CALL TO ORDER AND PLEDGE OF ALLEGIANCE 2. ORAL COMMUNICATIONS 2.1 Public Comment At this time, the public is permitted to address the Youth Advisory Committee on non- agendized items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Committee may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the Recording Secretary’s Office related to the proper procedure to place an item on a future Youth Advisory Committee agenda. The exceptions under which the Committee MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 3. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the Youth Advisory Committee with one single action. Members of the audience, Staff or the Youth Advisory Committee who would like an item removed from the Consent Calendar for purposes of public input may request the Chair to remove the item. 3.1 Approval of the October 18, 2023, Youth Advisory Committee Special Meeting Minutes The Committee will consider approving the October 18, 2023, Youth Advisory Committee Special Meeting minutes. STAFF RECOMMENDATION:Discuss the event, note successes, and recommend areas to improve for future events. FINANCIAL IMPACT:None. DESCRIPTION:The Youth Advisory Committee hosted the Youth Mental Health Forum (Forum) on November 9, 2023, at the Shannon Community Center. The Forum targeted middle and high-school-aged youth and their parents. Panelists included a school counselor, local therapist, school resource officer,teacher, organization leaders, and Dublin High School students. Panelists provided an overview of mental health issues, answered questions, and discussed coping strategies.The Forum also included local organizations as table sponsors, providing furtherinformation and resources for attendees. These organizations included Tri-Valley NAMI, A Brighter Day, Dublin Police Services Behavioral Health Unit, Dublin High School NAMI, Z-cares Foundation, and AmeriCorps. There were approximately 65 people in attendance, including Committee members, Staff, and the public.The Youth Mental Health Ad Hoc Committee planned the forum, solicited panelists and table sponsors, and created a video for advertising. The event was advertised at Dublin high and middle schools, through social media, at the Splatter information booth, the Dublin library display case, Wave digital boards, and the Senior Center marquee. 9 Page 2 of 2 STRATEGIC PLAN INITIATIVE:None. Panelists will include school counselors, local therapists, teachers, coaches, and others who work with youth, providing an overview of mental health issues youth experience, as well as coping strategies. Parents and students are encouraged to attend. Discussion topics may include anxiety, depression, isolation, and other mental health struggles. The City of Dublin Youth Advisory Committee is pleased to host Youth Mental Health Forum Tri-Valley Attachment 1 11 The City of Dublin Youth Advisory Committee identified the need for an event that addresses mental health issues, including anxiety, depression, isolation, and other mental health struggles that youth experience. The Committee planned the event, solicited panelists, and advertised it. Panelists include school counselors, local therapists, teachers, coaches, organization leaders, and others who work with youth to provide an overview of mental health issues and coping strategies. The question and answer portion of the program is an opportunity for the public to ask questions and for students and parents who have experienced mental health issues to share their stories. Both students and parents are encouraged to participate. Thank you for joining the discussion as we work toward ending the stigma of talking about youth mental health. She is a licensed and certified brain health practitioner, functional medicine coach, and nutritionist. As an advocate, speaker, and coach, Ami has always sought authenticity and meaningfulness when supporting clients. She has over 10 years of experience working with adolescents and teens within the mental and behavioral health space from all levels of care. Charlotte Kunde is an eighth grade English and creative writing teacher at Fallon Middle School. She is also the faculty advisor for Fallon’s Rainbow Student Union, a safe space on campus for students who identify as part of the LGBTQIA+ community. Through Rainbow, as well as committees such as the Site Equity Council, she focuses on developing ways for the school to be more inclusive and safe for all students. Terri Arriaga-Sharbach, who goes by Teacher Sharbach at Fallon Middle School in Dublin, has been teaching in the district for 18 years. Six years ago, Teacher Sharbach, in coordination with the school counselors and the Peer Advocates in Action program, developed a class at Fallon called PEAC which stands for Peer Education and Counseling. The goal of the class is to spread awareness about mental health and provide peer-to-peer support for students who may be struggling. Terri Sharbach has been trained in Mental Health First Aid and the Safe Space program through GLSEN. She has worked closely in the past with Z-Cares Foundation and Teens for Life for suicide prevention. On the school campus, Terri Sharbach is leading the charge to improve the school climate and culture by helping students who are marginalized or may have mental health struggles. She is the coach for the “Every Mind Matters” club at school, and she is also in charge of the TUPE program (Tobacco Use Prevention Education). Teacher Sharbach is committed to helping to remove the stigma of mental health and providing every student with a safe space. Marsha McInnis is a professional mental health family advocate and founder and president of the National Alliance on Mental Illness (NAMI) Tri‐Valley affiliate. She wants to be clear that she is not a school counselor nor a therapist, but rather a family member trained to listen and help. She is the contact person for resource information to three NAMI On-Campus High School clubs in the Tri-Valley area, including Dublin High School. Marsha chairs Keep Hope Alive, a collaboration of leaders searching for solutions to prevent suicides. She is also a board member of the Alan Hu Foundation. Her lifetime profession is as an artist and cartoonist with a passion for visually communicating stories. Veronica Favela is a Licensed Clinical Social Worker (LCSW) and therapist with the Dublin Police Services (DPS) Behavioral Health Unit (BHU). She has a master’s degree in Social Work from the University of Southern California and has over five years of experience providing crisis intervention, counseling, and support services for youth, adults, and families. Her experience in behavioral health and psychiatric social work gives her the ability to effectively empower her clients and the community. In everything she does, she aspires to help others reach their full potential and live their best lives. She currently works closely with members of Dublin Police Services in providing services to the community. Manning Wu is a junior at Dublin High School on a mission to support his peers in the realm of mental and spiritual health. Having conquered personal addictions and transformed his own mental well-being, he now actively aids others dealing with issues like depression, social anxiety, and addiction. Manning has shared his knowledge through workshops and podcast appearances on addictions, and is currently organizing events to educate middle schoolers. He’s a dedicated advocate for the well-being of his fellow students and looks forward to helping others achieve better mental health. Attachment 2 13
