SUBJECT: Presentation from East Bay Regional Park District Regarding
Proposed Bond Extension of Regional Open Space, Wildlife,
Shoreline and Parks Bond

FINANCIAL STATEMENT: None
DESCRIPTION: In 1988 two-thirds of voters in both Alameda and Contra Costa
Counties passed Measure AA, a $225 million park bond of the East Bay Regional Park District (EBRPD).
This bond measure has enabled EBRPD to acquire 34,000 acres of parklands, create 17 new regional
parks and fund 235 local recreation projects throughout Contra Costa and Alameda Counties. Under this
bond measure the City of Dublin received $634,179 which funded the following projects: Heritage Center
Acquisition & Renovation ($157,829); Iron Horse Trail Development ($2,863); and Shannon Park
Renovation ($473,487).
The EBRPD Board of Directors has approved placing a bond measure on the November 2008 ballot to
extend the Measure AA program. The $500 million bond initiative (Measure WW on the November 2008
ballot) must be approved by two-thirds of voters in Alameda and Contra Costa counties. Of this amount,
$125 million (25%) of the bond proceeds will fund local park and recreation projects on aper-capita grant
program to cities and other local agencies. The balance of the bond proceeds, $375 million (75%), will
fund regional park acquisitions, open space preservation, park development, habitat restoration and an
emergency reserve. The proposed issuance of bonds is structured to retain the property tax rate at or below
the existing tax rate of $10 per $100,000 of property value for property owners.

It is estimated that the City of Dublin would receive $2,145,118 in funding from the bond extension
measure. Additionally, City residents would benefit from the following projects that are currently
included on the Draft Project Description:
^ Alamo Canal Trail -.$630,000 to complete the key bicycle, pedestrian and equestrian trail connection
across the 580-680 interchange creating the first trail connection linking the communities of Dublin
and Pleasanton.
^ Calaveras Ridge Trail - $11.3 million to acquire open space and park corridor and construct this multi-
use trail connecting four regional parks along the 680 corridor serving all communities from Sunol to
the Carquinez Strait.
^ Doolan Canyon/Tassajara Hills - $5.2 million to acquire land for a new park preserving the last major
undeveloped expanse of the Tassajara Hills north of the communities of Dublin and Pleasanton.
^ .Dublin Hills - $4.7 million to complete this new park along the ridgelines in the scenic west Dublin
hills.
^ Tassajara Creek Trail - $900,000 to acquire and develop regional trail connecting Tassajara Creek in
Dublin to Mt. Diablo.
RECOMMENDATION: Staff recommends that the City Council: 1) Receive presentation
from East Bay Regional Park District; and 2) Adopt Resolution Endorsing East Bay Regional Park
District's Proposed Extension of Regional Open Space, Wildlife, Shoreline and Parks Bond (Attachment
1).

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
ENDORSING EAST BAY REGIONAL PARK DISTRICT'S
PROPOSED EXTENSION OF REGIONAL OPEN SPACE,
WILDLIFE, SHORELINE AND PARKS BOND
WHEREAS, the City of Dublin and the East Bay Regional Park District are public agencies jointly
responsible for providing important public services to our resident constituents; and
WHEREAS, the East Bay Regional Park District has expanded. by more than 34,000 acres of
parkland and shoreline in the last 20 years, largely as a result of funding provided by the 1988 voter
approved bond measure AA which also provided $60 million in funding for local parks and recreation
projects; and
WHEREAS, in response to continuing community interest, the East Bay Regional Park District
Board of Directors has approved placing a bond measure on the November 2008 ballot to extend the
Measure AA program; and
WHEREAS, the proposed measure would replicate and extend the successful $225 million
Measure AA bond passed in 1988; and
WHEREAS, the specifics of the Park District's proposed park bond extension measure are as
follows:
• The proposed issuance of bonds is structured to retain the property tax rate at or below the
.existing tax rate of $10 per $100,000 of property value for property owners.
• The $500 million bond initiative must be approved by two-thirds of voters in Alameda and
Contra Costa counties in November 2008.
• $125 million (25%) of the bond proceeds will fund local park and recreation projects on a
per-capita grant program to Cities and other local agencies.
• The City of Dublin would receive $2,145,118 in funding from the bond extension measure.
• $375 million (75%) of the bond proceeds will fund regional park acquisitions; open space
preservation, park development, habitat restoration and an emergency reserve.
• A detailed project list has been complied which is available to the public.
• The Park District Board of Directors will conduct annual public hearings on projects to be
selected and funded by the Measure.
• EBRPD's Park Advisory Committee provides oversight review.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Dublin does hereby
endorse the East Bay Regional Park District's Proposed Extension of Regional Open Space, Wildlife,
Shoreline and Parks Bond which will be placed on the November 4, 2008 ballot in Alameda and Contra
Costa Counties.
PASSED, APPROVED AND ADOPTED this 16th day of September, 2008.
