FINANCIAL STATEMENT: Zumwalt Engineering has proposed an adjustment of rates for 2000- 2001 which ranges from 2% to 2.9%. The actual effect of the adjustment, based on 1999-2000 hours by rate classification, is 2.5%. It is recommended that the existing $550,000 not-to-exceed limit remain in effect for the 2000-2001 fiscal year. The cost of Zumwalt's services is primarily paid by private development reimbursement. DESCRIPTION: The City has contracted with Zumwalt Engineering Group since 1997 for general engineering services. The scope of work has primarily been in the area of private development review, and, to a lesser degree, Capital Project design. The current agreement expires June 30, 2001 and provides that an adjustment of rates can be requested effective July 1, 2000. Zumwalt Engineering's proposed rate schedule reflects increases in amounts ranging from 2% to 2.9% depending on personnel classification. The increased rates have been applied to an analysis of hours spent by classification for Fiscal Year 1999-2000 in order to determine the actual effect of the increase. On the basis of 1999-2000 hours, the overall effect of the increase is approximately 2.5%. The bulk of the work performed by Zumwalt Engineering is in the area of private development review; therefore, the cost of their work is paid by developers. The work performed by Zumwalt Engineering to date has been satisfactory, professional, and competitive, and Staff recommends that the City Council adopt the resolution approving the amendment to the agreement. (925) 830-5016 Fax (925) 830-5023 F--o Subject: Proposed contract rates for FY 2000/2001 Dear Mr. Thompson: This letter is in response to your January 20, 2000 letter requesting our proposed contract rates for Fiscal Year 2000/2001, as well as any proposed contract, personnel or service level changes. Attached herewith is our proposed 2000-2001 Charge Rate Fee Schedule. This fee schedule applies to design projects that are performed on a not-to-exceed basis. Also attached is our proposed 2000-2001 Municipal Staff Augmentation Charge Rate Fee Schedule. This schedule provides for special reduced rates that apply to assignments in which we serve as an extension of City staff (staff augmentation)' at City offices or at our offices in San Ramon. For your information, all of our work to date during the current fiscal year has been performed at the municipal staff augmentation rates. Please note that both of these fee schedules include a rate increase ranging from 2.0 to 2.9 percent to offset the increase in the cost of providing services including the retainage and training of qualified personnel. Furthermore, we propose to provide the CiD~ with the same personnel and services level as we are currently prox,iding. However, to accommodate staff's recent refinements to the City plan checking process, Mark Lander will be the point of contact in lieu of A.D. Dopson. A.D. will continue to perform plan chec'king services at our office in San Ramon as requested by your staff under the supervision of' Mr. Lander, P.E.
