DESCRIPTION: The Metropolitan Transportation Commission (MTC) has released a call for projects for the Housing Incentive Program (HIP). This Program rewards local governments tbat build high-density housing, particularly affordable housing and mixed use developments at transit stops. The key objectives of tbis Program are to (1) increase the housing supply in areas of the region witb existing infrastructure and services in place; (2) locate new housing where non-transportation options are viable transportation choices; and (3) establish the residential density and ridership markets necessary to support high-quality transit service, The maximum grant amount per jurisdiction is $3 million. In 2001, tbe MTC awarded a $1.3 million HIP grant to tbe City of Dublin for the proposed Dublin Transit Center project adjacent to the East Dublin/Pleasanton BART Station. However, the developer did not apply for building permits for tbe Dublin Transit Center in time to meet tbe deadline date set by tbe MTC, and the funds were subsequenUy forfeited. Staff is now preparing a HIP Grant Application for tbe Dublin Transit Center as tbis project still meets the eligibility criteria of the HIP. If the grant is approved, tbe approval will occur in May 2005. The City has two years (May 2007) to meet the zoning and building permit deadlines stipulated in tbe grant; and the City has another year (May 2008) to obligate tbe funds (award contract) for construction ofthe projects listed in the grant. Since the HIP grant funds are intended to be used for capital transportation projects that support Transportation for Livable Communities· goals, one of the requirements for tbe grant application is the identification of capital project(s) tbat would qualify. Typical projects include street landscaping, historic lighting, bus shelters, bicycle trails or paths, pedestrian plazas, entrance monuments and gateway features. Staff has prepared a list of possible qualifying projects, including upcoming capital projects, and has assigned a preliminary priority, shown as follows, based on significance to the City: · Dublin BoulevardlDougherty Road Gateway Enhancement: This project will construct a gateway feature and landscaping at the southeast corner of Dublin Boulevard and Dougherty Road in conjunction with the street capital project being planned for the said intersection. Approximate cost: $280,000 · New Signs at City Entrances (8 locations): Existing city entrance signs will be replaced and new signs installed at City entrances with Council approved sign. Approximate cost: $200,000 · Dublin Historic Village Improvements: The newly approved design guidelines for the Dublin Historic Village include recommendations for future streetscape improvements within the ViIlagc. A capital improvement project may be initiated to install pedestrian-level street lights, Historic District monument signage, street intersection improvements, enhanced sidewalks and landscaping consistent witb tbc Dublin Village design guidelines. Approximate cost: $800,000 to $1 Million · San Ramon Road Landscape Improvement: This project will improve landscaping along San Ramon Road from West Vomac Road to Alcosta Boulevard. Approximate cost: $132,000 · Freeway Mural Lighting: The painted murals at the approaches of Dublin Boulevard and Amador Valley Boulevard need to be lit. Approximate cost: $34,290 · Amador Valley Boulevard Bike lane between Dougherty Road and Stagecoach Road: This project would construct a bike lane or path along Amador Valley Boulevard between Stagecoach Road and Doughcrty Road. Approximatc cost: $267,500 · Iron Horse Trail Lighting and Landscaping: This project will install lighting and/or landscaping (subject to Zone 7 and EBRPD approval) along tbe Iron Horse Trail from the North City Limit Line to the East Dublin BART Station. Approximate cost: $700,000 to $1 Million · Downtown Improvement Implementation: This project will construct the following improvements in the Downtown Specific Plan area: o Gateway Monument - Approximate cost: $674,247 o Gateway Archway - Approximate cost: $591,623 · Bus Shelter project: This project will replace existing LA VTA standard bus shelters with artist inspired bus shelters. Approximate cost: $140,000 Based on the amount of the previous HIP grant ($1.3 million), the City could possibly construct several projects depending upon the project cost if the City is awarded the same amount this eyelc. The MTC has indicated that the project list can be amended later ifrequested by the local agency. Staff recommends that the City Council approve the Housing Incentive Program Grant Application and approve the Priority List of Projects to be included in the Grant Application, or reprioritizc tbe List. 2~à
