FINANCIAL STATEMENT:
This Capital Improvement Program (CIP) project is identified in the
Downtown Improvement Implementation. Following is a breakdown
of the proj ect construction budget:

In order to fully fund construction of this project plus a 10%
contingency, additional funding in the amount of $275,278 is
required from the City's Downtown/Open Space General Fund
Reserve. This Fiscal Year 2004-2005 Budget allocated funds from
the reserve for this project. This Budget Change will leave a
balance of $1.3 million in this Reserve after the project is
completed.
DESCRIPTION: In August 2004, the City Council authorized Staff to solicit bids for
the Village Parkway Sidewalk and Lighting Improvements. The low bid received at that time was
$819,272.54. The bid results were presented to the City Council in September 2004, and with input from

members of the "Committee of Qwners," the City Council rejected the bids and directed StafIto rebid the
project in early Spring 2005, with construction scheduled to start in May 2005. The Council also directed
Staff to construct the project during daylight hours, except for the driveway work which will be
performed at night. Staff subsequently revised the specifications to incorporate the Council's directive. _
The project was re-advertised and bids were opened on March 22, 2005. A total of six (6) bids were .,
received (see Bid Results . Attachment 3). The low bidder is Ransome Company with a bid of
$919,435.50.
Staff believes that the discrepancy between the engineer's estimate and the bids received is due to recent
increases in the cost of concrete and steel. Staff has reviewed the bids and determined that Ransome
Company has satisfactorily performed similar projects for other public agencies.
Staff recommends that the City Council approve a budget change in the amount of $275,278 and adopt
the resolution awarding Contract No. 04-08A to Ransome Company.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

AWARDING CONTRACT NO. 04-08A
VILLAGE PARKWAY SIDEWALK WIDENING AND LIGHTING IMPROVEMENTS -
AMADOR VALLEY BOULEVARD TO DUBLIN BOULEVARD
WHEREAS, the City of Dublin did, on March 22,2005, publicly open, examine, and declare all
sealed bids for doing the work described in the approved Plans, Specifications, and Modifications for
Contract No. 04-08A, Village Parkway Sidewalk Widening and Lighting Improvements - Amador Vallcy
Boulevard to Dublin Boulevard, which Plans, Specifications, and Modifications ate hereby expressly
referred to for a description of said work and for all particulars relative to the proceedings under thc
request for bids; and
WHEREAS, said bids were submitted to the Public Works Director, who has recommended that
the bid hereinafter mentioned is thc lowcst and best bid for doing said work;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby award City of Dublin Contract No. 04~08A to thc lowest responsible bidder therefor, to wit,
Ransome Company, at a bid of Ninc Hundred Nineteen Thousand, Four Hundred Thirty-Five Dollars and
Fifty Cents ($919,435.50), the particulars of which bid are on file in the Office of the Public Works
