1486th Zoning Unit general provisions. The motion was passed by unanimous vote of the Commissioners present. * * * * NEW BUSINESS PA 83-018 LYDIKSEN TENTATIVE PARCEL MAP 4050 Mr. Tong explained that Mr. Don Hoffman applied for a Tentative Parcel Map to divide two parcels into four parcels, on the northwest corner of Dublin Blvd. and Donlon Way. He recommended that the Planning Commission approve the Tentative Parcel Map subject to modified conditions. ~ Mr. Hoffman, present in the audience, stated that he was in agreement with the modified conditions. Cm. Vonheeder motioned, with Cm. Mack's second, to adopt the Resolution Adopting the Negative Declaration, regarding the Lydiksen Tentative Parcel Map 4050. The motion was passed unanimously by those Commissioners present. Cm. Mack made the motion the Adopt the Resolution Approving Tenative Parcel Map 4050, with three motifications as follows: Item 7, City of Dublin Project Specific Conditions of Approval: Change it to read: "Dedicate all right- of-way on developer's property, within the proposed Donlon Way. Arrange for dedication for remainder of right-of-way for proposed Donlon Way to provide temporary access and easement through the development until the remainder of Donlon Way is dedicated, at which point the temporary access and easements shall be rescinded." . ~ Item 9, City of Dublin Project Specific Conditions of Approval: Add: "In lieu of the above deposit, the developer shall construct the roadway improvements along Donlon Way to the satisfaction of the City Engineer." Item 3, Standard City Engineer Conditions of Approval: Change the wording to read Dublin Blvd., instead of Dougherty Road. Cm. Vonheeder seconded the motion, and it passed by unanimous vote of the Cammissioners present. * * * * PUBLIC HEARING STREET NAME CHANGE: VOMAC ROAD TO WEST VOMAC ROAD A public hearing was opened for the purpose of hearing comments regarding a proposed change of the name of Vomac Road to West Vomac Road. Mr. Tong explained that the City Council had initiated a street name change study at its April 11, 1983, meeting, and Staff recommended that the Planning Commission , recommend approval of the street name change from Vomac Road to i West Vomac Road. A motion was made by Cm. Mack to approve the name change. The motion was seconded by Cm. Vonheeder and passed by unanimous vote of the Commissioners present. * * * * STREET NAME CHANGE: SAN RAMON ROAD TO FOOTHILL ROAD At its May 2, 1983, meeting, the Planning Commission initiated a street name change study from San Ramon Road to Foothill Road from I-580 to Alcosta Blvd. Mr. Tong introduced the item and recommended that the Planning Commission consider the reasons for an action, and make a recommendation regarding the street name change from San Ramon Road to Foothill Road. In the discussion that followed among the a small number of members of the audience, there appeared a general vocal resistence to the name change. It was suggested that the matter be considered after LAFCO makes its decision regarding Dublin's Sphere of Influence, and at a time when all Commissioners are present to consider the matter. , ~ i It was noted that findings faere also required within the Resolution to Approve/Not Approve the Street Name Change. There was a discussion regarding a number of findings which might be cited in regard to changing the street name. Cm. Vonheeder made the motion to adopt the Resolution Recommending Approval of the Street Name Change: San Ramon Road to Foothill Road. At this time, Chairman Tenery turned the Chair over to Vice- Chairperson Vonheeder and seconded the motion. After the Chair was passed back to Chairman Tenery, a vote was taken. With Cm. Mack dissenting, the motion failed for lack of majority. Staff was directed to forward a copy of the minutes of this discussion, regarding the name change of San Ramon Road to Foothill Blvd., to the City Council for their information. * * * * GENERAL PLAN PROGRAM REVIEW OF WORKING PAPER l: EXISTING CONDITIONS AND PLANNING ISSUES Mr. Tong reviewed the General Plan Citizen's Workshop, held on July 12, 1983. He noted that Planning Commissioners, Staff, and General Plan Consultants were present at the workshop, as well as approximately 24 Dublin citizens. He then introduced Mr. John Blayney, General Plan Consultant, who was present to review and explain the planning options suggested in the current stage in the development of the Dublin General Plan. Staff recommended that the Planning Commission review and comment on the Working Paper I, and forward the Working Paper, with comments, to the City Council. Mr. Blayney explained some additional information which was provided to the Commissioners regarding planning options which were formulated from the planning issues previously presented. The question of traffic concerns appeared to be a main concern of the Commissioners, with relation to the new industrial and commercial (jobs-producing) developments being constructed in nearby cities, as well as the construction of additional housing projects within the City of Dublin. East-west traffic flow was also a topic of concern, especially in view of the extension of Dublin's city limits, should the proposed sphere of influence is approved by LAFCO. There was II ~ i r discussion regarding the advisability of requesting three east- west streets to be addressed in the General Plan: 1) Extending Alcosta Blvd. 2) Extending Davona Drive 3) Extending Kimball Ave. Provision of adequate housing within Dublin (both single family and multi-family/rental), was also a major concern, as was adequate parklands, school facilities. On the motion of Cm. Vonheeder, second by Cm. Mack, and unanimous vote of the Commissioners present, the Working Paper I was to be forwarded to the City Council, along with notes from tonight's meeting and from the Citizen's workshop, and the Commission's recommendation for approval. * * * * OTHER BUSINESS Cm. Tenery noted that the Pleasanton Planning Commission wishes to meet with the Dublin Commissioners and the Livermore Commission in September. It was agreed that the meeting might take place during the last week in September. Cm. Vonheeder mentioned that she attended the Dublin/Pleasanton Transit Study committee meeting, and asked for input in the form of suggestions and recommendations for solutions to the transit problems in the Tri-Valley area.
