FINANCIAL STATEMENT:
The City receives annual Used Oil Recycling Block Grants from the
California Integrated Waste Management Board. The 2005-2006
grant amount is $10,184 which will be used to fund the curbside
used oil collection program and a countywide media campaign.
DESCRIPTION:
Bnckl!ronnd: California state law requires local governments to establish a comprehensive management
program for the Household Hazardous Waste Element (HHWE) as described in the California Integrated
Waste Management Act, AB 939. As part of the HHWE, the City is required to initiate a program to deal
with waste oil. The California Integrated Waste Management Board (CIWMB) issues annual Block Grants
to local jurisdictions for the implementation and maintenance of used oil recycling programs.
Used Oil Recvclinl! Prol!rnms: Beginning in December 2002, the City contracted with Waste
Management (WM) to begin a curbside used oil collection program. The residential used oil collection
program is offered fiee to all Dublin residents desiring to safely dispose of used motor oil. Those
interested in participating in the program call WM and receive two clean one-gallon clear plastic
containers with screw-top lids for used motor oil. The containers are collected fiom the residents on their
regularly scheduled collection day. The driver collects containers left at the curb and leaves clean
containers in their place. Beginning July I, 2005, this program wi1l be expanded under the new Collection
Services Agreement between the City and Amador Valley Industries, to include the collection of used oil
filters. Upon request, Ziploc bags approved for the collection of oil filters will be distributed along with
the used oil containers.

Since Fiscal Year 2000-2001 the City of Dublin has also been involved in a regional media campaign to
promote used oil recycling to the community. The Alameda County Waste Management Authority acts as
lead agency for this project.
The City typically allocates a portion of its used oil grant to this campaign. The annual contribution varies
between 5%-20% of the grant amount depending on the annual costs associated with the curbside
collection program.
A working group comprised ofrepresentatives from contributing cities determines how the pooled money
is to be spent. Past projects have included tclevision advertising, bus and BART billboards, movie theater,
radio and newspaper advertising. The program will continue to focus on public information and
educational efforts, and not on collection services.
Staff believes that a collective regional advertising campaign has been and will continue to be an effective
method of encouraging used oil recycling. A regional campaign is able to effectively utilize the mass
media in a way that would not be possible, if the City attempted to undertake such a campaign of its own.
In addition, participation in the regional campaign satisfies a portion of the City's duties under the
HHWE, without any significant demands on staff time and no direct expense to the City.
The City is required to pass a resolution authorizing submittal of the grant application. The Resolution
also authorizes the City to submit applications for other unspecified used oil and household hazardous
waste grants through 2010-2011, as authorized by the CIWMB.
Ifthe Council authorizes the grant submittal and the application is approved by the CIWMB, the City will
recei ve $10,184 for the Fiscal Year 2005-2006 Used Oil Block Grant. It is recommended that these funds
be used to offset the costs associated with the curbside used oil collection program with any remaining
funds allocated to the regional media campaign
RECOMMENDATION:
Staff recommends that the Council adopt the Resolution authorizing the submittal of grant applications to
the California Integrated Waste Management Board for the Used Oil Recycling and Household Hazardous
Waste grants for the period FY 2005-2006 through 2010-2011.

RESOLUTION AUTHORIZING SUBMITTAL OF USED OIL RECYCLING BLOCK GRANTS AND
HOUSEHOLD HAZARDOUS WASTE GRANTS TO THE CALIFORNIA INTEGRATED WASTE
MANAGEMENT BOARD
WHEREAS, the people of the State of California have enacted the California Oil Recycling
Enhancement Act that provide for a Used Oil Recycling Block Grant (UBG) to eligible cities and
counties for establishing and maintaining local used oil collection programs that encourage recycling or
appropriate disposal of used oil; and
WHEREAS, the people of the State of California have enacted Assembly Bill 1220 (Eastin, 1 993)
that provides Household Hazardous Waste Grants (HHW Grants) to local governments to establish and
implement waste diversion and separation programs to prevent disposal of hazardous waste, including
household hazardous waste, in solid waste landfills; and
WHEREAS, the California Integrated Waste Management Board has been delegated the
responsibility for administering the UBG and HHW Grant, which includes procedures governing the
application by and payment to eligible cities and counties; and
WHEREAS, if awarded, the applicant will enter into a Grant Agreement with the California
Integrated Waste Management Board for implementation of said grants;
NOW, THEREFORE, BE IT RESOLVED that the City Council authorizes the submittal of grant
applications to the California Integrated Waste Management Board for all available grants under the
California Oil Recycling Enhancement Act and all available Household Hazardous Waste grants for the
period FY 2005/2006 through FY 201012011.
BE IT FUR THER RESOLVED that the City Manager, or hislher designee, is hereby authorized
and empowered to execute in the name ofthe City of Dublin all grant documents necessary to secure
grant funds and implement the approved grant project.
