FINANCIAL STATEMENT: None DESCRIPTION: At its meeting of April 6, 2004, the City Council approved a Consulting Services Agreement with R3 Consulting Group to assist the City in preparing a ReqUest For Proposal (RFP) and negotiate a franchise agreement for solid waste and recycling collection and disposal services. Several meetings have been held with the City's Franchise Evaluation Team to begin the Process of reviewing the City's existing programs and Franchise Agreement and identify potential new programs and contract requirements. The purpose of these meetings is to define the elements to be included in a Draft RFP that will be distributed to solid waste collection and disposal companies. The Franchise Evaluation Team is comprised of the following members: Group Team Members City Staff Jason Behrmann, Joni P~attillo, Richard Ambrose R3 Consulting Group Ric Hutchinson and Steve Harriman Alameda County Waste Management Authority Wendy Sommer and Tom Padia Meyers Nave Ribback & Silver Kent Alm COPIES TO: ITEM NO. 8-~ H/cc-form$/agdastmt. doc The Council Workshop is intended as a mechanism to provide the Council and the public with an opportunity to comment on a variety of issues surrounding the procurement process and development of the RFp, and for the Council to provide direction to Staff regarding its preferred options. Staff and R3 Consulting Group hive developed a presentation that highlights the key areas for consideration and discussion. An outline has been included to help facilitate the discussion. RECOMMENDATION Staff recommends that the City Council Receive the report and presentation; Provide an opportunity for public input; Provide direction to Staff on the procurement process and program options; and direct Staff to complete the Draft RFP for future Council consideration.
