2.1 Public Comment At this time, the public is permitted to address the Parks and Community Services
Commission on non-agendized items. Please step to the podium and clearly state your
name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In
accordance with State Law, no action or discussion may take place on any item not
appearing on the posted agenda. The Commission may respond to statements made or
questions asked, or may request Staff to report back at a future meeting concerning the
matter. Any member of the public may contact the Recording Secretary’s Office related
to the proper procedure to place an item on a future Parks and Community Services
Commission agenda. The exceptions under which the Commission MAY discuss and/or
take action on items not appearing on the agenda are contained in Government Code
Section 54954.2(b)(1)(2)(3).

A Regular Meeting of the Parks and Community Services Commission was held on Monday,
April 17, 2023, in the Council Chamber at the Civic Center. The meeting was called to
order at 7:00 p.m., by Chairperson Sameer Hakim.

EXECUTIVE SUMMARY:The Commission will receive the quarterly report for the Dublin Library for the period of Januarythrough March 2023.
STAFF RECOMMENDATION:Receive the report.
FINANCIAL IMPACT:None.
DESCRIPTION:Since opening in April 2003, funding for the Dublin Public Library has been provided via a partnership between Alameda County Library and the City of Dublin. The Library is open 51 hours per week, excluding holidays, during which the Library operates a circulation desk and a variety of programs, activities, and events. The Dublin Library provides a quarterly report that highlights the following:

Our circulation has continued to improve, and this quarter there were 107,557 items checked out which is 3.6% higher
when compared to the same quarter last year (103,866). March was a busy month with average of 700 visits per day!
Program and Service Highlights
•Children's staff put out three new Nature Story Path books: January's book was Mushroom Rain by Laura K.
Zimmermann, February's book was Feathers and Hair, by Jennifer Ward, and March's book was Shake a Leg, Egg!
by Kurt Cyrus.
•The Winter Reading Challenge included a separate Bingo card for each age group, and it ended in January. We
gave out over 200 adult game boards, 20 completed the game, 9 did a blackout by completing the whole board.
Over 800 kids participated in the Winter Reading Challenge, 350+ finished the game for blackout. There were
75 bingos for teens were handed out, 16 finished the first bingo and got a cookie coupon and 10 teens
completed the second bingo to get additional prize. 9 of those 10 finished the game for blackout by completing
all 25 activities.
•During Winter Break teen volunteers ran activities for children. The snowman paper roll craft program was
attended by total of 85 (50 kids) and 29 attended Family Board Game Afternoon.
•Story times resumed in February 2023. SMART (sing, move, and read together) is now on Monday mornings,
Family Story Night is on Monday evenings, and Preschool Story Time is on Tuesday mornings.
•Tri-Valley Symphonies, a local teen musician group performed songs and stories from The Lion King in January
•There were two craft programs in February for families, both with Valentine's Day themes. In March, the craft
was to make a leprechaun hanger in celebration of St. Patrick's Day.
•Children's staff hosted an author visit in March, Pamela Adler and her poodle, Mia. This is the first of 4 author
visits planned in the upcoming months.
•Simple grab and go craft kits for families have continued to be very popular. This quarter we offered Lunar New
Year Craft Kits (created by teen volunteers), heart wreath, St Patrick's Day Spinner, and a Spring Chicken craft.
•Teen Services created several displays in the teen space this quarter which included: Teen Recommended Reads,
National Craft Month, and Black History Month displays.
•Teen Take and Make Crafts have continued to be popular with Toast Felty and Kawaii Notebooks.
•In March, Tiny Art Kits were given out to 6th-12th graders, and they were encouraged to bring back their artwork
for the Tiny Art Show display. Twelve tiny art pieces were submitted. Dublin Arts Collective also helped create
tiny art pieces and these will be on display in April.
•More teen volunteers were trained and approved in January.
•Teen Librarian ran 2 in person programs; Teen Manga Club and Teen Duct Tape Crafts. Teen Volunteers ran a
program to make cards for first responders and had 40 people come and make cards.Administration

•Adult Services kicked off the new year with Health Challenge 2023, offering a new checklist each month for
financial health in January, mental health in February, and physical health in March. From January to March, 160
prize entries were submitted by 42 participants.
•For our Blind Date with a Book program, adult librarians wrapped and annotated over 100 books, more than half
of which were checked out. We received 25 book reviews rating the wrapped books. This year's drawing prize
was a gift card to a locally owned small business (Mimi's Chocolates).
•A new program for adults, Common Threads, began meeting monthly. This drop-in craft-and-chat circle is open
to all types of needle crafters including sewers, knitters, and quilters. This quarter we had 9 attendees.
•Other adult programs offered this quarter were a Color Me Calm session, Nail & String Art workshop, Henna
Candles craft class, What's Wrong with this Plant workshop, and a Hello Libby class (on eBooks and more). We
also co-hosted three more What's Cooking at the Library online programs.
•Adult Services created displays and/or on line book lists for Financial Health, Mental Health, Physical Health,
Women's History Month, and Black History Month. With input from Dublin staff at all levels, we also created our
annual Staff Picks list of books and TV shows that staff enjoyed in the previous year.
Collaboration, Partnerships, and Community Outreach
•In collaboration with Dublin's schools, Dublin Library put up a special Story Path in front of the library in March,
with the One City, One Book selection, Manjhi Moves a Mountain by Nancy Churnin.
•Friends of the Dublin Library held their spring book sale at the end of March 2023.
•Staff tabled at the City of Dublin's St. Patrick's Day Festival on March 18 and 19. We gave away children's books
and offered a bookmark coloring craft to 250 kids.
•Library staff attended an outreach event at the school district office on January 18, and tabled, handing out
information about upcoming events and volunteering opportunities.
•Children's and Teen Librarians continue with Overbooked, a 7th/8th grade book discussion group that meets at
Wells Middle School.
•Children's librarians attended the Performer's Showcase to see potential performers for the upcoming year.
•Librarians welcomed an AP English class from Valley Christian High School for a class visit in March.
•Teen Services Librarian attended the Dublin Mayor's Youth Advisory Council meetings in January, February, and
March to share volunteering opportunities, and upcoming teen events with the group.
•Axis Community Health staffed a table in the library lobby in January and February. The outreach person who
usually comes is retiring and Axis staff has decided to discontinue their monthly tabling at the library.
•A local Master Gardeners group donated over 100 ground-cover seed packets to the library. Adult Services
created a gardening book display to accompany the seed give-away.
•Palo Alto VA's Mobile Outreach Services came in January. Team members helped veterans and their families
with enrollment in VA healthcare, referrals to specialists (mental health, hearing, physical therapy), safety
assessments, and information about housing, education, and employment benefits.
Coming Up Next Quarter
•Adult Services will premiere a new English conversation group for adult Intermediate English learners to practice
their reading and conversation skills.
•California Phones will table about free specialized phones available to eligible people.
•Teen volunteers, Children's and Teen Librarian will collaborate to plan out an English Conversation practice class
for kids (program will run in the fall).
•New escape room will run in April 2023 during Spring break (collaboration with Castro Valley Library).
•Children's librarians will continue with school/class visits in April and May.
•The library's 20th birthday celebration kickoff takes place April 1, with programs planned throughout the month.
•Librarians will meet with Livermore librarians to discuss possible collaborations.
•Teen volunteers will begin hosting more programs in the library starting with AP Study Sessions.
•Teen Mental Health Kits is in the works for Mental Health Awareness Month in May.
•Teen Craft Kits will take a break in the summer and be replaced with in person programming.

EXECUTIVE SUMMARY:The Parks and Community Services Commission will receive a presentation recapping the 39
th St. Patrick’s Day Celebration that took place on March 17-19, 2023.
STAFF RECOMMENDATION:Receive the presentation.
FINANCIAL IMPACT:The St. Patrick’s Day Celebration is included in the City’s annual operating budget.
DESCRIPTION:The City of Dublin’s 39th St. Patrick’s Day Celebration was held the weekend of March 17-19, 2023.The Celebration included the Dublin Historical Society Shamrock Gala, the Lions Club Parade, the International Association of Fire Fighters Local 55 Pancake Breakfast, and the St. Patrick’s Day Festival and Shamrock Fun Run.The St. Patrick’s Day Festival is the City of Dublin’s signature event, attracting an estimated 80,000 people annually. City Staff will provide a presentation recapping the Celebration and seek feedback for future events.
