Staff is requesting a 20% contingency to allow for unforeseen conditions due to the nature of the work. Total Available Construction Budget $3,698,915 Construction Proposal for Base Bid $2,300,000 Alternates 1-3 $176,690 Bid Total Bid Proposal 2,476,690 Funds required for 20% Contingency $495,338 Total Bid, Alternatives & 20% Contingency $2,972,028 DESCRIPTION: At its meeting of October 21, 2008 the City Council authorized Staff to advertise for bids on Phase I of the Dublin Historic Park. The approved plan will relocate structures from the Kolb Ranch to the Dublin Historic Park including the Old House, the Main House, the Sunday School Barn, the Hay Barn and the Pump House. BID RESULTS: After asix-week bid period, on December 5, 2008 the City received bids from Elite Landscape, Inc., Applegate Johnston, Gwinn Construction, Midstate Construction, JFC Construction, and BRCO Constructors. The base bids ranged from $2,300,000 to $3,083,000 with an average of $2,566,000. Staff has discussed the difference in price between the engineer's estimate and the bids and has determined that the current economic climate has created a more competitive market. The low bidder has confirmed their ability to perform the work as specified within the bid price. In addition, three alternates were identified to bring the originally estimated project costs in line with the budget. The alternatives were as follows: A) move and refurbish Hay Barn $40,825; B) extend "Hawthorn Lane" - $90,365 of which approximately $45,000 covers park lighting for that area; and C) renovate the bank parking lot - $45,500. As the contract will be awarded based on the lowest base bid, the City Council will now need to determine which, if any, of the alterriates should be included in the project. RECOMMENDATION: For the award of bid, it is recommended that the City Council award the base bid to Elite Landscape, Inc. and determine whether any or all of the alternates should be included. Staff has prepared two resolutions. The first resolution (Attachment 2) is for the base bid without alternates. BRCO Constructors $ 3,083,000 ATTACHMENT 1 ~~ 3 RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AWARDING CONTRACT N0.08-09 DUBLIN HISTORIC PARK -PHASE I TO ELITE LANDSCAPING, INCORPORATED. WHEREAS, the City of Dublin did, on December 5th, 2008, publicly open, examine and declare all sealed bids for doing the work described in the approved Plans and Specifications for Contract No. 08- 09, which Plans and Specifications are hereby expressly referred to for a description of said work and for all particulars relative to the proceedings under the request for bids; and WHEREAS, said bids were submitted to the City Engineer, who has reviewed the bids to determine the lowest bid which was responsive to the requirements of the bid documents; and NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby award Contract No. 08-09 to the lowest responsible bidder therefor, to wit, Elite Landscaping, Incorporated, at abase bid of Two Million Three Hundred Thousand Dollars ($2,3000,000) the particulars of which bid are on file in the office of the City Engineer.
