HomeMy WebLinkAbout03-14-2000 PC MinutesA regular meeting of the City of Dublin Planning Commission was held on Tuesday, March 14, 2000, in the Dublin Civic Center City Council Chambers. Chairperson Hughes called the meeting to order at 7:00 p.m. ROLL CALL Present: Commissioners Hughes, Oravetz, Jennings, Johnson and Musser; Eddie Peabody, Jr., Community Development Director; Michael Porto, Planning Consultant; and Wendy Jespersen, Recording Secretary. PLEDGE OF ALLEGIANCE TO THE FLAG Cm. Hughes led the Commission, Staff, and those present in the pledge of allegiance to the flag. The minutes from the February 22, 2000, meeting was approved with one change adding Cm. Musser present to the roll call. ADDITIONS OR REVISIONS TO THE AGENDA - None ORAL COMMUNICATIONS - None WRITTEN COMMUNICATIONS - None PUBLIC HEARING - 8.1 PA 99-044 Dublin Ranch Master Vesting Tentative Map 7148 for a 323.6 acre site (Areas E, F, G and H) to provide a subdivision for development of Low, Medium, Medium-High and High Density Residential, Neighborhood Commercial, General Commercial and Campus Office Uses. Cm. Hughes asked for the staff report. Michael Porto, Planning Consultant, presented the staff report. He stated that the item was continued from the February 22, 2000 meeting at the request of the applicant. The applicant is requesting to Planning Commission 28 March 14, 2000 Regular Meeting subdivide the property into 10 different parcels. The project is a Master Vesting Tentative Map that will create large lots for future subdivision and future development. The proposed project is consistent with the City of Dublin General Plan, the Eastern Dublin Specific Plan and the Dublin Zoning Ordinance. He concluded his presentation and recommended Planning Commission approval of the project. Cm. Jennings asked if the project would have any senior housing provisions. Mr. Porto stated that there is not a requirement for the applicant to build senior housing. The project will have high-density housing, which is generally used for senior housing. He stated that it is at the discretion of the applicant whether to provide senior housing. Cm. Jennings asked which parcels are for high-density housing. Mr. Porto responded that parcels 5 and 6 are designated for high-density housing. Cm. Jennings asked if the developer would need to be notified that senior housing is needed in Dublin. Mr. Porto responded yes. Cm. Hughes opened the public hearing and asked if anyone wished to address the Planning Commission. Marty Inderbitzen, representative for the Lin family stated that they have worked with Staff on the project and are in agreement with the conditions. He stated that he would be happy to answer any questions the Planning Commission may have. Cm. Jennings asked if there are any plans for Dublin Ranch to develop senior housing. Mr. Inderbitzen responded that senior housing has not been determined for the project, but would be considered. Cm. Hughes asked if anyone had any further questions; heating none he closed the public hearing to deliberate. On motion by Cm. Musser, and seconded by Cm. Johnson, with a vote of 5-0, the Planning Commission unanimously adopted. RESOLUTION NO. 00-14 APPROVING THE MASTER VESTING TENTATIVE MAP FOR DUBLIN RANCH AREAS E, F, G AND H (Tract No. 7148) PA 99-044 8.2 Supplemental Development Agreement: PA 98-068, Area F; PA 98-069, Area G and PA 98- 070, Area H Dublin Ranch. A Resolution of the Planning Commission recommending that the City Council adopt an Ordinance approving a Supplemental Development Agreement between the Planning Commission 29 March 14, 2000 Regular Meeting City of Dublin, and The Lin Family required by the Eastern Dublin Specific Plan and the Master Development Agreement, Section 7 (recorded July 8, 1999). Cm. Hughes asked for the staff report. Mr. Porto presented the staff report. He stated that in May 1999, the Planning Coinmission approved a Master Development Agreement for Dublin Ranch. This is a Supplemental Development Agreement that will vest the approvals for Areas F, G and H for the remaining term of the Master Development Agreement. In particular it will vest the Stage 1 and Stage 2 Development Plans for Area G and the Stage 1 Development Plans for Areas F and H. It then provides that the Stage 2 Development Plans for Areas F and H will become a part of the "Project Approvals" once approved and will be vested at that time. Staff is recommending that the Planning Commission adopt the resolution for the City Council to adopt the Ordinance implementing the Supplemental Development Agreement for Dublin Ranch. Cm. Hughes opened the public hearing and asked if anyone wished to address the Planning Commission. Hearing none he closed the public hearing to deliberate. On motion by Cm. Musser, and seconded by Cm. Oravetz, with a vote of 5-0, the Planning Commission unanimously adopted RESOLUTION NO. 00-15 RECOMMENDING THAT THE CITY COUNCIL ADOPT A SUPPLEMENTAL DEVELOPMENT AGREEMENT FOR PA 98-068, AREA F, PA 98-069, AREA G AND PA 98-070, AREA H DUBLIN RANCH TOWN CENTER NEW OR UNFINISHED BUSINESS 9.1 There was no new or unfinished business. Mr. Peabody stated that the March 28, 2000 Planning Commission will be canceled.
