Receive Staff Report Approve providing $1,946, as requested, to the Alameda County-Wide Homeless Continuum of Care Council and approve the Budget Change FrNANClALSTATEMENT: e DESCRIPTION: The Alameda County-Wide Homeless Continuum of Care Council (HCCC) is requesting funding from all cities in Alameda County in order to provide a required 20% match to a grant that HCCC received from the U.S. Department of Housing and Urban Development (HlJD) of$384,000 for 2005-2006 fiscal year. This grant, the Supportive Housing Program (SHP) was received to fund the new HUD-rnandated Homeless Management Information System (HMIS). This data base is being called InHOUSE by the HCCC. An additional appropriation in the amount of $1,946 from the City's Affordable Housing In-lieu fee fund will be required The Alameda County-Wide Homeless Continuum of Care Council (HCCC) is a county-wide consortium of homeless providers and planners that include the County of Alameda, cities with homeless populations or programs and homeless service providers. It has been in existence since 1995. The biggest role of the HCCC is to prepare the County's annual application to HlJD for the McKinney-Vento, Supportive Housing Program (SHP) and Shelter Plus Care SuperNOFA (Notice of Funding Availability). With Alameda County Housing and Community Development Staff, the HCCC schedules, organizes and collects all the project application in the County into one large County-wide application to HUD. As a whole, the County received approximately $22 million last year through this process. Locally, the Homeless Outreach for People Empowerment (HOPE) Project, (a partnership between the Tn-City Health Center, Tri- Valley Haven, the City of Livermore and the Tri-City Homeless Coalition) receives $269,000 a year in SHP funding. . ------..---------------------------....---------------------------_._._----------~-------------_...._-------------------_..---- COPIES TO: InHouse Distribution ŒAgendasI¡O(l5\CC SR In-house gran! match req by County,doc \ 1St '2.- ITEM NO. ;.4 Congress has Jnandated a Homeless Management Information System (HMIS) for each HCCC in the United States that receive Federal funds. HUD has also made the development of an HMIS system a part of its scoring criteria for Countywide funding applications. The purpose of the HMIS system. being developed and implemented is to obtain an unduplicated count of demographics and needs of the homeless population in Alameda County. The HMIS system will allow better tracking and shared . information on individuals while they are receiving services. At this time, Dublin is being asked to contribute $1,946 as the City's share toward this information management database (Attachment 2). Now, the Council is faced with a significant challenge. The United States Congress has mandated that every coIlllllunity that receives federal funding for homeless housing and services must collect data about each client in a m9nHB'em.ent information system. The primary funder of homeless services and housing in Alameda County is the federal Department of Housing and Urban Development (RUD). Cities, non-profit agencies, and Alameda County departments receive over $24 million annually on behalf of homeless people, and each of these programs is covered by the Homeless Management Information System (HMIS) mandate. RUD has announced that our compliance with this mandate will constitute a significant portion of the scoring on our application for McKinney· Vento funds, which alone results in over $22 million armually for our communities. The Continuum of Care Council convened a community planning process to determine how to fund this system, since in Alameda County the mandate includes more than 40 independent non- profit organizations and several city and County departments. The COIlllllunity, represented by 20 diverse providers of homeless services and jurisdictions as well as the 45-member Continuum of Care Council's broad community input, chose to fund the HMIS from McKinney-Vento Supportive Housing Program (SHP) funding as this source would create the most stable funding and least negative impact possible on homeless clients served countywide. While this funding source is significant, it covers only 80"10 of direct project costs. The remaining 20%, or $91,568, must be locally raised. To fund the remaining portion of the InHOUSE system, the Council adopted a two-tiered approach.. First, the SHP grant requires a cash match to complement the project funding. The cash match is being requested from. each jurisdiction in the county proportional to its share of service users and overall population as detailed in the enclosed SHP Match Proposal_ Since each jurisdiction will benefit from utilization of the data produced by the InHOUSE system, it is important for each jurisdiction to support the operations costs with match contributions. Enclosed is an InHOUSE project description which includes background, overview, description, purpose, and capacity of the InHOUSE system. Full implementation of the system will begin in July 2005. Following implementation, we will be able to generate countywide and jurisdiction- specific reports and data such as homeless counts, demographics, service utilization, and progress to obtaining and keeping housing and other positive outcomes. The Council was just notified about the SlIP award for InHOUSE. HlJD allows only 30 days to obtain match letters and submit them.
