FINANCIAL STATEMENT: There are no financial impacts associated with the presentation.
DESCRIPTION: Zone Ts Stream Management Master Plan (SMMP) addresses flood
protection, drainage issues and other environmental and community enhancing needs affecting
management of the streams and arroyos in the Tri-Valley area. The SMMP identifies 45 individual
projects to meet several resource area goals and objectives, in addition to the primary purpose of flood
protection within the Tri-Valley. The Stream WISE (Stream Waterway Improvements Supporting the
Environment) Program is a multi-disciplined approach to prioritizing these projects and developing the
specific public outreach, engineering, environmental and financial needs of each project.
Background
Zone Ts service area comprises approximately 426 square miles in eastern Alameda County and includes
the cities of Dublin, Pleasanton and Livermore, as well as surrounding lands in unincorporated Alameda
County. Zone 7 provides flood protection within this service area, as well as wholesale water supplies to
a current population of approximately 190,000. This population is expected to increase to approximately
250,000 by the year 2030. As the Tri-Valley is transformed from rural to suburban land uses, the potential
for storm water runoff to exacerbate the potential for localized flooding is expected to increase.
Zone 7 maintains certain improved flood control channels and improves or supports the improvements of
existing major drainage channels as possible. Zone 7 currently owns and maintains approximately 39
miles of major drainage ways, flood control channels, streams and arroyos on the Tri- Valley floor.

The Special Drainage Area (SDA 7-1) Program, which is funded by developer fees, is currently the sole
source of revenue for Zone 7 to expand or improve the existing flood control system.
Recently, the City received an e-mail stating that the Zone 7 Board of Directors would be considering a
fee increase from $0.731 per square foot of impervious surface area to $1.303 per square foot of
impervious surface area. Through the collective efforts of Cities within Zone 7, the item considering the
fee increase was continued to a future meeting in an effort to allow further dialogue on the methodologies
used to calculate the fee. Zone 7 has scheduled a meeting with stakeholders on May 1, 2008, to discuss
the City's concerns, and Staff will provide an update to the Council as part of this Report.
Staff recommends that the City Council receive and accept the presentation, and provide any comments.
