RECOMMENDATION: ~~ Authorize Staff to Advertise Contract FINANCIAL STATEMENT: Public Facility Impact Fee Fund Emerald Glen Park, Phase III Measure D Funds Total Amount Encumbered to Complete Backstop Total Amount Available to Complete Construction $3,800,506 +$11.004 $3,811,510 -$97.694 $3,713,816 Construction Estimate for Base Bid Difference $3,826,230 ($112,414) DESCRIPTION: The 2004-2009 Capital Improvement Program ineludes funding for the third phase of development of EmeraJd Glen Park. In order to proceed with development of Phase III, the City retained the services of Carducci Associates to work with the community on development of the final design of the park improvements and to prepare the construction documents and bid specifications. BACKGROUND: The Emerald Glen Park Master Plan was approved by the City Council in 1998. The Master Plan lays the groundwork for development of the 48.2 acre park by documenting the goals, priorities and design parameters that will govern the development of each phase of the park. Phase I of Emerald Glen Park encompassed approximately 26.1 acres of the park and ineluded the following facilities: 2 - 60' ball fields and I - 90' baJl field; 2 regulation soccer fields; 2 lighted basketball courts; 4 lighted tennis courts; skate park; play area; picnic areas; plaza and promenade; restroom/concession building; parking and street frontage improvements. Phase I was completed in Fiscal Year 2000-200 I. Completed in Fiscal Year 2004-2005 Phase IT of Emerald Glen Park covered approximateJy 4.5 acres of park and incorporated the following facilities: water feature and entry plaza; maintenance yard; temporary parking and street frontage improvements ~__________________________.~~____________________~~~_______________________~~__________________w~___________ COPIES TO: Carducci A"odato, H/cc~formslagdastmt.doc t n:tJ ~ ITEM NO.--L.J PHASE III IMPROVEMENTS: After a series of public workshops in Summer of 2004, the City Council adopted the Conceptual Plan for Phase III on August 17, 2004. Phase III improvements include the following; Group Picnic Area - Located on the westem edge of the park, this area will accommodate groups of up to 200 and features pienic tables, four large bar-b-ques, four utility sinks, two bocce ban courts, restrooms, an arbor for shade and wind protection and landscape improvements. Soccer Fields - The project includes two regulation size soccer fields with a sand channel drainage system to improve water movement off the heavy clay soils. For added recreational benefits a cricket overlay has been included and is centered between the two fields. A bio-filtration basin is located adjacent to the soccer fields and will improve water quality from this phase as well as future Phase IV and V building improvements. Children's Play Area - This area win serve both the group picnic area and adjacent sports fieJds and will feature contemporary play clements. The concrete slide along the hilJside is included as an additive bid item. Mini-Arboretum - Along the western edge of the park ri mixture of native trees will act as a natural transition between the developed park and the creek corridor. A series of picnic tables wilt be placed along th.e pedestrian pathway. Parking and Street Frontage Improvements - In accordance with the Emerald Glen Parking Study sufficient parking is planned to serve this phase of development. The street ITontage improvements include sidewalk, street trees, ITontage landscaping and irrigation along Central Parkway from Tassajara Crcek to Glynnis Rose Drivc. Street frontage improvements adjacent to the parking area will also filter sediment and contaminants ITom water flowing off the pavement minimizing water quality impacts. BUDGET: In order to retain the project near the current budget, three items have been eliminated ITOm the project's base bid elements and have been shifted to additive bid items. The additive bid items include: 1) Arbor at Bocce Ball Courts 2) Concrete Slide on Hill 3) Substitute Fescue Sod for Fescue Seed Throughout the process Staff has worked extensively with Consultant to eliminate or reduce project elements to achieve a project that is estimated to be within the project's available construction budget. At this point, any further reductions in project scope will jeopardize the project's intended integrity and quality. It is lUlcertain with the current economic climate how that will affect bids for this project.
