DESCRIPTION: The City obtains General Liability Insurance through a pooled risk
sharing arrangement offered by the Association of Bay Area Govcrnments (ABAG) PLAN, Corporation.
This group currently includes 32 cities in the Grcatcr Bay Area, and offers coverage up to $10 million pcr
occurrcncc. In addition to General Liability coverage, the policy also includes Propcrty as well as Errors
and Omissions Coverage for the City.
During the Fiscal Ycar 2005-2006 insurance renewal period the ABAG PLAN Board of Directors
established the requirement that member agencies adopt a Risk Managcment Policy Resolution. The
adoption of the attached Resolution is one of several components in the overall Risk Management
Program established by the Board to increase the perception of the importance, visibility and effectiveness
of thc City's risk management efforts. The adoption of the attached resolution will complete the City's
Risk Management Framework requirement of the new ABAG PLAN program.
Staff recommends that the Council Adopt the Resolution,

OF THE CITY OF DUBLIN

ADOPTING A RISK MANAGEMENT POLICY RESOLUTION
WHEREAS, the City of Dublin's membership in the ABAG PLAN, Corporation risk sharing pool
requires that the Dublin City Council commitment to adopt a risk management policy; and
WHEREAS, The City of Dublin is committed to protection and conservation of persons and
property from injury or destruction; and
WHEREAS, the systematic identification and control of unnecessary risks, undertakings, or
hazardous conditions minimizes the City's physical and financial losses as wcll as human
suffering; and
WHEREAS, risk managemcnt is a concept designed to protect and conserve municipal assets and
to fostcr a safc work and City environment for its employees and citizenry; and
WHEREAS, risk management serves to avoid unforeseen and catastrophic losses as well as to
minimize thc cost fluctuations ofinsured and self-insured programs.
NOW, THEREFORE, BE IT RESOLVED that the City of Dublin supports the risk managemcnt
programs and activitics pursued by the City Managcr and provided by the ABAG PLAN,
Corporation. Further, such risk management activities are considercd an integral part of
the City's overall management system.
