Special Meeting of the
CITY DISASTER COUNCIL
Tuesday, May 24, 2022 Location: Electronic Methods
Pursuant to AB 361, the City is authorized to hold public meetings via teleconferencing and to
make public meetings accessible telephonically or otherwise electronically to all members of the
public, without making available any physical location for the public.
It shall be the duty of the City Disaster Council, and i t is empowered, to develop and recommend for
adoption by the City Council, emergency and mutual aid plans and agreements and such ordinances
and resolutions and rules and regulations as are necessary to implement such plans and agreements.
The Disaster Council shall meet upon call of the Chair, or in their absence from the City or inability to
call such meeting, upon call of the Vice Chair. (DMC 2.24.010)

4.1 Approval of Dublin CERT Skills Trainings
The Disaster Council will consider approving the Dublin Community Emergency
Response Team (CERT) Skills Trainings. Disaster Service Worker activities such as this
training require prior approval by the City’s Disaster Council pursuant to 19 CA Code of
Regs 2573.1(b)(2).
STAFF RECOMMENDATION:
Approve the Dublin Community Emergency Response Team (CERT) Skills Trainings.

This AGENDA is posted in accordance with Government Code Section 54954.2(a)

Approval of Dublin CERT Skills Trainings

EXECUTIVE SUMMARY:
The Disaster Council will consider approving the Dublin Community Emergency Response
Team (CERT) Skills Trainings. Disaster Service Worker activities such as this training require
prior approval by the City’s Disaster Council pursuant to 19 CA Code of Regs 2573.1(b)(2).
STAFF RECOMMENDATION:
Approve the Dublin CERT Phase 2 Course .
FINANCIAL IMPACT:
The City contracts for Fire Services with Alameda County Fire Department (ACFD). This
contract includes the costs for ACFD to provide disaster preparedness training and support,
which includes support for the City’s CERT Program.
DESCRIPTION:
In 2021 the City launched the Community Emergency Response Team (CERT) Program. CERT
is a nationally supported initiative, organized by the Federal Emergency Management Agency
(FEMA). Dublin’s CERT Program is coordinated through the Alameda County Fire
Department, who manages CERT Trainings. Traditional CERT programs are conducted in-
person over several classes with one additional “hands-on” skills class. However, due to
COVID-19, these in-person classes were conducted virtually with the “hands -on” skills class to
be taught, pandemic permitting. The City held two CERT Cohort virtual sessions, which 34
residents successfully completed. To finalize their training, they must complete an in -person
skills training.

Pursuant to the California Code of Regulations, Title 19, Section 2573.1(b)(2), the accredited
disaster council (i.e., City Disaster Council) shall ensure disaster training is approved,
documented, and supervised, and shall ensure disaster training is commensurate with the
duties of the disaster service worker volunteer. CERT members are considered Disaster
Service Worker (DSW) volunteers.
The first CERT Skills training will be held on August 13. A second CERT Skills training,
tentatively scheduled for the Third Quarter of 2022, may also be required to accommodate the
schedules of CERT Team Members. Both trainings will be held in the parking lot of the Dublin
Civic Center/Public Library. The proposed agenda for the training can be found in
Attachment 1. ACFD CERT Coordinator Jill Dutchover, will supervise the training, with
assistance from other ACFD staff.
Next Steps
Following approval by the Disaster Council, AFCD will proceed with holding th e CERT Skills
Training.
