BACKGROUND:
On March 18, 2003, the City Council authorized the use of Federal Emergency Management Agency
(FEMA) grant funds to update the City's Emergency Operations Plan. The City subsequently contracted
with Dimensions Unlimited to assist with the plan revision.
In May 2003, the City convened its first Disaster Council meeting to discuss the process for updating the
plan and provide direction to the consultant in developing the plah.
Dublin Municipal Code section 2.44.040 specifies that the City's Disaster Council is empowered to
"develop and recommend for adoption by the City Council, emergency and mutual aid plans and
agreements and such ordinances and resolutions and rules and regulations as are necessary to implement
such plans and agreements."
The Disaster Council, as convened for this project, includes the Mayor who serves as Chairperson, City
Manager (Vice Chairperson), Assistant City Manager, Police Chief and Deputy Fire Chief and other
emergency operations Staff. The City Council also approved the inclusion of Collaborating Agencies
RespOnding to Disasters (CARD) and the Radio Amateur Civil Emergency Service (RACES) on the
Disaster Council.
In addition to the first kick-off meeting, the Disaster Council held two meetings to review the plan and
make comments and recommendations. The Disaster Council approved the attached Comprehensive

Emergency Management Plan at its meeting of December 15, 2003 and recommended the plan for'
adoption by the City Council.
COMPREHENSIVE EMERGENCY MANAGEMENT PLAN SUMMARY:
The Comprehensive Emergency Management Plan addresses the City's responsibilities as they relate to
natural disasters, human-caused emergencies and technological incidents. It provides a framework for
coordination of response and recovery efforts within the City in coordination with local, State and Federal
agencies. The plan establishes an emergency organization to direct and control operations during a period
of emergency by assigning responsibilities to specific personnel.
The City's previous emergency plan was contained in two different documents. The Multi~Hazard
Functional Plan contained the basic plan that described the organizational and operational concepts for
responding to various types 0f identified hazards. The Emergency Management Operations Plan was more
of a procedural document describing who, when and how the emergency management function was to be
Carried out. The new Comprehensive Emergency Management Plan combines and updates the important
elements of both of these documents into one comprehensive plan. In addition, the new plan includes new
sections such as Terrorism/Weapons of Mass Destruction, Disaster Recovery and Family Disaster
Preparedness. The comprehensive approach to the design of the new plan brings most all issues that may
arise as a result of an emergency to light, and addresses procedures and guidelines to help the City through
all phases of an emergency.
The Comprehensive Emergency Management Plan is organized into 3 major components. These are: The
Basic Plan, Appendices, and Annexes.
Basic Plan: The Basic Plan introduces the purpose and scope of a Comprehensive Emergency
Management Program, objectives, authorities & references, organizational methods and structures,
definitions & terms, emergency operations center operations & organization, and hazard assessment.
Appendices: The Appendices elaborate on and apPly specific meanings and guidelines to portions of the
Basic Plan that deal with Operational Assignments, Position-specific Responsibilities, Event-specific
Responsibilities, and Resource Management.
Annexes: Annexes are procedural guidelines for specific operations associated with disaster management
such as: Warning & Communications, Evacuation, Shelter & Mass Care, Hazardous Materials Incidents,
Hazard Mitigation Planning, Continuity of Government, Terrorism/Weapons of Mass Destruction,
Disaster Recovery, and Family Disaster Preparedness.
RECOMMENDATION: Staff recommends that the City Council adopt the Resolution adopting the
Comprehensive Emergency Management Plan as the official emergency response plan for the City of
Dublin.
RESOLUTION NO. - 04
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN
ADOPTING THE COMPREHENSIVE EMERGENCY MANAGEMENT PLAN AS ITS
OFFICIAL EMERGENCY RESPONSE PLAN
WHEREAS, the Comprehensive Emergency Management Plan addresses the City's
responsibilities as they relate to natural disasters, human-caused emergencies and technological incidents;
and
WHEREAS, this Plan provides a framework for coordination of response and recovery efforts
within the City in coordination with local, State and Federal agencies; and
WHEREAS, this Plan establishes an emergency organization to direct and control operations
during a period of emergency by assigning responsibilities to specific personnel; and
WHEREAS, this Plan follows a standardized approach to disaster response as established by the
Standardized Emergency Management System Guidelines; and
WHEREAS, the City's Disaster Council has reviewed and approved the Plan and recommended it
for adoption by the City Council.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby
adopt the Comprehensive Emergency Management Plan, included as Exhibit A, as the City's official
emergency response plan.
PASSED, APPROVED AND ADOPTED this 6th day of January, 2004.
