FINANCIAL STATEMENT:
Funding for this Capital Improvement Program project is from the
General Fund (Fund DOl) and from Traffic Impact Fee contributions
(Fund 300) from Valley Christian Center's (VCC) proposed
expansion. VCC will contribute 14% of the total project cost.

DESCRIPTION: On June I, 2004, the City Council awarded Contract No. 04-0 I,
Traffic Signal at Dublin Boulevard and Inspiration Drive, to Richard A. Heaps Electrical Contractor, Inc.
This project constructed a traffic signal at the intersection of Dublin Boulevard and Inspiration Drive.
The traffic signal is warranted based on existing traffic volumes entering the intersection during the
morning and afternoon peak hours. Volumes have escalated over time due to increased traffic on
Inspiration Drive from the VCC schools and nearby housing developments (Hansen Ranch and Clifden

Parc). It is anticipated that these traffic volumes will increase further when the Schaefer Ranch
development is constructed to the west of the existing terminus of Dublin Boulevard.
Staff has reviewed the work completed by Richard A. Heaps Electrical Contractor, Inc., and recommends
that the City Council accept the improvements under Contract No. 04-01, Traffic Signal at Dublin
Boulevard and Inspiration Drive, and authorize the release of the retention after 35 days if there are no
subcontractor claims.
