HomeMy WebLinkAbout4.08 Regional Signal Timing Program c~rY CLERK F~ Ie # D[fl][Q][a}[2][Q] AGIE~DA ST A TEMIE~T C~TY COUNC~l MEET~NG DA TIE February 19, 2008 SUBJECT Approve Agreement wIth MetropolItan TransportatIon CommIssIOn for RegIOnal SIgnal TImmg Program (2008 Cycle) Report Prepared by Jazmee BourgeoIs Traffic Engmeer A TT ACHMENTS 1) ResolutIon approvmg the agreement, together wIth the agreement as ExhIbIt 'A," WaIver of ClaIms and IndemmficatIOn Agreement CIty of Dubhn RegIOnal SIgnal TImmg Program ApplIcatIOn 2) RECOMMENDATION Adopt the resolutIOn approvmg the agreement between Metropohtan ~\ TransportatIOn CommIssIon and CIty of Dublm for partIcIpatIOn m ~ the RegIOnal SIgnal Tmllng Program FINANCIAL STATEMENT There IS no cost assocIated wIth the executIOn of the agreement The CIty wIll ultImately benefit from partICIpatIOn m the program by receIvmg free traffic consultant servIces to develop updated sIgnal tImmg plans for the traffic sIgnals on Dubhn Boulevard between San Ramon Road and HaCIenda Dnve The consultant servIces are worth an estrmated $35,000 Staff tIme WIll be reqUIred to gather data for the consultant and oversee the consultant throughout the project development and ImplementatIOn stages DESCRIPTION The Metropohtan TransportatIOn CommIssIon (MTC) released a call for projects m September 2007 for partIcIpatIon m the RegIOnal SIgnal TImmg Program (RSTP) (2008 Cycle) The RSTP provIdes an opportumty for mumcIpahtIes to receIve assIstance free of charge from MTC's pre-selected consultants for development and ImplementatIon of traffic sIgnal coordmatIOn plans CIty of Dublm staff submItted an apphcatIOn on November 16, 2007, for Dublm Boulevard (see Attachment 2) Currently, the CIty of Dublm operates two segments of Dubhn Boulevard under coordmated (synchromzed) tlmmg plans The segment from RegIOnal Street to VIllage Parkway operates m coordmatIon from 7 00 AM to 9 00 AM weekdays, the segment from Scarlett Dnve to HaCienda Dnve Page 1 of2 ['[EM NO '1:cg G \1 RANSPORT ATION\Local Traffic\AdmmISlratlOn\agst_MTC_Agreemcnl_RS1 P doc G operates m coordmatIOn from 7 00 AM to 7 00 PM weekdays Both segments have been tImed to provIde progressIOn m both dITectIOns Because traffic volumes are mcreasmg as the CIty and surroundmg commumtIes contmue to grow and because travel patterns change as new roadways are constructed, It IS Important to perIodIcally evaluate signal tImmg plans and make adJustments as needed to match prevaIlmg conditIOns The applIcatIOn submItted by the CIty of Dublm mcludes a request for evaluatIOn of the slgnahzed mtersectIOns on Dublm Boulevard between San Ramon Road and HaCienda Dnve, which IS a combmatIon of ten coord mated sIgnals and five uncoordmated signals The study wIll (1) assess eXIstmg operatmg conditIOns for the coord mated and uncoordmated signals, (2) evaluate the feasibIlIty of addmg more mtersectIOns mto the eXlstmg coordmated systems, (3) develop new signal tImmg plans for the study mtersectIOns, and (4) assist with ImplementatIOn of the new tImmg plans The agreement proVided by MTC has been revIewed and sIgned by the City Attorney RecommendatIOn Staff recommends that the City CouncIl adopt the resolutIon approvmg the agreement between MetropolItan 1 ransportatIon CommIssIOn and City of DublIn for partIcipatIOn m the RegIOnal SIgnal TImmg Program Page 2 of2 l~fS- RESOLUTION NO - 08 A RESOLUTION OF THE CITY COUNCIL OJF THE CITY OJF DUBLIN * * * * * * * * * APPROVING AGREEMENT WITH METRO POL IT AN TRANSPORTATION COMMISSION FOR REGIONAL SIGNAL TIMING PROGRAM (2008 CYCLE) WHEREAS, the MetropolItan TransportatIOn CommisSIon (Ml C) has entered mto teehmcal servIces agreements with several eonsultmg firms to provide assIstance to varIOUS Bay Area cItIes m the retlmmg of traffic signal systems, referred to as the RegIOnal Signal Tlmmg Program (RSTP), and WHEREAS, sIgnal tlmmgs should be re-evaluated penodlcally to respond to changmg traffic volumes and travel patterns, and WHEREAS, It IS proposed that the CIty of Dub 1m participate m the RSTP, NOW, THEREFORE, BE IT RESOLVED that the City CouncIl of the City ofDubhn does hereby approve the agreement wIth MTC for partIcipatIOn m the RSl P BE IT FURTHER RESOLVED that the Mayor IS authorIzed to execute the Agreement, hereto attached as ExhIbIt' A " PASSED, APPROVED AND ADOPTED thiS 19th day of february, 2008, by the followmg vote AYES NOES ABSENT ABST AIN Mayor ATTEST CIty Clerk - 1 - 3.J~*4'~ d!f/~JOg- ~ W mrwrn~~~TI IQ ,.. and between the MetropolItan TransportatIOn COtnmlSSIOn, a regIOnal transportatIon plannmg agency establIshed pursuant to CalIfornia Government Code S 66500 et seq, (herem called "MTC"), and City of Dub 1m (herem called "CITY") WITNESSETH WHEREAS, MTC has entered mto technIcal servIces agreements WIth several consultIng firms (herem called "the Consultants"), under whIch the firms WIll prOVIde assistance to vanous Bay Area cIties m the retunIng of traffic Signals m those cIties (herem called "the ProJect"), and WHEREAS, CITY IS partiCIpatIng m the Project by receIvmg assistance from one or more of the Consultants (herem called "the Consultant"), WHEREAS, the partIes wIsh to define CITY's oblIgations to MTC respectmg WaIver of claIms and mdemmty, NOW, THEREFORE, the partIes hereto agree WIth a combmed smgle hmIt of not less than $1,000,000 for bodily mJury and property damage each occurrence, a combmed smgle hmIt of not less than $1,000,000 for personal mJury and advertlsmg mJury,
