Adopt Resolution Amending Fees for Fire Prevention Services FINANCIAL STATEMENT: None DESCRIPTION: Since July 1, 1997, the City of Dublin has provided fire prevention services through a contract with the Alameda County Fire Department (ACFD). In October 1999, the Dublin City Council adopted Resolution 192-99, which established the fee schedule for fire permits, plan review,' inspection and fire services. This fee schedule was based on the fee rates in place at that time for ACFD. In an effort to recover the reasonable and necessary costs of providing plan reviews and building inspection services by the Alameda County Fire Department on behalf of the City, Staff conducted a review of current fees in light of 2004 salary, benefit and oVerhead costs as well as actual time spent on the provision of such services. Upon completion of that review, Staff concluded that the hourly fee should be increased to compensate for the increases in the above mentioned costs. The current hourly rate is $80 per hour, and the proposed hourly rate would be $100 per hour. This change in hourly rate shall have an effeCt on a majority of the Fire fees, since the current fee schedule is baSed on a rate determined by time spent on a project. Additionally, the current fee schedule in the area of building construction plan reviews COPIES TO: ITEM NO. ~ H/cc-forms/agdastmt.doc was not calculated to recover the cost of the inspections associated with the project, but the new fee will include the cost of both the plan review and the ordinary customary inspections associated with the construction project, such as site inspections and fire final inspections. This method will allow the customer to more easily determine in advance what the fees shall be for their project. The proposed fee schedule, with a comparison of the current fee versus the proposed fee, is attached. Staff recommends that the Council: 1) Open public hearing; 2) Receive staff presentation; 3) Receive public testimony; 4) Close Public Hearing 5) Deliberate 6) Adopt Resolution Amending Fees for Fire Prevention Services RESOLUTION NO. -04 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AMENDING FEES ESTABLISHED BY RESOLUTION 192-99 FOR FIRE PERMITS, PLAN REVIEW, INSPECTION AND SERVICES WHEREAS, Chapter 5.08 of the Dublin Municipal Code, which by reference adopted the Uniform Fire Code, provides that the City Council may, by resolution, establish fees to defray/he City's reasonable costs for fire permits, plan review and inspection services; and WHEREAS, Chapter 5.70 of the Dublin Municipal Code established the weed abatement program, including the authority to charge private property owners for weed abatement if the property owners do not, after proper notice, abate the weeds themselves; and WHEREAS, the City Council may also establish fees to cover the costs related to certain types of incident response, as well as duplication of fire reports and photographs and other fire related services; and WHEREAS, since July 1, 1997, the City of Dublin has provided fire protection, prevention and emergency response services through a contract with the Alameda County Fire Department (ACFD); and WHEREAS, under the contract for fire services with ACFD, the City will compensate ACFD for all costs related to the provision of fire suppression, prevention and emergency response services in the City of Dublin; and WHEREAS, on October 19, 1999, the City Council of Dublin adopted Resolution 192-99, which established fees and charges for fire permits, plan review, inspection and services as recommended by ACFD; and WHEREAS, ACFD has updated this adopted fee schedule to establish more accurate base fees in order to compensate for the rising costs associated with providing fire prevention related services; and WHEREAS, it is appropriate for the City of Dublin to implement the new ACFD fee schedule for fire permits, plan review, inspection and services. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby amend the Fees established by Resolution 192-99 for Fire Permits, Plan Review, Inspection and Services by adopting the Fee Schedule attached hereto as Exhibit A. 1 PASSED, APPROVED AND ADOPTED this 15th day of June, 2004. Extra cost incurred due to system failure, unusual circumstances, excessive time required, missed appointments and personnel expense shall be billed at the rate of $100.00 per hour in 1/2 hour increments in addition to the basic service fee.
