Request for Authorization to Use AERC Recycling for the Recycling
of City Electronic Waste and Surplus Computer Equipment.

Sufficient funds for this activity are included in the adopted Budget.
DESCRIPTION: The City generates electronic waste as a result of its annual computer replacement
schedule. Environmental laws require that the City safely dispose of this electronic waste. Chapter 2.36 of
the Municipal Code allows the Purchasing Agent to dispose of worn and obsolete equipment. In the past
for inventory tracking purposes Staff have provided the City Council with a list of assets prior to disposal.
At this time the City will be disposing of obsolete City computers as well as, components which were
being held by Police Services and can now be released.
Due to the age of the equipment it was determined that the computers are beyond their useful life. The City
clears all hard disk storage for compliance with software licensing agreements and to ensure no
confidential information is retained on the hard disk before declaring a system ready for disposal. However
current best practices recommend, as a security precaution, that a professional recycler providing a
certification of destruction for computer hard disks.
AERC was also used for this purpose in 2007 and will accept all of the City's electronic waste, including
computers, monitors, printers, batteries, and compact disks. AERC will provide the City with a certificate
of destruction ensuring that the electronic waste was recycled per environmental standards and that
computer hard disks and software compact disks are not reused.
Staff recommend that the City Council authorize the use of AERC and direct Staff to remove the items
from the City Fixed Asset Inventory.
