Nickelson dated February 14, 2000 2) Rate increase analysis 3) Resolution and Proposed Amendment RECOMMENDATION:/~~Adopt resolution approving the amendment to the agreement FINANCIAL STATEMENT: Omni-Means has proposed a rate adjustment for 2000-2001 which ranges from 2% to 3% for classifications currently serving the City. Omni-Means is also proposing a new classification to serve the City at a higher rate. It is recommended that this contract have a not-to- exceed limit of $70,000. DESCRIPTION: Omni-Means provides general traffic engineering services to the City based on its adopted rate schedule for FY 1999-00. The current not-to-exceed amount for services in 1999-2000 is $95,647. The current agreement with Omni-Means expires on June 30, 2001. The agreement provides that Onmi- Means may request an adjustment of rates at the end ora contract year. At this time, Omni-Means is proposing rate increases which have the effect ora 2.6% increase, based on anticipated hours by rate classification for Fiscal Year 2000-2001 for those classifications that will not change in FY 2000-2001. The rate increases for the Consultant (Branch Manager), Traffic Engineer 3, and Project Manager 2 positions are proposed to increase by 2 to 3%; however, the hours to be expended by the Branch Manager are anticipated to be reduced as more of the review work is performed by in-house staff. The person currently working at the Technician 1 level is to be promoted to Technician 3, with a resulting increase in rate. It should be noted that Omni-Means will provide individual not-to-exceed proposals for specific reviews or studies, and work is rarely performed strictly on a time-and-materials basis. The recommended not-to- exceed limit for Fiscal Year 2000-2001 is $70,000. Omni-Means has continued to provide satisfactory, professional service at competitive rates. It should be noted that the Technician 1 position listed for 1999-2000 has been promoted to Technician 3. In addition, we anticipate that with the City's hiring of a City Traffic Engineer, the Branch Manager hours are expected to decline. We trust that the City will find these rates/hours acceptable. RESOLUTION NO. - O0 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN APPROVING AMENDMENT TO AGREEMENT FOR TRAFFIC ENGINEERING SERVICES WITH OMNI-MEANS WHEREAS, the City Council of the City of Dublin approved an agreement for traffic engineering services with Omni-Means, on June 11, 1997; and WHEREAS, the term of the agreement was extended until June 30, 2001; and WHEREAS, minor changes in charge rates are proposed for this contract term; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby approve the amendment to the agreement (rate adjustment) with Omni-Means, which is attached hereto as "Exhibit A." BE IT FURTHER RESOLVED that the Mayor is authorized to execute the amendment. PASSED, APPROVED AND ADOPTED this 20th day of June, 2000.
