HomeMy WebLinkAbout10-09-2001 PC MinutesA regular meeting of the City of Dublin Planning Commission was held on Tuesday, October 9, 2001, in the Dublin Civic Center City Council Chambers. Chairperson Johnson called the meeting to order at 7:00 p.m. ROLL CALL Present: Commissioners, Johnson, Nassar, and Fasulkey; Jeri Ram, Planning Manager; Jonelyn Whales, Associate Planner; and Gaylene Burkett, Recording Secretary. Absent: Cm. Jennings and Cm. Musser PLEDGE OF ALLEGIANCE TO THE FLAG Cm. Johnson led the Commission, Staff, and those present in the pledge of allegiance to the flag. The minutes of the August 28, 2001 were approved as submitted and September 25, 2001 minutes were continued to the next Planning Commission meeting ADDITIONS OR REVISIONS TO THE AGENDA - None ORAL COMMUNICATIONS - None WRITTEN COMMUNICATIONS - None PUBLIC HEARING 8.1 Continue the Public Hearing for PA 01-008 Dublin Security Storage Variance and Site Development Review project to October 23, 2001 Cm. Johnson asked for the staff report. Planning Commission 65 Octo§er 9, 2001 Regular Meeting October 9, 2001 Jonelyn Whales, Associate Planner advised the Commission that the applicant, Glenn Kierstead, of Dublin Security Storage is requesting a Variance and Site Development Review approval for constructing additional storage units, totaling approximately 10,000 square feet, along the western property boundary of two contiguous parcels located at 6005 Scarlett Court. A variance is required to allow a zero foot rear yard setback instead of the required 10-foot setback along the rear property line. Staff is requesting a continuance of the public hearing from October 9, 2001 to October 23, 2001. She explained that the applicant and owners were unavailable to attend tonight's Planning Commission meeting due to other commitments. Cm. Johnson asked for a motion. On motion by Cm. Fasulkey, seconded by Cm. Nassar, by a vote of 3-0-2, with Cm. Jennings and Cm. Musser absent the Planning Commission unanimously agreed to continue PA 01-008 Dublin Security Storage Variance and Site Development Review to the October 23, 2001 Planning Commission meeting. 8.2 PA 01-028 McNamara's Steak and Chops Restaurant Conditional Use Permit and Site Development Review. The applicant is proposing several site and facade improvements and outdoor seating to the existing vacant Dublin Fishery Restaurant at 7400 San Ramon Road. Cm. Johnson asked for the staff report. Ms. Whales advised the Commission that the applicant, Vince McNamara, is requesting a Conditional Use Permit and Site Development Review approval to operate an eating and drinking establishment, including outdoor seating, and to remodel the exterior of an existing 8,600 square foot building located at 7400 San Ramon Road. The family restaurant will contain approximately 187 indoor seats and 28 outdoor seats for customers. Exterior improvements will involve redesigning the building facade; relocating the entrance from the side of the building to front on San Ramon Road; reconfiguring the front entry and patio, constructing a ramp, upgrading the landscaping, installing new freestanding and wall signs, and slightly modifying the existing surface parking. In addition, the applicant proposes to use recycled materials, i.e. stone veneer to enhance existing landscaped features while reconfiguring the facade of the building and patio. The proposed hours of operation for the restaurant will be Monday through Sunday, from 5:00 p.m. to 12:00 a.m. with the patio area closing at 10:00 p.m. The Dublin Fishery, which ceased operations early last year, formerly occupied the site. Since that time, the restaurant has been vacant and in need of restoration. Staff finds that the project is consistent with the Dublin General Plan and the San Ramon Road Specific Plan and recommends approval of the project. Cm. Johnson opened the public hearing Vince McNamara stated that he appreciates Staff's support on the project and they plan to open the restaurant in time for the holidays. Johnson asked if the acoustics for the building would be improved? Mr. McNamara said there aren't any plans to change the interior; they do plan to limit the number of people dining at the same time. He said there would be carpet in the main areas and the kitchen would be closed off from the main dining area, eliminating some of the kitchen noise. It will be a pleasant experience. Cm. Fasulkey asked if closing the patio area at 10:00 p.m. will cause any problems? Mr. McNamara responded no. The peak dining time is usually much earlier. Cm. Nassar asked if the patio area would have umbrellas? Mr. McNamara responded no. Cm. Nassar asked what a is a McNamara steak? Mr. McNamara said he used his last name, which will consist of certified Angus beef, prepared the same as a New York steak house. Cm. Johnson asked if there were any other questions or comments; hearing none he closed the public hearing and asked for a motion. On motion by Cm. Nassar, seconded by Cm. Fasulkey, by a vote of 3-0-2, with Cm. Jennings and Musser absent, the Planning Commission adopted RESOLUTION NO. 01-26 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF DUBLIN ADOPTING PA 00-028 MCNAMARA'S STEAK & CHOP HOUSE CONDITIONAL USE PERMIT AND SITE DEVELOPMENT REVIEW REQUEST TO REMODEL AN EXISTING 8,600 SQUARE FOOT BUILDING; UPGRADE THE LANDSCAPING, REDESIGN THE ENTRANCE AND INSTALL NEW WALL AND FREESTANDING SIGNAGE AND TO OPERATE A RESTAURANT WITH OUTDOOR SEATING LOCATED AT 7400 SAN RAMON ROAD NEW OR UNFINISHED BUSINESS Jeri Ram, Planning Manager informed the Commission that the City is forming a Housing Task Force Committee and would need a volunteer for the task force. Nassar said he would consider it but would like more information. Ms. Ram said she needs to know tonight. Cm. Nassar volunteered for the Housing Task Force Committee. ADOURNMENT At 7:30 p.m. Ms. Ram adjourned the meeting to the October 16, 2001, 7:00 p.m. joint City Council/Planning Commission meeting regarding the Housing Element.
