HomeMy WebLinkAbout8.2 Parkway/Persimmon CIP CITY CLERK AGENDA STATEMENT CITY COUNCIL MEETING DATE: April 6, 2004 SUBJECT: Establishment of New Capital Improvement Project (CIP) - Central Parkway/Persimmon Drive Intersection Safety Improvements Report Prepared by: Melissa Morton, Public Works Director ATTACHMENTS: 1) Detail of Project Improvement 2) Budget Change Form RECOMMENDATION: 1) Establish a new Capital Improvement Project - Central Parkway/Persimmon Drive Intersection Safety Improvements ~ /~~ 2) Approve budget change in the amount of $15,000 for design of the project in Fiscal Year 2003-2004 FINANCIAL STATEMENT: It is estimated that the total cost to improve the intersection design at Central Parkway/Persimmon Drive is $80,000, including $15,000 in design cost. Funds required for design of this improvement project are not included in this fiscal year's budget. The project is part of the ultimate improvements funded by the Eastern Dublin Traffic Impact Fee (TIF). Staff proposes that Council appropriate $15,000 from Category 1 Eastern Dublin T]~ funds to fund the design of this new CIP project this fiscal year with construction of improvements to be included in the 2004-2005 Fiscal Year Capital Budget. DESCRIPTION: In response to a concern brought forward by a resident as it relates to the sight distance when turning left from eastbound Central Parkway onto Persimmon Drive in Eastern Dublin, Staff investigated the site and noted that as drivers traveling eastbound on Central Parkway attempt to turn left onto Persimmon Drive from the existing left-turn pocket, the railing on the inside of the Tassajara Creek bridge for westbound Central Parkway is partially blocking sight distance of oncoming westbound traffic over the bridge. When Central Parkway was constructed based on the interim two-lane configuration, this left mm pocket was situated further to the south from its ultimate location to match the interim conditions. The ultimate design of Central parkway used a four-lane configuration, but was constructed with two lanes in the interim. As part of the two-lane interim conditions, the Tassajara Creek bridge on Central Parkway was constructed in the form of two separate bridges to match the alignment of the two outside interim lanes on Central Parkway. Support columns were installed between the two bridges in the event a middle bridge is built in the future to close the gap between the two bridges to accommodate the widening of Central Parkway to its ultimate four-lane configuration, if and when the necessity arises. However, the inside railing for the westbound interim bridge has created sight distance limitations. If Central Parkway is widened in the future to its ultimate four-lane configuration, the inside railings for the two interim bridges will eventually be eliminated by combining the two bridges into one bridge. On a temporary basis until the median improvements have been completed, signs will be placed in the median to caution motorists to exercise caution when making the left turn movement. For the purpose of enhancing traffic safety for the interim conditions, Staff has determined that the sight distance associated with the eastbound left-turn movement can be improved by relocating the left-tm pocket to its ultimate location, which is 8 feet to the north from its current location (shown in Attachment 1). The improvement would also include extending the median island 12 feet to the east to further enhance sight distance and improve overall intersection geometrics. The cost of this improvement is estimated at $80,000, including $15,000 in design costs. Since this project would involve moving a travel lane to its ultimate location, as specified in the Eastern Dublin Traffic Impact Fee (TIF) program, the project would be eligible for funding from Category 1 TIF funds. The projected balance of the Category 1 TIF fees is sufficient to cover the design costs ($15,000) in Fiscal Year 2003-2004 and construction cost ($65,000) in Fiscal Year 2004-2005. Staff recommends that the City Council establish a new Capital Improvement Project - Central Parkway/Persimmon Drive Safety Improvements, and approve a budget change in the amount of $15,000 for design of this project in Fiscal Year 2003-2004.
