Page 2 ~ 3 A total of 8 bids were received (Attachment 2). The low bidder is Granite Construction Company with a bid of $3,063,859.00. The low bid came out approximately 9% higher than the engineer's cost estimate probably due to increased cost of construction. For this project, the City has established a 9% goal for Disadvantaged Business Enterprise (DBE) participation, as required on projects with federal funding. Granite Construction Company meets this requirement with 10.4% participation from certified DBEs. Staff has reviewed the bids and determined that the low bidder has satisfactorily performed similar projects in the past. Staff has been successful in obtaining Caltrans approval of the federal/state funds programmed for construction and the City has been given authorization to award the project. Staff recommends that the City Council adopt the resolution awarding Contract No. 01-10 to Granite Construction Company.
