RECOMMENDATION: Adopt the Resolution awarding Contract No. 08-11, Striping and
Marking Contract, to Riley Striping, Inc.
FINANCIAL STATEMENT: 2008-2009 Street
Maintenance Operating
Budget for Striping: $60,495.00 (Gas Tax Funds - 206)
Low Bid: $161,990.00 (3 year term)
NOTE: Staff will prepare striping and marking work orders during
the year as needed and stay within the approved FY 2008-2009
budget.
DESCRIPTION: In an effort to save annual bidding costs and provide continuity of
work, the City's Striping and Marking Contract is for athree-year term. The operating budget for striping
and marking includes annual curb painting and emergency work performed by MCE, as well as by the low
bidder for Contract No. 08-11.
With the expiration of the City's Striping and Marking Contract on June 30, 2008, Staff solicited bids for
a new three-year term under Contract No. 08-11. The scope of work for Contract No. 08-11 includes
installing new and replacing existing pavement striping and marking.
The City received two bids (Attachment 2) for Contract No. 08-11. The low bidder is Riley Striping, Inc.,
with a bid of $161,990.00 for the three-year contract. This contract establishes unit prices for various

striping and marking bid items. Individual work orders will be priced based on the unit prices provided in
the bid documents.
During review of the bid documents, an error in the unit price for one bid item from the low bidder's
package was discovered. The error occurred with the unit price provided by the bidder, which did not
match the calculated total price for the bid item detail provided in the bid documents. The calculated total
price was much higher than the corrected total price based on the incorrect unit price provided for the bid
item detail. Riley Striping, Inc. was determined to be the low bidder based on the total proposal estimate
submitted before the correction was made.
This bid item error was discussed with the low bidder, who agreed to honor the unit price submitted with
the official bid documents. The bid item error will have no effect on the bidder as the City has not had its
striping and marking contractor install this item for the past contract term of three years. This item is
usually installed by developers who install them on construction sites for temporary use, or by MCE staff
who are instructed to install this item for City projects.
Staff has reviewed the low bidder's proposal and recommends that the City Council adopt the resolution
awarding Contract No. 08-I I to Riley Striping, Inc.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
AWARDING CONTRACT N0.08-11,
STRIPING AND MARKING CONTRACT,
TO RILEY STRIPING, INC.
WHEREAS, the City of Dublin did on August 14, 2008, publicly open, examine, and declare all
sealed bids for doing the work described in the approved Plans, Specifications, and Modifications for
Contract No. 08-11, Striping and Marking Contract, which Plans, Specifications, and Modifications
are hereby expressly referred to for a description of said work and for all particulars relative to the
proceedings under the request for bids; and
WHEREAS, said bids were submitted to the Public Works Director, who has reviewed the bids to
determine the lowest bid which was responsive to the requirements of the bid documents;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby award Contract No. 08-11 to the lowest responsible bidder therefor, to wit, Riley Striping Inc., at
a bid of One Hundred Sixty One Thousand, Nine Hundred Ninety Dollars and No Cents ($161,990.00),
which bid shall cover the contract term of three years, the particulars of which bid are on file in the office
of the Public Works Director.
BE IT FURTHER RESOLVED that the Mayor is authorized to execute the agreement.
PASSED, APPROVED AND ADOPTED this 2nd day of September, 2008.
