FINANCIAL STATEMENT: Adoption of the 75% diversion goal will allow the continued pass
through of funding from the Alameda County Waste Management Authority. The estimated amount of
funding that the City will receive in Fiscal Year 2008-2009 is $39,000.
DESCRIPTION: The California Integrated Waste Management Act of 1989 mandated
that every city and county in the State reduce the quantity of solid waste disposed from their jurisdictions
at landfills by 50 percent by the year 2000. Additionally, the 1990 Alameda County Waste Reduction and
Recycling Act (Measure D) established a voluntary goal to increase the tonnage of solid waste diverted
from the landfill to 75% by 2010. The City met the 50% diversion goal in 2000, and the most recent data
and calculations indicate that the City has achieved a 56% diversion rate (preliminary) in 2006, which is
the highest the City has achieved.
The diversion rate, as determined by the California Integrated Waste Management Board (CIWMB), is
calculated by applying adjustment factors to a city's base year data for tons of waste disposed at the
landfills. Population, employment, and taxable sales are the factors used to adjust a jurisdiction's base
year generation tonnage in estimating each calendar year's tonnage generated. The City of Dublin's base
year is 2000.
The City receives annual reports from the City's franchise waste haulers, which indicate the land filled
and diverted tons for the materials each hauler handles and a diversion rate for the total tons collected. A
comparison between the haulers' diversion rate and the CIWMB's methodologically calculated diversion
rate for Calendar Year 2006 shows that the CIWMB diversion rate is approximately 10 percentage points
greater than the rate for the hauler-handled material.

In order for the City to get to a diversion rate of75%, the City would have to cut its disposal tonnage by
approximately 17,000 tons. This amounts to about 2.0 pounds of waste being removed from the disposal
stream per person per day within the City of Dublin.
Diversion Goal Adoption Required to Receive Import Mitigation Funding
As part of the development of the Fiscal Year 2007-2008 budget, the Alameda County Waste
Management Authority (Stopwaste.Org) approved to continue granting Waste Import Mitigation funds to
member agencies through Fiscal Year 2009-2010, which can be used to fund either new diversion
programs through the first two.years their inception or for diversion programs focused solely upon the
non-residential sector. The City received approximately $39,000 in Import Mitigation funds in Fiscal Year
2007-2008. Over the past several years, the City of Dublin has used this funding to purchase recycled
products, subsidize the cost of commercial organics collection, participate in media campaigns to reduce
junk mail, purchase office recycling receptacles, and fund various commercial recycling efforts.
As part of its decision to continue disbursing Import Mitigation funds, the Authority also approved a set of
5 programs and measures 4 of which each jurisdiction within the County must adopt in order to continue
to receive these funds in Fiscal Year 2008-2009. The below table indicates the City of Dublin' s adoption
status on each of the five measures. One of these five measures is the formal adoption of a 75% diversion
goal by a model resolution developed by Stopwaste.Org. The resolution does not include a penalty should
a jurisdiction fail to meet the goal. Adoption of the 75% diversion goal will give the City the required 4
out of 5 measures required for the City to receive funding in Fiscal Year 2008-2009.

The City of Dublin has adopted some of the most aggressive recycling policies and programs within the
County in an effort to reduce the amount of materials disposed of at the landfill. The formal adoption of
the 75% diversion goal will further this effort by providing an official policy to increase the amount of
materials diverted from the landfill and by continuing the reception of Import Mitigation funding, which
helps to offset the costs ofthe City's diversion programs and efforts.
RECOMMENDATION:
Adopt the Resolution establishing the 75% diversion goal.

2010 FOR THE CITY OF DUBLIN IN ACCORDANCE WITH THE COUNTYWIDE 75%
WASTE REDUCTION GOAL
WHEREAS, the California Integrated Waste Management Act of 1989 mandated that every city
and county in the State reduce the quantity of solid waste disposed within their jurisdiction and disposed
in landfills by fifty percent by the year 2000; and
WHEREAS, the City of Dublin has met the 50% waste reduction goal; and
WHEREAS, the Alameda County Waste Reduction and Recycling Initiative Charter Amendment
(Measure D) established a Countywide goal of75% reduction of waste going to landfills; and
WHEREAS, the Alameda County Integrated Waste Management Plan also established a
Countywide goal of75% reduction of waste going to landfills by 2010; and
WHEREAS, the City of Dublin wishes to do its part to help achieve the Countywide goal of75%
reduction of waste going into landfills by 2010 by establishing a similar goal; and
WHEREAS, the City of Dublin has adopted a number of policies and programs that support this
goal including a Construction & Demolition Ordinance, a Green Building Ordinance, Operational
Guidelines for Green Building Practices for the City of Dublin Municipal Operations, an Environmental
Purchasing Policy, a Residential Food Scrap Program, a Commercial Recycling Program, and a Curbside
Recycling Program.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby adopt the goal of75% reduction of waste going to landfills by 2010 for the City of Dublin in
accordance with the Countywide 75% waste reduction goal using the existing State of California diversion
rate calculation methodology for measurement.
BE IT FURTHER RESOLVED that City of Dublin Staffwill work with StopWaste.Org to
accomplish this goal and present strategies and programs to Council for consideration as necessary.
