HomeMy WebLinkAbout06-12-2007 PC Minutes Planning C0l11111ission Minutes CALL TO ORDER/ROLL CALL A regular meeting of the City of Dublin Planning Commission was held on Tuesday, June 12, 2007, in the Council Chambers located at 100 Civic Plaza. Chair Schaub called the meeting to order at 7:00 p.m. Present: Chair Schaub, Vice Chair Wehrenberg, Commissioners Biddle, King, and Tomlinson; Mary Jo Wilson, Planning Manager; and Rhonda Franklin, Recording Secretary. Absent: None ADDITIONS OR REVISIONS TO THE AGENDA - NONE MINUTES OF PREVIOUS MEETINGS The May 22, 2007 minutes were approved as submitted. ORAL COMMUNICATIONS Mr. Mark Timberman, resident, stated that the southeast corner of the Dougherty Hills Dog Park has been very muddy for the last two weeks. Ms. Mary Jo Wilson, Planning Manager, stated that Staff would notify the Parks and Community Services Director of the matter. CONSENT CALENDAR - NONE WRITTEN COMMUNICATIONS - NONE PUBLIC HEARINGS 8.1 PA 02-074 Dublin Village Historic Area Specific Plan - The inclusion of three properties into the Dublin Village Historic Area Specific Plan boundary and associated Zoning Map Amendment for the Dublin Village Historic Area Specific Plan overlay. Chair Schaub asked for the Staff Report. Ms. Mary Jo Wilson, Planning Manager, presented the specifics of the project as outlined in the Staff Report. Chair Schaub asked if the Briarhill of Dublin Cabana Club swimming pool is part of the Briarhill Homeowners Association (HOA) or a private club. Ms. Wilson stated that she believes it is a part of the Briarhill HOA. Cm. Biddle asked if the land for the proposed Historic District Park has been acquired, and Chair Schaub stated that the land has been acquired. 61 June Cm. King asked about the Amador Valley Hotel Site pointed out in the Conceptual Vision for the Future of Dublin Village in Exhibit 9 of the Agenda Statement. Ms. Wilson explained that the Exhibit is attempting to define the concept of the future Historic Area. Chair Schaub opened the public hearing. Ms. Lucia Miller, Briarhill HOA Co-Chair, expressed concerns about how the inclusion of the Briarhill of Dublin Cabana Club swimming pool could negatively impact the financial abilities of the Briarhill HOA when upgrades or replacement work is needed at the site. She also expressed concern that including the property in the Historic District Specific Plan (HDSP) could create difficulty in selling the property because of the required adherence to the HDSP guidelines. Ms. Wilson explained that under the HDSP, changes to the property would be subject to both the underlining Zoning and the HDSP overlay Zoning. Ms. Miller stated that the Briarhill Cabana Club also owns the adjacent parking lot located at 7084 Hansen. She expressed concern that only half of the site would be included in the HDSP, which could also contribute to potential difficulties in selling the site. Ms. Claire Holtzapple, Briarhill HOA President, reiterated Ms. Miller's concerns regarding the financial burden of adhering to the HDSP guidelines. She questioned why this mid-1960s development would be included in the HDSP. Chair Schaub explained that the property is being included because it is located across street from the Historic District Park and provides for a continuation of the HDSP on both sides of Dublin Boulevard. Ms. Holtzapple asked if they would be required to put in light fixtures to match the area. Chair Schaub explained that the property would be subject to the HDSP design criteria if exterior changes and additions were made to the property. He commented that conformance to the design criteria does not have to be costly. Ms. Holtzapple expressed concerns about how the HDSP requirements would affect the property if it was to be sold. Chair Schaub commented that it probably would not affect the property very much. Vice Chair Wehrenberg asked Ms. Holtzapple if she received a copy of the HDSP Guidelines, and Ms. Holtzapple said yes. Vice Chair Wehrenberg pointed out that the design guidelines are for the exterior of the building. Ms. Wilson added that the guidelines are not cost prohibitive such as requiring custom-made changes or additions, but are general design principals to ensure that such changes or additions are aesthetically pleasing and consistent with the Historic Area design principles. She pointed out that repair or maintenance to a portion of the project would not be subject to the Guidelines. She also stated that property owners are required to follow the Guidelines upon proposing a project to the City. Cm. King suggested that, because the pool is an asset to the City, the Briarhill HOA should consider discussing the issues with maintaining the pool with the City Council. 62 June 12, Mr. Bill Soliday, resident, stated his reasons to have the project denied. He stated that he does not trust the City and does not want the City to have any part of the pool. Mr. Thomas Gordon, resident, asked why the 3 parcels were not included in the original HDSP. Chair Schaub stated that the three parcels were not a part of the initial analysis. Mr. Gordon stated his reasons to have the project denied. He agreed with the concerns of Mr. Soliday. Hearing no further comments, Chair Schaub closed the public hearing. Cm. Biddle stated that the advantage of including the three parcels will make the area more desirable. Cm. King stated that it makes sense to include all three parcels in the HDSP. He stated that he does not think the inclusion will create the kind of impediment that the public has expressed. Cm. Tomlinson agreed that it makes sense for both sides of Dublin Boulevard to have a cohesive design and look. Vice Chair Wehrenberg stated that she does not think the design criteria will be prohibitive for property owners to follow. Chair Schaub stated that the design criteria are in place to maintain a consistent look in the area throughout the future. On a motion by Cm. Biddle, seconded by Cm. Tomlinson, and by a vote of 5-0-0, the Planning Commission unanimously adopted: RESOLUTION NO. 07 - 29 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF DUBLIN RECOMMENDING THAT THE CITY COUNCIL APPROVE AN ADDENDUM TO THE INITIAL STUDY/MITIGATED NEGATIVE DECLARATION FOR THE DUBLIN VILLAGE HISTORIC AREA SPECIFIC PLAN AND AMEND THE SPECIFIC PLAN TO INCLUDE THREE ADDITIONAL PARCELS PA 02-074 RESOLUTION NO. 07 - 30 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF DUBLIN RECOMMENDING THAT THE CITY COUNCIL ADOPT AN ORDINANCE TO AMEND THE ZONING MAP TO ADD THE HISTORIC OVERLAY ZONING DISTRICT TO PARCELS ADDED TO THE DUBLIN VILLAGE HISTORIC AREA SPECIFIC PLAN PA 02-074 63 JUNe 12, 2UU; 8.2 PA 06-032 Bikeways Master Plan: Certification of a Mitigated Negative Declaration and making a determination of General Plan conformity for the Bikeways Master Plan, including Amendments to the General Plan, Eastern Dublin Specific Plan, West Dublin BART Specific Plan and the Village Parkway Specific Plan to incorporate changes related to bicycle circulation. Ms. Mary Jo Wilson, Planning Manager, asked that this item be continued to the June 26, 2007 Planning Commission meeting due to a delay in receiving documents for final review. The Planning Commission unanimously concurred to continue the item to the June 26, 2007 Planning Commission meeting. NEW OR UNFINISHED BUSINESS - NONE OTHER BUSINESS 10.1 Brief INFORMATION ONLY reports from the Planning Commission and/or Staff, including Committee Reports and Reports by the Planning Commission related to meetings attended at City Expense (AB 1234). Chair Schaub presented a short video of residential neighborhoods and commercial areas he filmed while in Dublin, Ireland. Ms. Mary Jo Wilson, Planning Manager, introduced Debra LeClair as the new Secretary in the Planning Division.
