FINANCIAL STATEMENT: The City of Dublin will install the bicycle counter using its share of ACTIA Bicycle and Pedestrian Pass-Through funds. Installation is estimated at $1,168.00 and adequate ACTIA funds are available to implement the work. DESCRIPTION: The ACTIA is partnering with the DC Berkeley Traffic Safety Center to perform pedestrian and bicycle counts at 50 intersections throughout Alameda County. The goal of the project is to obtain a sample of pedestrian and bicycle counts that may be used as a basis to predict the number of pedestrians and bicyclists at intersections along arterials in Alameda County, and to also track bicycle usage year-round. As part of the study, ACTIA is purchasing two bicycle counters and requested that Dublin install a bicycle counter on one of the City's bicycle lanes. ACTIA will provide the bicycle counter and would allow the City to use its share of ACTIA Bicycle and Pedestrian Pass-Through funds to pay for the installation of the counter. ACTIA will purchase the bicycle counter and provide all parts and equipment needed for its maintenance. The City will install the bicycle counter (on Amador Valley Boulevard near the Iron Horse Trail) and will maintain the counter, as needed, for a minimum period of five years. DC Berkeley Traffic Safety Center staff will collect the data for at least one year and share it with the City. Staff recommends that the City Council adopt the resolution approving the Memorandum of Agreement among the Alameda County Transportation Improvement Authority, the DC Berkeley Traffic Safety Center and the City of Dublin for the Installation, Operation and Maintenance of an Automated Bicycle Counter. Page 2 of2 1~4 RESOLUTION NO. - 08 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ********* APPROVING MEMORANDUM OF AGREEMENT AMONG THE ALAMEDA COUNTY TRANSPORTATION IMPROVEMENT AUTHORITY, UC BERKELEY TRAFFIC SAFETY CENTER AND THE CITY OF DUBLIN FOR THE INSTALLATION, OPERATION AND MAINTENANCE OF AN AUTOMATED BICYCLE COUNTER WHEREAS, the Alameda County Transportation Improvement Authority (ACTIA) is partnering with the DC Berkeley Traffic Safety Center to perform pedestrian and bicycle counts at 50 intersections throughout Alameda County; and WHEREAS, the project goal is to obtain a sample of pedestrian and bicycle counts at intersections along arterials in Alameda County, and to track bicycle usage year-round; and WHEREAS, ACTIA is purchasing two bike counters and is requesting that the City of Dublin install a bike counter using its share of ACTIA Bicycle and Pedestrian Pass-Through funds; and WHEREAS, the City of Dublin is willing to install and maintain the bicycle counter using its share of ACTIA Bicycle and Pedestrian Pass-Through funds; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin approves the Memorandum of Agreement among the Alameda County Transportation Improvement Authority, the DC Berkeley Traffic Safety Center and the City of Dublin for the installation, operation and maintenance of an automated bicycle counter. BE IT FURTHER RESOLVED that the Mayor is authorized to execute the Agreement, attached hereto as Exhibit "A." This MOA sets forth the individual general roles and responsibilities of the parties for the funding and delivery of each party's portion of the PROJECT. The PROJECT goal is to obtain a sample of bicycle counts that may be used as a basis to predict the number of pedestrians and bicyclists at intersections along Caltrans and other arterials in Alameda County, and also to track bicycle usage year-round, and year-to-year, at an Alameda County intersection. UC BERKELEY TRAFFIC SAFETY CENTER 1. UCBTSC personnel will assist in determining the exact bicycle counter location, and in providing technical advice regarding the correct installation procedures. 2. UCBTSC personnel will collect all of the data from the counters for one year after the counter is installed, or longer if separately negotiated, and will share the data with CITY upon request. ALAMEDA COUNTY TRANSPORTATION IMPROVEMENT AUTHORITY 3. ACTIA is and shall remain the owner of the automated bicycle counter. 4. ACTIA shall allow the counter to be installed by CITY in CITY's roadway. 5. ACTIA, or its delegate, will manage the collection of the data from the counter after the period of UCBTSC data collection has ended, and will share this data with CITY upon request. 6. ACTIA will be responsible for providing, at its own expense, all parts and equipment, including batteries, as needed, for the maintenance of the counter. CITY will allow ACTIA's bicycle counter to be installed in CITY's right-of-way. 8. CITY will install the counter according to the manufacturer's counter installation specifications and the CITY's construction practices, and will install it at the location determined through discussions with ACTIA and UCBTSC. ACTIA afflrms that CITY may use ACTIA Bicycle and Pedestrian Pass-Through funds to install said counter. 9. CITY will maintain the counter, as needed, for a minimum of five years, using parts and equipment purchased by ACTIA. Maintenance will be done in a timely manner. 10. CITY will notify ACTIA and UCBTSC as soon as possible of any scheduled work in the roadway that might disturb or interfere with the counter functioning. 11. CITY will not intentionally disturb, dig up, or remove the counter for a minimum period of five years from the installation of the counter. 12. CITY will return all counter components, exclusive of the wiring installed in the roadway, to ACTIA if the device is harmed or removed.
