RECOMMENDATION: ~AdOPt the resolution awarding Contract 08-03, Citywide Street
~ Storm Drain Condition Assessment, to AES Enterprises, Inc.
FINANCIAL STATEMENT: The low bid received for this project is $69,400, which is within the
$75,000 budgeted for the work.
DESCRIPTION: The Citywide Street Storm Drain Condition Assessment project will
consist of a clean out of the storm drain system and video recording of the existing pipe condition. An
assessment and report on the condition of the storm drain system will be conducted by a separate
consultant and will generate a report that will assess the need to perform local repairs to the storm drain
system. Any proposed repairs will create a new Capital Improvement Program (CIP) project for approval.
The sections of the City proposed for the first year assessment of the project are determined by age, with
the oldest section of Dublin inspected first (Attachment 3). It is anticipated that approximately 70,000
linear feet of the storm drain system will be assessed in FY 2007-2008. Notices regarding the proposed
assessment will be sent to any affected residents, businesses and schools prior to the beginning of work.
A total of seven bids were received. The low bidder is AES Enterprises, Inc., with a bid of $69,400.
Staff has reviewed the bids received and checked with the low bidder's references, and therefore
recommends that the City Council adopt the resolution awarding Contract 08-03, Citywide Street Storm
Drain Condition Assessment, to AES Enterprises, Inc.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

AWARDING CONTRACT NO. 08-03,
CITYWIDE STREET STORM DRAIN CONDITION ASSESSMENT
TO AES ENTERPRISES, INC.
WHEREAS, the City of Dublin did, on March 13, 2008, publicly open, examine, and declare all
sealed bids for doing the work described in the approved Plans, Specifications, and Modifications for
Contract No. 08-03, Citywide Street Storm Drain Condition Assessment, which Plans, Specifications, and
Modifications are hereby expressly referred to for a description of said work and for all particulars relative
to the proceedings under the request for bids; and
WHEREAS, said bids were submitted to the Public Works Director, who has recommended that
the bid hereinafter mentioned is the lowest and best bid for doing said work;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby award City of Dublin Contract No. 08-03 to the lowest responsible bidder therefor, to wit, AES
Enterprises, Inc., at a bid of Sixty Nine Thousand Four Hundred Dollars ($69,400), the particulars of
which bid are on file in the Office of the Public Works Director.
BE IT FURTHER RESOLVED that the Mayor is authorized to execute the Agreement.
PASSED, APPROVED AND ADOPTED this 1st day of April, 2008.
