FINANCIAL STATEMENT: FY 2003-2004 budget for this capital project:

The project will be funded through Category 2 Eastern Dublin
Traffic Impact Fees.
DESCRIPTION: In Spring 2002, the CitY installed the Dublin Boulevard/Scarlett
Drive traffic signal system as part of Contract No. 00-16, Dublin Boulevard Widening - Dougherty Road
to Scarlett Drive. The current configuration of Scarlett Drive between Dublin Boulevard and Scarlett
Court is two traffic lanes (one nOrthbound and one southbound) along the west side of Zone 7 Water
Agency's Chabot Channel. To accommodate the new commercial developments east of the eXisting
Channel, it was necessary to widen Scarlett Drive from two lanes to four. The new configuration of
Scarlett Drive will include two southbound lanes on the west side of the channel and two northbound
lanes on the east side. The new northbound lanes have already been constructed as part of the
development projects, but remain closed to through traffic.
This project would modify the traffic signal system at Dublin Boulevard and Scarlett Drive to incorporate
the new Scarlett Drive northbound lanes along the east side of the Chabot Channel. This project will add
new traffic signal components and modify the existing pavement striping in order to re-configure the
Dublin Boulevard and Scarlett Drive intersection.

Construction is estimated to start in May 2004, with completiOn anticipated in Summer 2004.. Upon
completion of the traffic signal upgrade and pavement striping/signing modifications, northbound traffic
will be switched to the new Scarlett Drive lane configuration.
Staff recommends that the City Council authorize Staff to solicit bids for Contract No. 04-02, Traffic
Signal Upgrade - Dublin Boulevard and Scarlett Drive.
