CHMAINT PROIECTSISIDEW ALK\2004-2005\AS "utho,;"o,DOC ITEM NO. 4-.3 DESCRIPTION: The Annual Sidewalk Safety Repair Program (Remove and Replace) repairs sidewalk offsets of 3/4-inch or more that may pose a tripping hazard. The Remove and Replace process is used in locations where the offset is more significant or where tree roots are causing the offset. This procedure requires removal of the existing sidewalk, and in the case of root problems, removal ofthe tree roots, and then replacement of the concrete sidewalk. While maintenance of sidewalks and other frontage improvements is legally the responsibility of the private property owner, the City Council has adopted a City-paid sidewalk repair program on a year-by- year basis sincc 1983. At the budget hearing for Fiscal Year 2004-2005, the City Council extended the City-paid repair program for an additional year. The Rubberized Sidewalk a 2nd year pilot project, which uses modular rubber paver tiles made with recycled California tire rubber, are easily installed and are instantly ready for pedestrian traffic. In addition, rubber sidewalks allow for long term, low-eost maintenance since root growth ean be trimmed every several years without damage to either tree or sidewalk. In addition, this is a cost effective way for the City to test the durability and longevity of the product for potential widespread use, and allows staff to utilize and test a Green Building measure at no risk to the City. This 2nd year pilot project will be tested once aging at various locations along Villagc Parkway between Amador Valley Boulevard and Kimball Avenue. Staff recommends that the City Council adopt the resolution establishing the City-paid sidewalk safety repair policy for Fiscal Year 2004-2005 and authorize Staff to advertise for bids for the 2004-2005 Annual Sidewalk Safety Repair Program.
