HomeMy WebLinkAbout05-22-2007 PC Minutes Planning Commission Minutes CALL TO ORDERlROLL CALL A regular meeting of the City of Dublin Planning Commission was held on Tuesday, May 22, 2007, in the Council Chambers located at 100 Civic Plaza. Vice Chair Wehrenberg called the meeting to order at 7:02 p.m. Present: Vice Chair Wehrenberg, Commissioners Biddle and Tomlinson; Mary }o Wilson, Planning Manager; Ferd Del Rosario, Senior Civil Engineer; and Rhonda Franklin, Recording Secretary. Absent: Chair Schaub and Commissioner King ADDITIONS OR REVISIONS TO THE AGENDA - NONE MINUTES OF PREVIOUS MEETINGS The May 8, 2007 minutes were approved with one amendment. ORAL COMMUNICATIONS - NONE CONSENT CALENDAR - NONE WRITTEN COMMUNICATIONS - NONE PUBLIC HEARINGS 8.1 Establish Right-of-Way Lines for the Extension of Scarlett Drive and the Iron Horse Trail Between Dublin Boulevard and Dougherty Road. Vice Chair Wehrenberg asked for the Staff Report. Mr. Ferd Del Rosario, Senior Civil Engineer, presented the specifics of the project as outlined in the Staff Report. Cm. Biddle asked about the new location of the Ironhorse Trail, and Mr. Del Rosario pointed it out on the diagram. Cm. Biddle asked if there are any structures on the land that is proposed to be used for the extension. Mr. Del Rosario explained that there is an existing bridge that would have to be removed. Cm. Biddle asked if there are future plans to run transit lines along Scarlett Drive to the BART station. Mr. Del Rosario explained that the City would work with Livermore Amador Valley Transit Authority (LA VT A) on using Scarlett Drive as a possible transit route leading to the (Nanning Commission 1?rgU&lr 5\feetinfj 57 'May 22. 2007 BART station. Cm. Biddle commented that a transit system in the area would relieve traffic at the Dublin Boulevard/Dougherty Road intersection. Vice Chair Wehrenberg asked about the project's hearing before the City Council on March 6, 2007. Mr. Del Rosario explained that property owners and residents adjacent to the project were notified of the City Council meeting. He explained that the project was slightly altered based on comments received from the public. Cm. Biddle asked when the project would begin construction. Mr. Del Rosario explained that construction is likely to begin in 2009/2010, subject to availability of funds. Cm. Biddle asked about the fence near the west side of Camp Parks. Mr. Del Rosario explained that the fence would have to be relocated for the project. Vice Chair Wehrenberg opened the public hearing. Ms. Jaclyn Wong, resident, asked about existing parking and the potential speed limit and noise increase as a result of the proposed Scarlett Drive. Mr. Del Rosario explained that existing parking would not be removed. He stated that he would research the environmental documents regarding the potential speed limit and noise impacts for the project and follow up with her. Ms. Hanna Wong, resident, asked for additional explanation regarding a portion of the proposed Scarlett Drive. Mr. Del Rosario explained that the portion of the project would be landscaped. He further explained the process of land acquisition for the project. He stated that funding for the project consists of Traffic Impact Fees and local transportation sales tax dollars through the Alameda County Transportation Improvement Authority (ACTIA). Vice Chair Wehrenberg asked about the design of the proposed landscape in the area. Mr. Del Rosario stated that the landscaping plans have not been finalized. Ms. Wong asked about the intersection of Dougherty Road and Houston Place. Mr. Del Rosario explained that the area south of Scarlett Drive would not be changed. Mr. Del Rosario pointed out on the diagram the areas that would be affected as a result of the project. Ms. Mary Jo Wilson, Planning Manager, pointed out that land acquisition for the project would only occur on the north side of Scarlett Drive. Mr. Del Rosario agreed and added that no land acquisition for the project would occur on the south side of Scarlett Drive. Mr. Joseph Janakes, resident, expressed concern about the potential increase in demand for parking on the proposed Scarlett Drive from BART patrons. He stated that the project would be best benefited by establishing mass transit hours during the morning commute so that buses could use the street as a direct route instead of individual drivers. He asked about the intersection of Houston Place and Dougherty Road, and Mr. Del Rosario stated that no improvements are being proposed for the intersection at this time. p{annwg ComlllLl'sion 'liIrgn&lr ~,\feet!nfj 58 :;}fay 22} ZOO? Mr. Gregory Kelley, resident, asked if the Ironhorse Trail would remain open during construction, and Mr. Del Rosario said yes and explained that it would be detoured when necessary. Mr. Gregory Kelley expressed concern about access to resident's driveways on Scarlett Drive when it is heavily parked. He stated that a traffic signal at Houston Place and Dougherty Road would be beneficial. He further stated that he would like to see a pedestrian bridge constructed over Dublin Boulevard. Ms. Nicolle Goolsby, resident, asked about installing a refuge area for drivers exiting Kerry Court onto Scarlett Drive. Mr. Del Rosario explained that the proposed Scarlett Drive would have a median between the traffic directions. Ms. Goolsby asked how drivers would make a left turn from Kerry Court onto Scarlett Drive. Mr. Del Rosario explained that a V-turn refuge area would be provided at the intersection of Scarlett Drive and Houston Place so that drivers can safely make a V-turn to access Dougherty Road. Mr. Kelley stated that it is imperative that a traffic signal be installed at Houston Place and Dougherty Road in order to reduce traffic delays to residents trying to access Dougherty Road. Mr. Del Rosario explained that, depending on where a driver is headed, Dublin Boulevard could be accessed from the proposed Scarlett Drive extension. Mr. Del Rosario stated that Staff would refer the request of a traffic signal at the intersection of Houston Place and Dougherty Road to the City Traffic Engineer. Hearing no further comments, Vice Chair Wehrenberg closed the public hearing. Vice Chair Wehrenberg asked about addressing the issues raised at tonight's meeting with the . City Council. Ms. Wilson explained that the Planning Commission's role tonight is to determine whether this project is in conformity with the General Plan. She stated that the General Plan Circulation Element defines Scarlett Drive as a 4-lane divided road. She explained that the concerns raised by the public would be forwarded to the City Council by Staff. The Planning Commissioners thanked the public for attending the meeting and expressing their concerns. On a motion by Cm. Biddle, seconded by Cm. Tomlinson, and by a vote of 3-0-0, with Chair Schaub and Commissioner King absent, the Planning Commission adopted: RESOLUTION NO. 07 - 27 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF DUBLIN DETERMINATION OF GENERAL PLAN CONFORMITY OF THE LOCATION, PURPOSE AND EXTENT OF THE PROPOSED ALIGNMENT OF THE RIGHT-OF-WAY FOR SCARLETT DRIVF/lRON HORSE TRAIL BETWEEN DUBLIN BOULEVARD AND DOUGHERTY ROAD 1'lonning Commil'sion 'liIrgU&lr ~\feetiniJ 59 ~lfay 22, 2007 RESOLUTION NO. 07 - 28 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF DUBLIN RECOMMENDING THE CITY COUNCIL ADOPT A RESOLUTION OF INTENTION TO ESTABLISH RIGHT-OF-WAY LINES FOR SCARLETT DRIVE/IRON HORSE TRAIL BETWEEN DUBLIN BOULEVARD AND DOUGHERTY ROAD NEW OR UNFINISHED BUSINESS Cm. Biddle asked that the Planning Commission be regularly updated with the status of the Dublin Gateway Medical Center project. Ms. Wilson stated that Staff would update the Planning Commission as additional information becomes available. OTHER BUSINESS 10.1 Brief INFORMATION ONLY reports from the Planning Commission and/or Staff, including Committee Reports and Reports by the Planning Commission related to meetings attended at City Expense (AB 1234). The Planning Commission did not have any items to report.
