RESOLUTION NO. 52 – 23
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
ADOPTING A LIST OF PROJECTS FUNDED IN FISCAL YEAR 2023-24 BY SENATE BILL 1,
THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017
WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter
5, Statutes of 2017), was passed by the Legislature and signed into law by the Governor in April
2017 to address the significant multi-modal transportation funding shortfalls statewide; and
WHEREAS, SB 1 includes accountability and transparency provisions that will ensure the
residents of our City are aware of the projects proposed for funding in our community and which
projects have been completed each fiscal year; and
WHEREAS, the City must adopt by resolution a list of projects proposed to receive fiscal
year funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1,
which must include a description and the location of each proposed project, a proposed schedule
for the project’s completion, and the estimated useful life of the improvement; and
WHEREAS, the City, will receive an estimated $1,834,514 in RMRA funding in Fiscal Year
2023-24 from SB 1; and
WHEREAS, this is the seventh year in which the City is receiving SB 1 funding and will
enable the City to continue essential road maintenance and rehabilitation projects, safety
improvements, repairing and replacing aging bridges, and increasing access and mobility options
for the traveling public that would not have otherwise been possible without SB 1; and
WHEREAS, the City has undergone a robust public process to ensure public input into our
community’s transportation priorities/the project list; and
WHEREAS, the City used the Capital Improvement Program and a Pavement
Management System to develop the SB 1 project list to ensure revenues are being used on the
most high-priority and cost-effective projects that also meet the community’s priorities for
transportation investment; and
WHEREAS, the funding from SB 1 will help the City maintain and rehabilitate streets and
help add active transportation infrastructure through the City this year and into the future; and
WHEREAS, the 2022 California Statewide Local Streets and Roads Needs Assessment
found that the City’s streets and roads are in “very good” condition and this revenue will help us
increase and maintain the overall quality of our road system and enhance pedestrian and bicycle
safety and mobility within the City; and
WHEREAS, the SB 1 project list and overall investment in our local streets and roads
infrastructure with a focus on basic maintenance and safety, investing in complete streets
infrastructure, and using cutting-edge technology, materials and practices, will have significant
positive benefits to the lifespan of our local streets and enhance pedestrian and bicycle mobility
and safety with co-benefits statewide.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby approve the following project to be funded in Fiscal Year 2023-24 with Road Maintenance
and Rehabilitation Account revenues:
Project Title: Annual Street Resurfacing (CIP No. ST0117) for Fiscal Year 2023-24
Project Description: This project provides a variety of pavement resurfacing treatments and
repairs to existing City streets. The project is budgeted annually to help maintain the
substantial investment the City has in the public street system. This Fiscal Year’s
resurfacing treatments include slurry seal, pavement overlays, and base repairs at the
locations described below.
Project Location: This project provides slurry seal maintenance of collector and residential
streets surrounding Silvergate Drive between San Ramon Road and Dublin Boulevard.
Streets include: Alegre Drive, Amarillo Court, Amarillo Road, Barn Hollow Court, Bay Laurel
Court, Bay Laurel Street, Betlen Drive, Buckeye Court, Calle Verde Road, Casa Linda
Court, Castle Court, Castle Drive, Circle Way, Corto Court, Cresta Lane, Dillon Way,
Estrella Court, Hansen Drive, Kingston Place, Kolb Place, Ladera Court, Ladera Drive, Las
Palmas Court, Las Palmas Way, Luna Court, Mancini Court, Manzanita Lane, Mape Way,
Meadow Court, Peppertree Road, Prow Way, Rampart Drive, Reilly Court, San Sabana
Court, San Sabana Road, Shadow Drive, Shadow Place, Silvergate Drive, and Tina Place.
Additional locations for slurry seal maintenance include two segments along Tamarack
Drive, between Village Parkway and Burnham Way and between Doreen Street and
Brighton Drive. Locations for pavement overlays include John Monego Court and Dublin
Court. Dublin Boulevard west of Silvergate Drive and Village Parkway are locations for
base repairs.
Estimated Project Schedule: Construction starts summer 2023 – completion fall/winter
2023
Estimated Project Useful Life: Surface treatments that will be completed as part of this
project will have a useful life of between seven and 20 years.
