The meeting was called to order at 7:00 PM by Jeff Baker, Community Development Director. 1. On a motion by Commissioner Grier, seconded by Commissioner Aini and by unanimous vote, the Planning Commission selected Commissioner Thalblum to be the alternate chair for the meeting. Pledge of Allegiance The pledge of allegiance was recited by the Planning Commission and Staff. 3. Oral Communications 3.1. Written Communication – None 6. Public Hearing 6.1 Downtown Dublin Preferred Vision Implementation General Plan and Downtown Dublin Specific Plan Amendments Jeff Baker, Community Development Director, introduced Amy Million, Principal Planner. Amy Million, Principal Planner, gave a presentation and answered questions posed by the Commissioners. Alternate Chair Thalblum opened the public hearing. Upon receiving no public comment, Alternate Chair Thalblum closed the public hearing. On a motion by Commissioner Aini, seconded by Commissioner Grier and by unanimous vote, the Planning Commission adopted Resolution No. 23-07 “Recommending that the City Council amend the General Plan and Downtown Dublin Specific Plan to increase the residential development potential by 465 units, decrease the non-residential square footage permitted by 300,000 square feet, increase the height and floor area ratio in “The Core” area of the Retail District and amend the design standards and allowable uses.” DUBLIN PLANNING COMMISSION MINUTES 3 REGULAR MEETING SEPTEMBER 12, 2023 RESULT: ADOPTED [UNANIMOUS] MOVED BY: Matthew Aini SECOND: Catheryn Grier AYES: Matthew Aini, Catheryn Grier, Nicholas Ochoa, Janine Thalblum, Wahida Rashid 6.2 Quarry Lane Performing Arts Center (PLPA-2021-00041 Jeff Baker, Community Development Director, gave a presentation and answered questions posed by the Commissioners. Alternate Chair Thalblum opened the public hearing. Jaz Hayer gave public comment. Niket Vakharia gave public comment. Diya Jain gave public comment. Poluk Sharma gave public comment. Alternate Chair Thalblum closed the public hearing. On a motion by Alternate Commissioner Ochoa, seconded by Alternate Commissioner Rashid and by unanimous vote, the Planning Commission adopted Resolution No. 23- 08 “Recommending the City Council adopt a resolution approving a supplemental mitigated negative declaration, adopt an ordinance amending a Planned Development Zoning District with related Stage 1 and stage 2 Development Plans, and adopt a resolution approving a Conditional Use Permit and site development review permit for a new Performing Arts Center at the Quarry Lane School 6237 & 6363 Tassajara Road” with the addition of the Design Set Plans dated December 10, 2021 in Exhibit A to Exhibit C, and with the following additional Condition of Approval: “The applicant shall work with Staff to ensure the new driveway is designed to facilitate right-in-only vehicle movements from Tassajara Road.” RESULT: ADOPTED [UNANIMOUS] MOVED BY: Nicholas Ochoa SECOND: Wahida Rashid AYES: Matthew Aini, Catheryn Grier, Nicholas Ochoa, Janine Thalblum, Wahida Rashid DUBLIN PLANNING COMMISSION MINUTES 4 REGULAR MEETING SEPTEMBER 12, 2023 7.
