FINANCIAL STATEMENT: The City of Dublin may be able to secure up to $977,000 from a grant that may be used by the City for construction or acquisition of capital assets that benefit the community. DESCRIPTION: In December 2004 the State of California issued a Notice ofF1.Ulding Availability (NOF A) for a Workforce Housing Rewards Grant Program available to Cities that have a certified Housing Element, have turned in the required Compliance Report for 2004 and have provided very low- and low-income housing in their communities. The grant is available if a number of conditions are met. The City of Dublin is able to meet all of these conditions. These include that the Final Land Use Approval and Building Permits be issued for developments that include affordable units and that this can be demonstrated by providing verifying documents. Staffhas collected all required documentation and submitted the application packet to the State of California, Department of Housing and Community Development (HCD) by the required March 23"\ 200S deadline. ITEM NO. 8.Z The grant is awarded on the basis of how many projects with affordable units (very low- and low-income units) have been entitled for which building permits have been issued as well as the number of bedrooms . contained in the affordable units of those projects. Both ownership units and rental units are eligible to be ' counted. Staff has totaled the number of affordable units in projects entitled and which have received building permits during the 2004 calendar year. These include the Eden Housing Senior development (S3), Greenbriar's Roxbury Development (8), Fairway Family Apartments (lS3), and Dublin Ranch Senior Apartments (161), for a total very low- and low-income unit count of375 apartments and homes. This number of units and the bedroom C01.Ults for all units listed entitles the City of Dublin to apply for a maximum grant am01.Ult of $977,000. The money requested may be used for a variety of acquisition and construction activities. These include, but are not limited to, traffic improvements, neighborhood patks, bike paths, libraries, school facilities, play areas, community centers, and police and fire stations. Staff proposed that the grant be used toward rebuilding the Shannon Community Center. The Department of Housing and Community Development has informed Staff that the activity selected for use of the awarded funds must be 1.Ulderway within a three-year period from the signing of an agreement for receipt of funds with the State. The awards for the Workforce Housing Rewards Program Grants are anticipated to be announced by HCD in June of this year. RECOMMENDATION: Staff recommends that the City C01.Ulcil receive the Staff Report and adopt the Resolution authorizing submission of an Application Packet for the State of California Workforce Housing Reward Program Grant and authorizing the City Manager to Execute the Application and Related Documents on behalf of the City of Dublin . . 2'b I~I RESOLUTION NO. - 05 e A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ********************************** AUTHORIZING THE SUBMISSION OF AN APPLICATION PACKET FOR A WORKFORCE HOUSING REWARD PROGRAM GRANT FROM THE STATE OF CALIFORNIA, DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT (DEPARTMENT) AND AUTHORIZING THE CITY MANAGER AND/OR IDS DESIGNEE TO EXECUTE IN THE NAME OF THE CITY OF DUBLIN THE APPLICATION AND RELATED DOCUMENTS WHEREAS, funding for the Workforce Housing Reward Grant has been made available pursuant to the Housing and Emergency Shelter Trust Fund of 2002 (Proposition 46); and WHEREAS, staff has prepared a response to the Application Package released December 2004 by the Department for the Workforce Housing Reward Grant; and WHEREAS, the Department is authorized to approve funding allocations for the program, subject to the terms and conditions of the Notice of Funding Availability (NOFA) and Program Guidelines, Application Package and Standard Agreement; NOW, THEREFORE, BE IT RESOLVED that the City C01.Ulcil of the City of Dublin auth.orizes the submission of the Application Packet to the State of California, Department of Housing and Community Development for participation in the Workforce Housing Rewards Grant; and _ BE IT FURTHER RESOLVED that the City Council of the City of Dublin authorizes the City .. Manager and/or his designee to execute in the name of the City of Dublin the Application Package and other documents required by the Department for participation in the Workforce Housing Rewards Program.
