FINANCIAL STATEMENT: The construction budget for this project is $45,000, of which $25,000 is proposed to be paid from the Internal Service Fund and the balance from the General Fund. DESCRIPTION: In the Spring of 2005, Staff advised the City Council that the Bay Area Air Quality Management District was requiring another upgrade to the City's gasoline dispensing system at an estimated cost of over $10,000. The continual requirement for envirorunental upgrades, coupled with the potential environmental hazard of underground fuel storage, precipitated a recommendation that operation of the City's on-site fuel dispensing system be terminated and that a Capital Improvement Project to remove the tank be budgeted for Fiscal Year 2005-2006. An agreement with Alameda County was then approved to allow fueling of City vehicles at Alameda County fueling stations. This project would remove the 10,000-gallon gasoline tank, fuel pump, and associated piping, perform all required environmental testing, and backfill and pave the excavation. The gasoline tank is located under the drive aisle of the police parking lot. County Environmental Health regulations will not allow the tank to remain in the ground once operation has ceased. A portion of the project cost is proposed to be paid from Internal Service Funds which had been set aside for future tank replacement.
