Additional funds, such as Measure B Bicycle Program funds, could be used to fuUyfund this project. DESCRIPTION: The MTC administers the TDA Article 3 program for certain pedestrian and bicycle projects on an annual basis, within the nine county Bay .Area region. In Alameda County, projects are submitted to the Alameda County Transportation Advisory Committee (ACTAC) via the Alameda County Congestion Management Agency for funding consideration. ACTAC acts as an advisory committee and recommends to MTC the TDA Article 3 projects in Alameda County. City staff has submitted to ACTAC the City-Wide Bicycle Master Plan for funding consideration and was tentatively approved for $45,144 of IDA funds. In order to acquire these funds the City is required by MTC to fonnally adopt a resolution approving request of IDA funds for the proj cot. The development of a City-Wide Bicycle Master Plan has been identified as one of the City Council's high priority Goals and Objectives. Included in the Plan is an evaluation of existing bicycle conditions and the development of an integrated plan that would incorporate access to parks and open space areas. The Plan is estimated to cost $80,884 and, if approved, Dublin will receive $45,144 of TDA funds. Supplementary funds from the Measure B Bicycle Program could be used to fully fund the project. Staff recommends that the City Council adopt the Resolution directing Staff to apply to the Metropolitan Transportation Commission for IDA Article 3 funding for the development of a City-Wide Bicycle Master Plan.. ~_~__________.~~__~_____________________.~~~__~___'_____k__~_~__ COPIES TO: MTC ~.1 g:mÌ£cprojICity-Wide Bioycle Master P¡3]]lagstTDAAppl.doo I~t ITEM NO. · · · \~G RESOLUTION NO. - 05 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ********* APPROVING REQUEST TO THE METROPOLITAN TRANSPORT A nON COMMISSION FOR THE ALLOCATION OF FISCAL YEAR 2005-06 TRANSPORTATION DEVELOPMENT ACT, ARTICLE 3,PEDESTRlANIBICYCLE PROJECT FUNDING WHEREAS, Article 3 of the Transportation Development Act (TDA), Public Utilities Code (PUC) Section 99200 et ~, authorizes the submission of claims to a regional transponation planning agency for the funding ofprojects exclusively for the benefit and/or use of pedestrians and bicyclists; and WHEREAS, the Metropolitan Transportation Commission (MTC), as the regional transportation plarming agency for the San Francisco Bay region, has adopted MTC Resolution No. 875, Revised, entitled "Transportation Development Act, Article 3, PedestrianlBicycle Projects," which delineates procedures and criteria for submission of requests for the allocation of "TDA Article 3" funding; and WHEREAS, MTC Resolution No. 875, Revised, requires that requests for the allocation ofTDA Article 3 funding be submitted as part of a single, Countywide coordinated cJaim from each county in the San Francisco Bay region; and WHEREAS, the City of Dublin desires to submit a request to MTC for the alJocation of TDA Article 3 funds to support the project described in Attachment B to this resolution, which is for the exclusive benefit and/or use of pedestrians and/or bicyclists; THEREFORE, BE IT RESOLVED as follows: (l) The City of Dublin declares it is eligible to request an allocation of TDA Article 3 funds pursuant to Section 99234 of the Public Utilities Code; and (2) There is no pending or threatened litigation that might adversely affect the project described in Attachment B to this resolution, or that might impair the ability of the City of Dublin to carry out the proj ect; and (3) The City of Dublin attests to the accuracy of and approves the statements in Attachment A to this resolution; and (4) A certified copy of this resolution and its attachments, and any accompanying supporting materials shall be forwarded to the congestion management agency, countywide transportation planning agency, or county association of governments, as the case may be, of Alameda County for submission to MTC as part of the Countywide coordinated TDA Article 3 claim. ~_ \9- as 't;, I 1\1--t;J~ V\i\Æ''it \ I 2~v PASSED, APPROVED AND ADOPTED this 19th day of April, 2005. That the City of Dublin is not legally impeded from submitting a request to the Metropolitan Transportation Commission for the allocation of Transportation Development Act (TDA) Article 3 funds, nor is the City of Dublin legally impeded from undertaking the project(s) described in "Attachment B" of this resolution. 2. That the City of Dublin has committed adequate staffing resources to complete the project(s) described on Attachment B. 3. A review of the project(s) described in Attachment B has resulted in the consideration of all pertinent matters, including thosc related to environmental and right-of-way permits and cJearances, attendant to the successful completion of the project(s). 4. Issues attendant to securing environmental and right-of-way permits and cJearances for the project(s) described in Attachment B have been reviewed and will be concluded in a manner and on a scheduJe that will not jeopardize the deadline for the use of the IDA funds being requested. 5. That the project(s) described in Attachment B comply with the requirements of the California Environmental Quality Act (CEQA, Public Resources Code Sections 21000 et seq.). 6. That as portrayed in the budgetary description(s) of the project(s) in Attachment B, the sources of funding other than IDA are assured and adequate for completion of the project(s). 7. Caltrans minimum safety design criteria will be addressed in the future as part of the design for specific bikeway improvement projects. Item D. As part of the preparation process of the City's Bicycle Master Plan, the City will seek active participation by interested members of the public to help devise the Plan. · Item E. As mentioned above, the proposed Bicycle Master Plan represents a planning-level document. No environmental analyšis or clearance is necessary at this stage. Environmental review will be conducted in the future as part of specific bikeway improvement projects. Item G.
