7.1. Master Fee Schedule for Parks and Community Services Department Programs
and Services
The Commission will receive a report on the Master Fee Schedule update for Fiscal
Year 2019-20 for the Parks and Community Services Department and make a
recommendation to the City Council regarding adoption of these fees.
STAFF RECOMMENDATION:
Receive the report and recommend approval of the fees to the City Council.
7.2. Naming Suggestions for "Tassajara Hills Neighborhood Park"
The Commission will consider names for a new neighborhood park located in the
Tassajara Hills residential housing development.
STAFF RECOMMENDATION:
Recommend one (1) name for City Council consideration.

A Regular Meeting of the Dublin Parks & Community Services Commission was held on
Monday, March 18, 2019, in the Civic Center Council Chamber. The meeting was
called to order at 7:00 PM, by Chairperson McDonald.

Student Representative Goel reported that the Youth Advisory Committee had a
presentation from the Next Generation Nations organization. The Committee also
discussed the recruitment process for the 2019-2020 term.
Cm. McDonald called Christine Sevier to the podium to give an update on the
Senior Center Advisor Committee.
Ms. Sevier reported that the Senior Center Advisory Committee received a
presentation from Open Heart Kitchen. The Committee was given an overview of
the organization and the history of the daily lunch program thei r organization
coordinates at the Dublin Senior Center. Ms. Sevier also stated that the
Committee received their first Senior Center Monthly Report which was very
informative.

7.1. Parks and Recreation Master Plan Update Status Report
La Shawn Butler, Parks and Community Services Director, presented the
specifics of the item as outlined in the Staff Report.
Ms. Butler reminded the Commission to schedule a mee ting time with Green
Play, the consultants working on the updated Parks and Recreation Master Plan.
The Commissioners stated that they will check their availability and schedule
accordingly.
Cm. McDonald inquired about the timeline for the completion of the Parks and
Recreation Master Plan.
Ms. Butler responded that the meetings with the consultants is the beginning of
the process.

Cm. Gill asked about the date and time of the open public meeting with the
consultants.
Ms. Butler said the open public meeting is on April 11 from 5:30 PM to 7:00 PM
at the Wave Community Room.
8. Other Business
The Commissioners reported that they had a very positive experience at the St.
Patrick's Festival.
Ms. Butler said that the staff did an excellent job with the St. Patrick's Festival and she
had an amazing time at the event. She also mentioned that she will provide the
Commission with information on attendance and financial numbers.

Being no further business, the meeting was adjourned by Cm. McDonald at 7:17 PM.

EXECUTIVE SUMMARY:
The Commission will receive the Department Monthly Report on classes, activities, and
events conducted during the month of March 2019.
STAFF RECOMMENDATION:
Receive the report and provide feedback as appropriate.
DESCRIPTION:
The Parks and Community Services Department strives to develop and implement
quality programs that strengthen community image, provide recreational experiences,
and encourage healthy lifestyles. This is accomplished by offering innovative
recreational and social activities and programs. Following is a summary of the classes,
activities, and events held in the month of March 2019.
ADMINISTRATIVE
The implementation for the departments new registration software program continued.
The system will go Live July 30.
Staff has begun coordinating promotions for the upcoming Water Park season at The
Wave including the design and purchase of pole banners, a slide tower banner, flyers,
posters and various social media postings.
In preparation for the department maintaining and managing the Cricket Cages at
Emerald Glen Park in January 2020, Staff has been actively researching cricket
programs, including a visit to the City of Fremont to gain further insight on policies and
procedures on allocating cage time to residents and organizations.

approved to draft the Parks and Recreation Master Plan, and have begin schedu ling
meetings with local organizations, commissions and stakeholders within the Dublin
Community.
RECREATION DIVISION
2019-2020 Preschool Session I priority registration was conducted on Thursday,
February 21. Resident registration began Thursday, March 28 and Non-Residents
begins Thursday, April 25.
The following chart provides sports fields hours, facility (includes: classes, meetings and
private rentals) and picnic area rentals for the month of February:

The Dublin Senior Center strives to create a rewarding social and recreational
environment that serves the needs/interests of seniors in our community. The following

Trips
• On Saturday, March 23, 13 people attended the trip to Korbel Winery in
Guerneville, CA. Participants enjoyed a drive through lush green hills, then
stayed three hours at Korbel Winery. They then visited Santa Rosa for a no-host
lunch, where participants visited Treehorn Books, and other sh ops in the
downtown area.
Services
• On Thursday, March 7, 25 patrons received free Eyeglass Cleaning, provided by
Kaiser Permanente.
• On Thursday, March 14, 4 people attended the Deaf Support Group.
• On Thursday, March 21, 9 people attended the Personal Emergency
Preparedness Workshop.
• On Monday, March 4, 10 people attended and received a Health Screening
and/or footcare from Tri-Valley Senior Support.
SPECIAL EVENTS
St. Patrick’s Celebration
Beautiful weather helped to draw an estimated 78,000 attendees to the 36 th Annual St.
Patrick’s Day Celebration on March 16 – 17, making it the third largest in City history.
Live Irish music and dance entertained crowds throughout the weekend on the Main
Stage, Pub Stage, Irish Dance Stage and the Irish Tea Cottage. A total of 253 vendors
sold food, arts and crafts along with promotions by Dublin businesses, Festival
sponsors and nonprofits groups. The Rotary Club opera ted the beverage booths and
experienced their most successful year to date.
The Shamrock 5K registered 2,150 runners, which was slightly down from last year.
Rainy weather may have discouraged early registration; but 737 registrations came in
during the week prior to the Run.
The Dublin Lions Club reported 71 parade entries, 2200 parade marchers, with 14,000
viewers.
The Firefighters Local 55 Pancake Breakfast served 900 pancake breakfasts and raised
$4,165.00 which was contributed to the Alameda County Fire Fighters Association
Charity Fund.
Total cash sponsorships for the festival reached the highest mark ever at $80,650, with
$70,000 in festival sponsorships and $10,650 for the Shamrock 5K Race. This is $400
above last year’s record of $73,500 for the festival and $6,750 toward the Shamrock 5K

Race. Additionally, in-kind donations also reached a high mark at $22,575, with
$11,745 for the festival and $10,830 for the Race.
Spring Eggstravaganza
Registration is now underway for the Spring Eggstravaganza scheduled for Saturday,
April 20 at Emerald Glen Park. Last year’s event was completely sold out. An
additional egg hunt time has been added for a total of 4 hunt times at 8:30am, 9:30am,
10:30am and 11:30am. Recruitment of vendors and sponsorship i s also underway with
Lucky Stores already on board with a $1000 sponsorship as well as Kaiser Permanente
with sponsorship of a water and sunscreen station for the event.
Farmers’ Market
The Farmers’ Market began on Thursday, April 4 at Emerald Glen Park f rom 4:00 to
8:00pm with a concert at the Amphitheater by The Houserockers. The 2019 season will
run from April through the end of September and will include nine concert nights. The
Dublin Lions Club will offer sales of wine and beer at each of the conce rts. The market
schedule is being finalized and will include cooking demonstrations, along with special
activities on Family Nights, Community Nights and Green Dublin Nights.
THE WAVE
Staff began notifying participants of the adjusted hours at The Wave for the Off Season
(Labor Day to Memorial Day). Effective May 1, center hours have changed to:
Mon-Fri: 6:00 AM-9:00 AM; 4:00 PM-8:00 PM
Sat: 9:00 AM-4:00 PM
Sun: 1:00 PM-7:00 PM
Waterpark Hours during the Summer will continue to be from 11am -6pm daily.
The Dublin High School Swim Team rents the Sports Pool for daily practices through
May 11.
Natatorium Birthday Party Program
• The Wave birthday party package during non-waterpark months consists of
admission to Recreational Swimming, reserved space in the Natatorium Viewing
Area including tables, chairs and room divider set up, pizza order and delivery,
juice, birthday plates and napkins, and a novelty item per paid guest.

7:00 PM, and weekends 1:00 to 4:00 PM. Recreational Swimming is for all ages.

Private Rentals
• Community groups, businesses, and individuals can rent the community room
and each amenity at The Wave individually or in any combination, including a full
facility buyout. From October through December, the community room and
Natatorium are available for rent. All other pools and areas are closed for winter.
The Wave is available for private rentals during non -programmed hours. Rental
attendance is determined by the party host. Please note, the Natatorium has
scheduled programming Monday through Thursday 6:00 AM to 1:00 PM and 4:00
PM to 8:00 PM, Fridays 6:00 AM to 1:00 PM and 4:00 to 7:00 PM, Saturdays
8:00 AM to 4:00 PM, and Sundays 12:30 PM to 7:00 PM for scheduled
programming. Private pool rentals must happen outside these hours, or in
conjunction with other programming if pool space allows. So far this year (2019),
the Community Room has held two rentals.
Swim Lessons
• The Wave Swim School is open year-round in the Natatorium. Lessons are
programmed for beginning through advanced levels and are available for children
ages six months and older and adults. The Natatorium provides a comfortable
indoor swimming environment and was specifically designed as a teaching pool
with three teaching bays, a zero-depth gradually sloped ramp, and lap swim lane
space. The swim school curriculum is written and taught specifically for The
Wave Swim School.

Aqua Aerobics
• Aqua Aerobics is a low impact, easy paced fitness class which improves cardio
fitness, tones and sculpts. The class uses the natural resistance and buoyancy of
water against one’s body to provide a wide variety of conditioning activities with
no impact on joints. No swimming required. Aqua Aerobics is offered Mondays
and Wednesdays, 7:00 PM – 7:50 PM.

EXECUTIVE SUMMARY:
The Parks and Community Services Commission will review and receive the Wave
Waterpark Marketing and Promotion plan for the 2019 Summer Season.
STAFF RECOMMENDATION:

FINANCIAL IMPACT:
Costs for all marketing materials and promotions are available in The Wave’s current
Advertising budget.
DESCRIPTION:
City staff are responsible for strategic marketing, and promotions for The Wave
Waterpark that are designed to foster a consistent brand and image and support
increased participation and revenue generation for the 2019 Summer Season. Staff
plan on increasing attendance by promoting this unique recreational opportunity
throughout the City of Dublin and the Tri-Valley area.
Staff are actively planning Wave events, creating publications for mass distribution, and
researching and developing new ideas to attract families and groups in and around
Dublin.
We are currently or will soon be using the following platforms to promote The Wave

Staff will continue to market The Wave Waterpark throughout the summer to form and
maintain a long-lasting and ever-present relationship with Dublin families. While our
current customers continue to be a priority, these marketing efforts will assist in
expanding our base.

The Wave is open everyday, 11:00 a.m. – 6:00 p.m.
Admission: $12 per person; includes six waterslides, splash pad, large outdoor pool, reserved seats with shade, games, and a safe, fun
environment; and one FREE complimentary ticket for a chaperone with every 15 tickets purchased.

EXECUTIVE SUMMARY:
The Commission will receive a report on the Master Fee Schedule update for Fiscal
Year 2019-20 for the Parks and Community Services Department and make a
recommendation to the City Council regarding adoption of these fees.
STAFF RECOMMENDATION:
Receive the report and recommend approval of the fees to the City Council.
FINANCIAL IMPACT:
Fees proposed will be considered by the City Council for approval and be subsequently
factored into the FY 2019-20 Budget.
DESCRIPTION:
The Parks and Community Services Department (PCS) offers a multitude of facility
space for rental use; programs and activities in the areas of aquatics, sports, youth and
senior programs to support the Dublin community’s quality of life. PCS, which is
primarily supported by the General Fund, offsets the costs of these activities largely
through fees.
On an annual basis, Staff undertakes a review of current expenditures and rev enues of
the various Department programs to assess whether fee adjustments are needed in
order to maintain service levels. Based on these findings and a market survey of
comparable programs and activities in the local area, fee proposals are adjusted
accordingly.
The proposed Master Fee Schedule (Attachment 1) provides a list of current and
proposed PCS fees. Fees are primarily adjusted to keep up with direct costs of the

program to maintain a high level of service for the program (staffing, supplies , facilities,
etc.), and to provide regular maintenance and improvements services where needed. In
addition, the program may be restructured to reflect customer feedback. Below is a
summary of the proposed adjustments for Fiscal Year 2019-20.
Facility Rentals, Preschool, Senior Center, and Sports
Facility Attendant Hourly Fee
Staff is proposing updating the Facility Attendant hourly fee to cover the direct cost s for
Facility Attendant services. The state minimum wage increased by $1.00 this year. The
current Facility Attendant hourly fee is a fixed rate that does not reflect current wages.

Heritage Park and Museums Six-Hour Rental Package
Staff is proposing the elimination of the requirement for a six-hour rental package
between May and September. This would allow renters to rent the rooms for the hours
needed, rather than being held to a six-hour minimum requirement. Staff is also
proposing to eliminate included use of the picnic area with a Sunday School Barn rental
as it is not always needed in tandem with Sunday School Barn rentals. Instead, the
picnic area could be rented out separately to persons with specific needs for a picnic
site.

Bocce Ball Adult Coed League
The Adult Bocce Ball League season is being restructured to one 10 – 12-week summer
season rather than two 8-week seasons (spring and summer). The summer season
has historically been the most popular season attracting the most attendees while the
spring season typically has fewer attendees which has resulted in multiple league
cancellations. One longer season is expected to result in a greater number of team
registrations overall.

Trips and Tours
The trips and tours program is being restructured to include a contracted program which
offers an enhanced experience that may include tour guide services, lunch, admission
fees, and souvenirs. With a contracted program, the fees are largely determined by the
contractor based on a variety of factors, including location, tour fees, a nd program
inclusions. With a contracted program, a portion of the fees are paid directly to the
contractor. Fees for the Trips and Tours program are for both resident and non-resident
participants.

Family Waterpark Pass
Staff is proposing the introduction of a Family Waterpark Pass for Dublin residents. The
pass allows four family members to purchase unlimited entries to the Waterpark during

$75 per youth) if their family number is smaller or larger than four.

Earth Burial Interment Fee
City staff facilitates and coordinates both crematory and ea rth burials at the City-
operated Dublin Pioneer Cemetery. Current fees for earth burials do not cover the
direct costs of the labor required for this service and result in being subsidized by the
City’s General Fund. Staff is proposing increasing the fee to increase cost recovery of
direct costs for contracted labor to provide this service.

Community Group Event Permit Fee
Staff is proposing a new base fee for community group events on City-owned property.
This fee will help recover a portion of Staff expenses associated with reviewing
applications and providing guidance and coordination for these large community-based
events on City-owned outdoor properties. Staff benchmarked this fee with neighboring
communities ranging from no cost to $600 per event. Community Groups hosting
events that require police, parks or maintenance costs during the event provided by the
City will pay the actual costs of those services.

Naming Suggestions for "Tassajara Hills Neighborhood Park"

EXECUTIVE SUMMARY:
The Commission will consider names for a new neighborhood park located in the
Tassajara Hills residential housing development.
STAFF RECOMMENDATION:
Recommend one (1) name for City Council consideration.

DESCRIPTION:
The Tassajara Hills neighborhood park is located in the Tassajara Hills (formerly Moller
Ranch) Development, a residential subdivision near the northwest end of Tassajara
Road. The design and construction of this 1.08-acre park is being funded through park
credits by the subdivision’s Developer, Toll CA III L.P.
After soliciting public input through surveys and public meetings, Staff presented the
conceptual designs for the park to the Parks and Community Services Commission on
August 20 and September 17, 2018. The Commission’s preferred conceptual design ,
with the inclusion of butterfly themed play equipment, was approved by the City Council
on November 8, 2018 (Attachment 1).
The park offers the following amenities:
• Play Areas
• Picnic Areas
• Stepped Amphitheater
• Butterfly Garden
• Shade Sails

• Walking Path
The City’s Park Naming Policy allows for public input on park naming suggestions, after
which the top ranked names are presented to the Parks and Community Services
Commission for consideration and recommendation to the City Council. An online
survey was used to solicit input from the public for potential names for the park. The
survey was available for approximately three weeks, from February 26 through March
17, 2018. The survey was advertised by way of the City’s website and newsflash
features, and social media. A total of 62 persons responded to the survey. The survey
provided an image of the conceptual design and list of amenities , and respondents were
able to rank a list of suggested names and were given the option of suggesting
additional names.
As a general guideline, names for the park should reflect the following considerations:
• Geographic location and characteristics
• Landscaping, topography, natural features
• Design amenities or features
• Historical significance
• Recognition of a significant contributor to the advancement of the City
• Land or area is traditionally known as...
• Adjoining neighborhood, area or street
The following three names received the highest survey rankings from the online public
survey:
• Tassajara Ranch Park
• Moller Ranch Park
• Butterfly Knoll Park
Staff request that the Parks and Community Services Commission choose one park
name for City Council consideration, which is scheduled to be presented to the City
Council in May 2019.
Construction documents for the park are currently being prepared with construction
scheduled to be completed in spring 2020.
