HomeMy WebLinkAbout4.04 Dougherty Rd Widening~~ , f -~-~ \~/.~' CITY CLERK File # ^~~~-~ U^ AGENDA STATEMENT CITY COUNCIL MEETING DATE: October 7, 2008 SUBJECT: Agreement with City of San Ramon and Budget Change for the Dougherty Road Widening Project Report Prepared by: .7aimee Bourgeois, Sr. Civil Engineer (Traffic) ATTACHMENTS: 1) Resolution approving the Agreement between City of Dublin and City of San Ramon, together with Exhibit A, the Draft Agreement 2) Budget Change Form 3) Staff Report dated May 6, 2008, with attachments RECOMMENDATION: 1) Adopt the Resolution approving the Agreement and authorizing the City Manager to make non-substantive changes to the agreement and to execute the agreement with _ the City of San Ramon 2) Approve a Budget Change for Fiscal Year 2008-2009 FINANCIAL STATEMENT: The FY 2008-2009 Budget and Capital Improvement Program allocates $15,000 from the Traffic Impact Fee Mitigation Fund to fund the roadway improvements and $10,000 from the Measure B Fund (Local Roads) to fund the bike path improvements. Based on a final cost estimate received from the City of San Ramon, Staff is recommending that the allocation from the Traffic Impact Fee Mitigation Fund be increased to $19,614 and that the allocation from the Measure B Fund (Local Roads) be changed to the Measure B Fund (Bike and Pedestrian) and decreased to $2;805. Therefore, Dublin's total share of this project is $22,419 instead of $25,000. DESCRIPTION: Representatives from the City of San Ramon met with City of Dublin Staff in February 2008 to discuss San Ramon's upcoming improvement project to widen Dougherty Road from four to six lanes, add bicycle lanes in both directions, and construct a bike path on the east side of the roadway. The City of San Ramon presented two options to transition from the six-lane configuration in San Ramon to the existing four-lane configuration in Dublin. Option 1 would keep COPY TO: Joye Fukuda. Option 2 would begin the transition approximately 450 feet south of the City limit, requiring roadway widening within Dublin. Both options included the extension of the Class 1 Bike Path located on the east side of Dougherty Road from its current terminus at Fall Creek Road to the City Limit. At its meeting on May 6, 2008, both options were presented to the Dublin City Council (Attachment 3.) The Council directed Staff to work with the City of San Ramon to complete the improvements identified as Option 1, with a modification (referred to as Option lA) to accommodate a refuge lane to the left of the northbound travel lanes to be used by motorists turning left from Fall Creek Road onto northbound Dougherty Road. Based on a preliminary engineer's cost estimate of construction, Staff incorporated this project (Capital Improvement Program [CIP] Project No. 96855) into the FY 2008-2009 Budget and Capital Improvement Program. The City of San Ramon prepared revised construction drawings and refined the construction cost based on the Option lA configuration and the approved unit costs generated by its construction contractor. Staff has subsequently worked with the City Attorney to draft an agreement between the Cities of Dublin and San Ramon prior to commencement of construction within the City of Dublin (Attachment 1). The agreement generally covers a description of the work and a timeframe in which the work is to be completed, as well as terms of payment by the City of Dublin to the City of San Ramon. An Encroachment Permit has already been issued to San Ramon's contractor, which allows for work within the Dublin right-of--way for the purposes of constructing the above described improvements. The standard terms of work were included, and special conditions, such as construction hours, traffic control requirements, and construction staging, were specified. The improvements will be inspected pursuant to the provisions of Dublin Municipal Code Section 7.04 relating to encroachments. Under CIP 96855, the FY 2008-2009 Budget and Capital Improvement Program allocates $15,000 from the Traffic Impact Fee Mitigation Fund to fund the roadway improvements and $10,000 from the Measure B Fund (Local Roads) to fund the bike path improvements. Based on the final construction cost estimate received from the City of San Ramon, a Budget Change is being generated to complete the following: 1) Increase the appropriations from Mitigation Funds by $4.,614 for a total Appropriation of $19,614 2) Appropriate Measure B -BIKE / PED Funds of $2,805 3) Reduce the entire $10,000 appropriation of Measure B- Local Streets Funds for this project as the intent was to use the Bike Ped Funds for the eligible portion of the project. This results in a Total Project Appropriation of $22,419. Recommendation Staff recommends that the City Council 1) adopt the Resolution approving the agreement and authorizing the City Manager to make non-substantive changes to the agreement and to execute the agreement with the City of San Ramon; and 2) approve a Budget Change for Fiscal Year 2008-2009. BETWEEN CITY OF DUBLIN AND CITY OF SAN RAMON FOR DOUGHERTY ROAD IMPROVEMENTS AND AUTHORIZING THE CITY MANAGER TO MAKE NON-SUBSTANTIVE CHANGES TO THE AGREEMENT AND TO EXECUTE THE AGREEMENT WHEREAS, the City of San Ramon is engaged in an improvement project to widen Dougherty Road up to Dublin's city limit to include six travel lanes, a median, bicycle lanes in both directions and a Class I trail parallel to and east of Dougherty Road; and WHEREAS, the City of Dublin also intends to make certain modifications to the roadway to provide a safe transition between the proposed six lane cross-section within San Ramon and the existing four lane cross-section within Dublin and modifications to extend the existing Class I trail that runs along the east side of Dougherty Road from its current terminus at Fall Creek Road to the city limit; and WHEREAS, the City of Dublin wishes to enter into an agreement with the City of San Ramon regarding funding for the portion of San Ramon's Dougherty Road Widening project within the City of Dublin right-of--way; and WHEREAS, on May 6, 2008, the City Council authorized City of Dublin staff to proceed with coordinating the completion of the improvements described as Option lA (transition within San Ramon plus a northbound refuge lane at Fall Creek Road) with a preliminary construction cost estimate of $25,000; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin approves the Agreement between City of Dublin and City of San Ramon Regarding Funding for the Construction of Roadway Improvements and a Separated Trail Connection in the City of Dublin's Right-of--way on Dougherty Road (Exhibit A). BE IT FURTHER RESOLVED that the City Manager is authorized to make non-substantive changes to the Agreement and to execute the Agreement. C a~ I3 CONTRIBUTION AGREEMENT BETWEEN CITY OF DUBLIN AND CITY OF SAN RAMON REGARDING FUNDING FOR THE CONSTRUCTION OF ROADWAY IMPROVEMENTS AND A SEPARATED TRAIL CONNECTION IN THE CITY OF DUBLIN'S RIGHT-OF-WAY ON DOUGHERTY ROAD This AGREEMENT is entered into this _ day of 20_, by and between the City of Dublin, a municipal corporation ("Dublin") and the City of San Ramon, a municipal corporation ("San Ramon"), referred to collectively as the "Cities." RECITALS A. San Ramon is engaged in an improvement project to widen Dougherty Road up to Dublin's city limit to include six travel lanes, a median, bicycle lanes in both directions and a Class I trail parallel to and east of Dougherty Road. Dublin intends to widen Dougherty Road within its limits at some time in the future but does not have sufficient funds available at this time to do so. B. Dublin also intends to make certain modifications to the roadway to provide a safe transition between the proposed six lane cross-section within San Ramon and the existing four lane cross- sectionwithin Dublin and modifications to extend the existing Class I trail that runs along the east side of Dougherty Road from its current terminus at Fall Creek Road to the city limit. C. Because San Ramon is engaged in an improvement project at this location, it will be cost effective for Dublin to compensate San Ramon for the required modifications to the Class I trail and the roadway. D. The Cities desire to enter into a binding agreement whereby Dublin will make cone-time contribution of funds to San Ramon for the performance of the modifications. AGREEMENT NOW, THEREFORE, the Cities agree as follows: Section 1. Description of Project. As part of San Ramon's road widening project, San Ramon shall ensure that the modifications within the Dublin right-of-way are made as shown in Exhibit A. These modifications include, but are not limited to: a. Extending the Class I trail on the east side of Dougherty Road from its current terminus just north of Fall Creek Road to the city limit. b. Demolishing the existing trail connection to Dougherty Road just south of Fall Creek Road. Constructing a refuge lane west of the northbound travel lanes to accommodate left- turning traffic from Fall Creek Road onto northbound Dougherty Road. EXBIBIT . Tn +ho Rocnli itinn 3 ~ t3 d. Section 2. Contribution to San Ramon. Dublin shall make cone-time contribution to San Ramon in the amount oftwenty-two thousand four hundred eighteen dollars and seven cents ($22,418.07) prior to commencement of the work described in Section 1 of this Agreement. San Ramon shall use the monies contributed by Dublin to fund the costs of the work to be performed pursuant to Section 1 of this Agreement. Section 3. Time for Performance. The work described in Section 1 of this Agreement shall be completed by June 30, 2009. Section 4. Dublin Municipal Code Chapter 7.04 Applicable. This Agreement shall not be deemed to be a waiver of any provisions of Chapter 7.04 of the Dublin Municipal Code, relating to encroachments, that apply to the work described in Section 1 of this Agreement. Section 5. Entire Agreement. This Agreement constitutes the entire agreement among the Cities with respect to the subject matter hereof. Section 6. Amendment. This agreement may not be amended except in writing. Any such amendment must be approved and executed by both Cities. Section 7. Exhibit. Alternative lA would require $25,000 to complete the separated trail connection using Measure B Bike/Pedestrian Monies, and Alternative 2 would require the City of Dublin to contribute $272,000 to complete transition improvements within Dublin City limits using $25,000 Measure BBike/Pedestrian Monies and using Traffic Mitigation Funds earmarked for Dougherty Road. DESCRIPTION: Representatives from the City of San Ramon met with City of Dublin Staff in February to discuss the City of San Ramon's upcoming improvement project to widen Dougherty Road from four to six lanes and add bicycle lanes in both directions. Design is underway and construction is slated to begin this summer. The improvements would begin at the City limit and continue for approximately 6,000 feet northerly. The City of San Ramon presented two options to transition from the six-lane configuration in San Ramon to the existing four-lane configuration. in Dublin. Option 1 would keep the transition within San Ramon; the lanes would conform at the City limit. Option 2 would begin the transition approximately 450 feet south of the .City limit, requiring roadway widening within Dublin. Widenin would~ccur only on the east side of the roadway. Some of the new pavement would not be used until Dougherty Road is also widened to six lanes within the City of Dublin. • Dougherty Road would contain 6 lanes north of Austin Creek Avenue in San Ramon. The roadway would transition to four lanes between Austin Creek Avenue and Fall Creek Road. striping would conform to existing striping at the City limit. • In the southbound direction, the third lane would drop about 250 south of Austin Creek Avenue. • In the northbound direction, the third lane would be added about 450 feet south of Austin Creek Avenue. • Through Dublin's Fall Creek Road intersection, the roadway would remain four lanes as it now exists. • North of Fall Creek Road, the striping would transition traffic onto the new widened alignment. • All turn movements are currently allowed at the Dougherty Road/Fall Creek Road intersection. Under this option, Staff recommends no changes to the allowed movements. • Staff recommends that the Class I trail that currently runs along the east side of Dougherty Road and ends at Fall Creek Road be extended to the City limit. • As a modification to Option 1 (Option lA), Staff recommends that the design be revised to accommodate a refuge lane to the left of the northbound travel lanes to be used by motorists turning left from Fall Creek Road onto northbound Dougherty Road. This would likely require minor widening of Dougherty Road within Dublin and would increase Dublin's construction cost slightly. Option 2 -Transition within Dublin (see attached diagram) • The City of San Ramon would widen Dougherty Road to the City limit. The City of Dublin would also widen Dougherty Road for an additional 450 feet south of the City limit. Widening would occur on the east side of the roadway only. • Dougherty Road would contain 6 lanes north of Austin Creek Avenue. The roadway would transition to four lanes between Austin Creek Avenue and Fall Creek Road. The striping would conform to existing striping at the City limit. • In the southbound direction, the third lane would drop about 450 feet south of Austin Creek Avenue. The striping would conform to existing conditions just south of Fall Creek Road. • In the northbound direction, the third lane would be added just north of Fall Creek Road. • Through Dublin's Fall Creek Road intersection, the roadway would remain four lanes as it is today, but the striping would start to transition northbound traffic sooner than under Option 1. • All turn. movements are currently allowed at the Dougherty Road/Fall Creek Road intersection. Under this option, staff recommends that left turns from Fall Creek Road onto Dougherty Road be prohibited. Based on a survey conducted on April 11, 2008, 11 vehicles make this left turn during the morning peak hour (7:30 to 8:30 AM). The prohibition is recommended because of the difficulty that exists today to complete this maneuver due to high travel speeds and limited sight distance looking northerly. A widened roadway would exacerbate this condition. • Similar to Option 1, staff recommends that the Class I trail be extended to the City limit. Cost Summary Under Option lA, construction to be funded by Dublin at this time is limited to the extension of the Class I Trail. Based on an engineer's estimate provided by San Ramon's consultant, the estimated construction cost for Option 1 is $25,000. i ~~ In the future, when Dublin widens Dougherty Road to six lanes, an agreement with San Ramon w-ilI be required for San Ramon to pay for improvements north of the City limit to complete the transition. San Ramon's future improvements would include extending the center median and landscaping and restriping the roadway between Austin Creek Avenue and Fall Creek Road. Under Option 2, construction to be funded by Dublin at this time includes extension of the Class I Trail, widening of the roadway starting approximately 450 south of Fall Creek Road, and construction of an estimated 50 feet of center median and landscaping between Fall Creek Road and the City limit. The estimate cost for these improvements is $272,000. Under this scenario, the cost to widen Dougherty Road in the future would be slightly reduced because some of the improvements would already be complete. However, most of the improvements are transitional and would be removed when the City completes the widening of Dougherty Road from Amador Valley Boulevard to the City limit. Minimal improvements would be required of San Ramon in the future, but would include the removal of vertical delineators and restriping the southbound lanes between Austin Creek Avenue and Fall Creek Road. Recommendation The City of San Ramon prefers to proceed with design and construction of Option 2 (Transition within Dublin). San Ramon has requested that the City of Dublin decide how to proceed as quickly as possible so that the current schedule can be maintained to finalize the design and commence construction early this summer. Dublin Staff recommends proceeding with Option lA, which would cost approximately $25,000. There is little advantage to moving the transition further south and residents off Fall Creek Road would lose the left-turn access onto northbound Dougherty Road. Choosing Option lA allows this to be postponed until the City of Dublin completes the full improvements at this intersection.
