REGULAR MEETING
OCTOBER 24, 2023
A Regular Meeting of the Dublin Planning Commission was held on Tuesday, October
24, 2023. The meeting was called to order at 7:00 PM by Commission Chair Tyler.

4.1. Approve the Minutes of the September 12, 2023, Planning Commission
Meeting
In the absence of Commissioner Aini, Chair Tyler appointed Alternate Commissioner
Rashid to vote on the Consent Calendar.

6. Public Hearing
6.1 St Raymond Church Foodbank Conditional Use Permit and Site Development
Review Permit (PLPA-2023-00015)
Kristie Wheeler, Interim Assistant Community Development Director, introduced Allison
Schuster, Assistant Planner.
Allison Schuster, Assistant Planner, gave a presentation and answered questions posed
by the Commissioners.
Chair Tyler opened the public hearing.
The Applicant, Mark Lander, spoke about the project and responded to questions.
Upon receiving no public comment, Chair Tyler closed the public hearing.
On a motion by Commissioner Wright, seconded by Commissioner Thalblum and by
unanimous vote, the Planning Commission adopted Resolution No. 23-09 “Approving a
Conditional Use Permit and Site Development Review Permit for a Foodbank at St.
Raymond Church.”
RESULT: ADOPTED [UNANIMOUS]

6.2 Downtown Dublin Specific Plan Amendments PLPA-2023-00019
Kristie Wheeler, Interim Assistant Community Development Director, introduced
Gaspare Annibale, Associate Planner.
Gaspare Annibale, Associate Planner, gave a presentation and answered questions.
Chair Tyler opened the public hearing.
Tom Evans gave public comment.
Chair Tyler closed the public hearing.
On a motion by Commissioner Thalblum, seconded by Commissioner Grier and by
unanimous vote, the Planning Commission adopted Resolution No. 23-10
“Recommending the City Council approve the Downtown Dublin Specific Plan
Amendments to eliminate parking requirements in the Retail District, Transit-Orientated
District and Village Parkway District.”
RESULT: ADOPTED [UNANIMOUS]

currently two items on the agenda.
