FINANCIAL STATEMENT: None
DESCRIPTION: The Heritage and Cultural Arts Division strives to develop quality
programs that strengthen community image, preserve the City's heritage, provide recreational experiences
and encourage healthy lifestyles. This is accomplished by providing diverse cultural program offerings
for youth and adults in the following areas: music; dance and fitness; fine arts; and visual and performing
arts. Following is a summary of programs conducted during fall 2010.
CULTURAL ARTS CLASSES:
Cultural Arts classes are intended to serve customers of all ages and cover a wide range of activities such
as theatre classes, dance classes and individual programs including piano, guitar, drawing and painting,
youth art and enrichment classes, and others. Cultural Arts classes provide an opportunity for participants
to attempt new experiences, refine current artistic and performance skills and provide a social setting for
meeting new people and sharing cultural arts experiences with friends and family members. Classes are
taught by contracted specialty instructors. Most classes are taught in eight-week sessions but some are
more or less than eight weeks and other classes are offered as one-time workshops.
A total of 410 participants registered for Cultural Arts Classes during fall 2010, which is a 13% increase
in enrollment compared to enrollment for fall 2009. Additionally, eleven more classes were held in fall
2010 as compared to fall 2009, which resulted in the average registration per class to decrease slightly in
2010. The cancellation rate was 15% which was the same as 2009, as Staff continues to make an effort to
purge classes that do not previously meet participation minimums. Total revenue from class fees was up
by 13% this fall from $33,444 in fall 2009 to $37,752 for fall 2010. Popular classes included; Hip Hop
for Tweens & Children; Zumba for Fun & Fitness; Ballet classes; Guitar classes; Belly Dance; Ballroom
Dance; Young Rembrandt Art classes; Pee Wee Art Time and Kindermusik classes. Attachment 1 is a
detailed Cultural Arts Classes Registration Report for fall 2010, which includes a breakdown of classes
offered as well as the registration for each class. Attachment 2 is a Registration Report for fall 2009 for
comparison purposes.

New Classes - Fall 2009
• Gotta Sing: These classes are designed to introduce youth at all age levels the basic and advanced
techniques used to perform a song. Singing techniques, storytelling and stage presence are all
covered in the various classes. Two levels of classes and a Studio Recording class are all offered.
• Pee Wee Art Time: This program is offered to youth ages 2-5 years old. Children do a fun to do
art/craft project each week that utilizes different art mediums.
• Beginning Piano & Keyboard II: This class was introduced to serve youth piano students who
have already begun lessons and need some advanced training.

Upcoming Winter-Spring Classes
New classes for the winter and spring sessions include: Glee Dance and Broadway Dance; two acting
classes by Tri Valley Young Performers Academy; Ikebana-The Art of Flower Arrangement; Gotta Sing
II-Performance Coaching and Kindermusik-Tuesday classes.
RECOMMENDATION: Staff recommends that the Heritage and Cultural Arts Commission
receive the report from Staff.
