FINANCIAL STATEMENT: None. DESCRIPTION: As a result of the election of Mayor Sbranti as the Mayor of Dublin, his previous Council position has become vacant. At the December 2, 2008 City Council meeting, the City Council elected to fill this vacancy through an application and appointment process. In order to be considered eligible for this appointment, applicants were required to submit a completed application before the final closing date of Wednesday, December 10, 2008 at 3:00 p.m., are required to be a Dublin resident, and are required to be registered voter. On Wednesday, December 3, 2008, Staff began soliciting applications for this position, which continued through Wednesday, December 10, 2008. In order to ensure that the community became aware of this vacancy, Staff has placed the following notices: • Issued a press release (Attachment 1), which was faxed to the media Wednesday, December 3, 2008. • Placed a 5-1/4" X 8" ad (Attachment 2) in the Valley Times and Tri-Valley Herald on Friday, December 5, 2008. • Began airing a 30 second announcement on Tri-Valley Community Television, which began airing during commercial breaks on Comcast Channels 28, 29, and 30 on December 5, 2008. • Placed application packets (Attachment 3) at the Civic Center City Clerk's Office, the Dublin Senior Center and the Dublin Library and emailed packets to Dublin 101 graduates. • Placed an announcement on the rolling scroll of the City's website, with a link to the application. ------------------------------------------------------------------------------------------------------------- COPY TO: Page 1 of 2 ITEM NO. . There was one application that came in after the closing deadline at 3:02 p.m. on Wednesday, December 10, 2008 and was advised that the application was late and, therefore, not accepted. Experience: Eight years as a member of Dublin City Council (two as Vice Mayor) Eleven Years on Dublin Planning Commission (three terms as Chairperson) Five Years on Dublin Parks and Recreation Commission (twice as ChaiYp~tson) During the next two years the City will face many special challenges to maintain our current service level for our citizens. While costs will increase revenues will certainly decrease, we must be careful to carefully weigh all sides of the steps we take to address these situations and ensure they have a positive impact in the long as well as the short term. I believe my knowledge, skills, and abilities obtained in my Federal Service and my service to the City uniquely qualify me to help the City through this period. For example, while a member of the CMA I developed a program that saved the city over $1.4 million on the cost of the a~ sg Hacienda overcrossing. This program allowed the City to purchase Federal Highway funds from other cities for 90 cents on the dollar. I also persuaded the other members of the CMA to send more than our .per capita share of State Highway Funds to the valley. And finally, convinced the former Congressman for Dublin to earmark $10 million for the 1580 HOV lanes. My views on traffic and adequate parking are well known, I consistently voted against any development that wanted to reduce the cities' parking requirements, sometimes I was in the minority. The major issue is maintaining the current level of city services in an atmosphere of declining revenues and increasing costs. Until we find out what the state is going to do to the cities while fixing their fiscal problems we cannot know what the impact will be on the city. We must be careful to maintain a reasonable jobs housing balance, while encouraging taxpaying businesses to locate in our city without giving away the store. My knowledge of state and federal programs and how to best access them will help the city get a fair share of what is available. Making lemonade out of the lemons is my special skill. ~3 ~ "~8 I am very familiar with the amount of pre-meeting preparation required for each meeting. As a former member of both the planning commission and the city council, I was always well prepared for all meetings. While a member of the city council I was down at city hall Monday and Tuesday almost every week. Additional per-meeting time is also required for any committee assignments we are given by the Mayor. Since I am retired I have plenty of time to be prepared as well as time to attend meetings during the day when other council members must be at work. As a member of the city council I would be available to the public at all times, that is the most important part of the job. As I did before my home phone number would be listed on my city card and my home phone has always been listed in the phonebook. As a council member we work for the public not for our friends or other special interest groups. We must listen to all sides of any issue especially to those who have a different view then ourselves because they may raise arguments that you have not considered that may change your evaluation. The City Manager works for the City Council or when there is a difference of opinion three city council members. The city employees work for the City Manager and are directly response to the City Manager not the City Council. All access to city employees is subject to the approval of the city manager. The City employees can only work for one boss at a time. All individuals are entitled to be treated with respect and I always threat others as I would want to be treated. Until we understand what monies the state is going to take from the city I do not believe we should be talking about providing additional services. Better we should put our best efforts to maintaining the level of services we now provide. In addition, we must maintain an adequate reserve going forward because the state will probably be dipping into our funds again next year. When we add the facilities which we have already planned, we must insure we have adequate funds to operate and maintain the facilities. The city is currently debt free and based on current environment; I am not in favor of floating a bond issue at this time. ~ ~5~ The most important contribution I can make as a member of the Dublin City Council is my experience and knowledge obtained while on the parks commission, planning commission and city council. We have a new Mayor, a new city council member, a new city manager, anew assistant city manager, and a fairly new city attorney. With all these new members of the management team my experience will enable me to hit the ground running and help the new team members avoid some of pitfall that have already been tried unsuccessfully. During these next two years my experience of getting more bang for our bucks will be extremely useful. OK so I'm known to be a little frugal. I believe appointing a person to the vacant position who has not successfully stood for election for the City Council does a disservice both to the council, the public and those that came before you. We all know the time, effort and dedication it takes to run a successful campaign. Such an effort demonstrates a persons' commitment to the job they are seeking. I believe that my experience, skills and commitment to the community will help me become an effective Council member. I am currently serving on the Planning Commission and the Dublin Housing Committee. I also volunteer with other organizations in the community. My experience, professionally, in the community and on the Commission and Housing Committee has prepared me for service on the Council. Prior Public Service or Civic Activity: I have served on the Planning Commission for the past 4 years. Also served on Dublin School Boards for 12 years. Was co-chair of Committee for Yes on Measure L. The parcel tax measure for Dublin Schools that passed with 72% of votes. Four years ago was committee co-chair for Dublin Schools facilities bond measure that passed with 73% of votes. Currently Board President for Dublin Partners in Education; on the Board of Managers- for Tri-Valley YMCA; on the Regional Council for Ti-Valley unit of American Cancer Society; on the governing Board for John Knox Presbyterian Church in Dublin; and serve as chairman of Community Service committee for Dublin Rotary. Continue balanced and well managed growth with both commercial and residential development in a timely manner. Development must include provisions for preserving and expanding parks and open space. Development must also include revitalization of our Downtown area and inclusion of Green building standards. It's important to maintain a good balance between jobs and available housing. Plan housing that meets the needs of all income levels. Attract commercial development to our City that provides high paying jobs. I have worked effectively with the Planning Commission, the Housing Committee and City staff and I believe I have the knowledge to help continue the well managed growth in our City. Provide for growth that will have a positive impact on Dublin residents with a minimum of negative impacts such as traffic and parking problems. B. Maintavi high standards of public safety by fully staffing police and fire departments. Also continue to make provisions for other public service and facilities as required by the community. To be able to continue to provide necessary public service, we need to continue to maintain a solid budget position. I have experience in making decisions regarding the balancing of the need for public service and facilities with budget constraints. Prioritizing public services with available resources is important. Proper planning for future needs and obtaining the needed revenue is also important. C. Develop a plan to create incentives to attract and maintain business in our City is critical now with the economic downturn. How will you handle this responsibility? I have experience in preparation for Planning Commission, Housing Committee, School Board and other board meetings. When I first receive the information I review it initially so that I understand the time required for each item and the total time requirement. I then review each item in the detail that is required. If there is additional information required or there is something that I don't understand, I will search out that information. Later I will again review the information again to be sure that I understand the items and what is required of the Council. Proper meeting preparation is critical to sound decision making at the meeting. I am fortunate to have a supportive family and now that I'm retired, I can devote the needed time to City business. 3 In your view, what do you believe your relationshi as a Ci Councilmember~ p ty should be to the public? Other Councilmembers? City Manager? City Employee? Public concerns and comments need to be heard and Councilmembers need to be available to the public. Not only to listen but to inform the public. If action is required or requested by a City department the citizen can be directed to that department. If action is required or requested by the Council the citizen needs to know that action needs to be taken by the entire Council and the process that the Council follows. The Council needs to work as a team. That doesn't mean Council members need to agree one every issue. Views need to expressed and discussed. When a decision is made by the Council majority, it represents the decision of the Council. The Council adopts regulations, plans, budgets and policy for the City. The City Manager is the chief executive officer for the City and is responsible for the administration of those actions by utilizing her staff of City Employees. Councilmembers need to be able to work with the City Manager and City Employees without becoming involved in administrative activities. 4 What is your view of providing services to the community and the financing of those services? What additional services, if any, do you believe should be provided to the community? The City needs to continue to review and analysis the level of services and the need for the services that are provided. Balancing funding and the need for services is important. As the City matures from a suburban community to a complete full service city, the Council will need to continue to evaluate and prioritize the services that are provided. Utilizing contract employees give the City additional options when evaluating services that need to be provided. 5 What do you feel is the mast important contribution you can make as a member of the City Council? I believe that I have the ability and experience to: - listen to the public, - understand the needs of the community - represent the City in the community, - study the issues, - gather needed information, - and make decisions for the overall good of the community. I also am able to work on developing, reviewing and adopting City plans and budgets. One issue I would like see addressed is the completion of the Historical Park within the next 7 years. I would suggest working on this in phases. Financially, this would be the easiest way to get it finished. b. Another issue important to me is Public Safety. The safety of our children getting to and from schools is a concern. Additional crossing guards, and if financially feasible, part-time motor officers could patrol the high traffic schools. c. Attracting new businesses and keeping existing businesses in Dublin should be a priority. Incentives for businesses, both existing and new, could be tax breaks and low interest loans. 2. Being an effective member of the City Council requires a good deal of pre- meetingpreparation including the willingness to read up to several hundred pages of staff reports before each meeting. How will you handle this responsibility? As a Parks and Recreation Commissioner, I am familiar with the time needed to prepare for meetings. Other Councihnembers? City Manager? City Employees? My relationship as a Councilmember, with members of the community and City staff members should be open, honest and available. In order to maintain this same level of service, the City should not add any additional services in these financially challenged times. 5. I was President of the Dublin High Athletic Booster Club and I have been in the Dublin Lions Club for over 20 years, as an officer and regular member. Balance the Budget -Dublin is looking at roughly $750K-$1.5M less in revenue for fiscal year 2008-2009 than was initially expected. The projections for fiscal year 2009-2010 are even direr. I have over 10 years of private sector expertise in financial analysis and cost management. Given the forecasted budget shortfall, the City must first and foremost focus on fulfilling its own responsibilities and objectives. In addition to eliminating subsidies it provides to outside agencies like local non-profit organizations and the School District, the City must consider cutbacks in all areas. Select deferment of capital improvement projects, reduction in the level of nonessential services, and strategic staff redeployment are some of the difficult yet interconnected options that must be explored, as Dublin contends with this unprecedented financial challenge. B. Reduce Residential Density -Although higher density residential projects may seem like a cost-effective way for Dublin to become an Entitlement Community at first, the accounting method used to justify this growth strategy often overlooks the impact higher density housing has on surrounding neighborhoods and underestimates the true cost of higher density to current residents. The increase in revenue generated by the initial burst of one-time impact fees from more units sold may be offset over time by the depreciation in property values from nearby homes and the slower appreciation rate of the high-density products themselves. The cost to provide the same level of service to a greater number of residents brought in by the higher density will continue to rise at a rate consistent with inflation, yet the City will have to contend with meeting the higher demand on a lower overall property tax base. The City has done an outstanding job of bringing in first-time home buyers from all walks of life as it started to implement the Eastern Dublin Specific Plan. Many of these first-time home owners have outgrown their higher density units and are looking for opportunities to move into traditional single-family residences near their current neighborhoods. If we do not build homes of lower density to meet market demands, we will be forfeiting the greater sales and property tax base associated with the home owners the City had worked so hard to cultivate since the beginning of this decade to neighboring cities that do provide the housing types they desire. As a strong proponent of lower residential density development, I believe Dublin can reach the population size required to qualify for the Federal Community Development Block Grant (CDBG) program in a way that respects longtime residents and fortifies our projected property tax revenue stream. By following the tried-and true development pattern of balancing the lower density housing in areas away from major transit centers with higher density housing near the major transit centers, we will have a city we can all be proud of at build-out. C. Economic Development -While the City works diligently to balance its budget, we can look at the recent economic downturn as an opportunity to redevelop certain areas of Dublin and diversify our tax base. As we grow less reliant on big-ticket retail, Dublin will become more robust against the cyclical boom and bust associated with aretail-based economy. I fully support Mayor Sbranti's effort in creating an economic development program, so we may take that critical first step towards enhancing the variety of our local business portfolio. 3 `T 2. Being an effective member of the City Council requires a good deal of pre-meeting preparation including the willingness to read up to several hundred pages of staff reports before each meeting. How will you handle this responsibility? As a senior manager at Robert Half International, Inc., I have become adept at reading and digesting large volumes of data and information to meet hard deadlines for complex international payroll and reporting projects that cross multiple time zones. As publisher of the Around Dublin Blog and a community advocate, I have been a voracious consumer of Staff reports. Additionally, I have had numerous in-person discussions and phone conversations with our dedicated City Staff. I would relish the opportunity to have greater access to City Staff, their detailed reports, and, most importantly, their insights, as I represent my neighbors throughout Dublin in making key decisions for the benefit of everyone in this emerald city of Northern California. 3. With the intersection of Interstate 580 and Interstate 680 right next to our historic Downtown District, Dublin is a city with limitless possibilities and enriched by the incredible diversity represented by the varied cultural and socioeconomic background of longtime residents and new arrivals. As City Councilmembers, we are bound to serve Dublin and its diverse residents in a way that is consistent with the City's Mission, Vision, and Values. As a public servant of over 45,000 residents in Dublin, I am committed to seek their feedback and guidance actively in all my deliberations. What is your view of providing services to the community and the financing of those services? What additional services, if any, do you believe should be provided to the Community? As City Manager Joni Pattillo once said, local government represents the truest form of democracy. Acting on behalf of all the residents, local government is directly responsible for ensuring public safety, providing access to quality utility services, and building and maintaining proper infrastructure. The City should never compromise on the level of essential services required to protect the life and limb of Dublin's residents. Fully funding our police and fire services, enforcing our traffic and parking ordinances, and installing safety improvements when necessary should always remain our top priorities. To make sure the City can pay for all these services, we need to invest in our economic development department. A more prominent economic development department will work collaboratively with our highly respected community development department to enhance Dublin's revenue stream, as they attract businesses near and far to invest in and grow with Dublin. This full-service economic development department will be Dublin's critical first step, as we move toward a more diversified tax base. Sources of Financing Public safety improvements can be funded through a combination of sales, property, and gas tax revenues. Council's recent decision to use gas tax revenue to fund the pedestrian safety improvements along Central Parkway and Dublin Boulevard is good example of this funding strategy. Improved quality for utility services can be funded through utility bill pass-through fees. This funding strategy is especially appropriate; given the utility bill-pass-through fees are essentially the time-and-materials the City should charge a utility vendor for the work the City has to do in preparation for a contract negotiation. The building and maintenance of proper infrastructure like parks, roads, and community centers can be funded by development impact/mitigation fees. Community benefit payments should be used to improve the areas surrounding the new developments that generated the payments, as illustrated by the Schaeffer Ranch community benefit payment plan. That payment stayed within Schaeffer Ranch and was appropriated to fund the much needed expansion of the School of Imagination. Following that example, the City should use the Wallis Ranch community benefit payment to fund the completion of Emerald Glen Park and the astro turfs at Fallon Sports Park. The previous City Council had voted to fund the astro turfs at Fallon Sports Park through a surplus in the general fund. Instead of pulling money directly from the general fund, that popular optional upgrade can be more appropriately subsidized through a community benefit payment generated by a project in the vicinity like Wallis Ranch. In addition, the size of the community benefit payment should reflect the true market value of Dublin's great location next to the intersection of Interstate 580 and Interstate 680. The incremental cash value fora 15-year development agreement, as compared to a 5-year development agreement, over the 165 acres of land at Wallis Ranch should be worth a lot more than $1 M, especially when a new home on a 5000-square-foot lot in Dublin can sell for over $1 M even under today's economic climate. Dublin's investment in a stronger economic development department should be funded through a combination of sales tax, property tax, permit fees, and development impact fees, since all stakeholders can benefit from a robust local economy in which homes are selling, businesses are generating profit, and developers are building new projects. ~ ~ ~~ 5. What do you feel is the most important contribution you can make as a member of the City Council? With an MBA and over 10 years of private sector experience, I will bring a wide array of skill sets to complement the perspectives of the new City Council. At Robert Half International, Inc., I have demonstrated my ability to manage and lead through the 2001 tech bust and through the current recession that started in late 2007. Recently, I spearheaded an initiative as a Board member for the Terraces HOA of roughly 1,000 residents to reduce our cost structure and balance our budget. Additionally, Sacramento will be forced to niake,some very drastic cuts to funding that will affect Dublin.. My business experience; education; and love, of Dublin will provide value to the council and city staff as we navigate through this tough time. 2) Economic development policy.. Downtown Dublin has unique value proposition,. and, it is imperative that the downtown area is rriarketed correctly., Dublin must also be at the forefront of the Green Energy/Clean Ener'gymovement. The-e~cperience I gained working in collaboration with Oakland Mayor Ron Dellums' staff and the Ella Baker Center to create a development program in which Dublin will attract new businesses in this sector. 3) Long-term growth policy. We want a community that provides a balance of jobs, housing, and-. services and we must achieve this in a fiscally sound :manner. According to the Association of Bay Area Governments, the projected "population growth of the Dublin area is expected to have the highest percentage growth in households for the, county witfi 114% increase by 2035'. With this anticipated growth, merribers of the City Council will have to shape policies and create an agenda to meet the needs of a growing and diverse population. These needs include: available and affordable housing, employment opportunities, ready access to goods and' services, and cityservices such as police, fire, medical, water, sewer, sanitation and utilities. ,In collaboration with my fellow council members; the City Manager, and City Staff, we will take a disciplined, methodical approach to ensuring along-term balance and high quality of life. 2. Additional services such as housing assistance. and economic: incentive programs are important as well. I think one of the mostprevailing issues facing all cities is the state-wide budget crisis. Our city has to account for declining property values, the loss of Mervyns, and declining sales tax revenues. Additionally, the state legislature will be forced to make some drastic cuts to funding that will affect Dublin and the services we provide to our citizens. We must direct our funds to the services at the top of our~priority list. To compensate for the decrease in revenue, we need to mobilize our constituents and increase the number of citizens involved in our community services and programs. I want to be on the City Council to contribute my time and earnest opinion on matters that will directly affect me, my family, my neighbors and friends. Dublin is an excellent place to raise a family. With my second son being only one year old, I would like to do my best to be of assistance to the City of Dublin and its residents in enhancing their way of life. Prior Public Service or Civic activity: Volunteered for Science Fun Fair, Dougherty Movie night, participated in Junior Achievement, Dublin Leadership Academy and the Finance Committee for Measure L. 1. What do you believe are the top three policy issues facing the City and how do you believe you can contribute to solving them? I.) Development: 1 am concerned about the slowing in the housing market and the amount of foreclosures currently taking place. I understand this is not only a local issue but it does directly affect every property owner in Dublin. As a homeowner and with family and friends who are and are not homeowners, I hear the growing concerns and believe this community deserves a Council that will do it's best to maintain the value or appearance of our neighborhoods by implementing assistance programs or having ongoing open discussions with residents to gather information and ideas on what action the City could take to work on this issue. 2) Traffic Congestion: I believe all residents are very familiar with the amount of traffic that flows on I-580. This is especially true when traffic diverts to Dublin Boulevard due to an accident on I-580. While I know this is not directly in control of the City, I also know we have progressively joined forces with other local agencies in the Tri-Valley who are affected as well to address this ongoing concern. I support the continuation of this effort. With Dublin growing to the east, Dublin . Boulevard is the only main thoroughfare for residents driving from one side of Dublin to the other, further impacting the use of this main road. 3) School District Collaboration: With funding from schools decreasing, I believe the City could assist the School District in ways it has not considered. One idea would be to offer school employees training opportunities the City offers to its employees. For example, Workplace Violence is a State mandated training where I am employed. We are required to take this training every two ~6~~ to three years. The training cycle is staggered so not every employee is required to take the training in the same year, therefore leaving a few seats open. If City and School District employees are also required to take this type of training, would it be possible to make mandatory training a joint effort between agencies to potentially reduce the cost to all? Would it be possible to take this approach for other classes and training? 4J Environmentally conscious: l believe the City should do more to lead in environmentally friendly ways to live and work. We could join forces with the Water District to promote awareness regarding the importance of water conservation and manage our water use more closely; we could emphasis reduction in energy consumption by asking businesses in our area to change their lighting system at night to become motion activated, rather then leaving all lights on for the duration of the night, thereby potentially reducing a part of their carbon footprint; we could encourage residents and business to reduce their waste from going directly to a landfill by education them on not only on recycling but how to maximize the utilization of their compost bin. 2. Being an effective member of the City Council requires a good deal of pre-meeting preparation including the willingness to read up to several hundred pages of staff reports before each meeting. How will you handle this responsibility? I would make this responsibility a priority by setting aside time on a re-occurring basis. I would proactively manage my time in order to prepare for each meeting and continue to balance my other responsibilities at work and at home. If additionally time allocation is required I would apply it during my lunch hour, extra time at night or time over the weekend to ensure I am well prepared 1 understand this is not aone-time project or assignment and is an important commitment. 3. In your view, what do you believe your relationship as a City Councilmember should be to the public? Other Councilmembers? City Manager? City Employees? [n regards to the public, I see this position as being a civil servant. I would be in that capacity to serve them. I would not be above them or below them, simply beside them to take their concerns and voice them to the council. To other councifinembers it would be a similar relationship. We are all Dublin residents and deserve the same level of respect and acknowledgement. With regard to the City Manager and City employees, they also deserve equal respect and understanding. This relationship is a direct give and take of responsibilities towards one another. I recognize the fact that they are experts in their fields and should be called upon in that capacity whenever a Councilmember feels more information is needed before making a decision. In the end, input from all relationships should be valued and shown consideration. 4. What is your view of providing services to the community and the financing of those services? What additional services, if any, do you believe should be provided to the Community? If the City can afford to fund programs at this time without further taxing the residents, I would be fine with that. If it is services that require a fee the fee should be to those participating. At this time I actually believe the City should organize a program far volunteers. We should have one place where residents could go to find out how they could do their part for the City. We have a great ~7 ~ ~g community and I feel that if the residents were aware and given the chance to how they could help their neighbor they would. 5.
