HomeMy WebLinkAboutCDD Memo 4-24-23 Dublin Crossing Specific Plan Amendments Community Development Department Planning Division MEMORANDUM DATE: April 24, 2023 TO: File FROM: Jeff Baker, Community Development Director SUBJECT: Dublin Crossing Specific Plan Amendments – Boulevard Project The Dublin Crossing Specific Plan, adopted in 2013, includes development standards for each of the residential product types in the project area (pages 2-21 to 2-38 of the Specific Plan). These standards were created before the Boulevard development team was involved in the project and before any of the architectural designs for the neighborhoods had been developed. Once the design theme for the residences emerged, the Boulevard development team identified several standards for the different product types that varied from the standard in the Specific Plan. In the project plans approved as part of the Site Development Review Permit and Vesting Tentative Tract Maps for each neighborhood, there is a table identifying the applicable development standards for each type of residential unit and the proposed development standards. The amendments to the Specific Plan amend these tables by incorporating the development standard outlined in the project plans and noting the applicable neighborhood. Example: Table 2-7 has been updated to reflect the deviations for neighborhoods 2 and 5. The Planning Commission resolutions for each phase of the project included findings of substantial compliance with the development standards established in the Dublin Crossing Zoning District (Resolution No. 16-10 for Phase 1, Resolution No. 17-05 for Phases 2/3 and Resolution No. 18-12 for Phases 4/5). These adjustments to the building architecture and site design/layout were determined to be consistent with the overall goals and design guidelines for the Specific Plan by offering a variety of product types and styles in varying configurations. This administrative clean up to the Specific Plan captures the previously approved changes to the development standards approved as part of the Site Development Review Permit and Vesting Tentative Tract Map. Any future amendments or interpretation shall follow the process as outlined in Chapter 7 of the Specific Plan (Administration, Implementation and Financing).
