The meeting was called to order at 7:00 PM by Commission Chair Grier. 1. Written Communication – None DUBLIN PLANNING COMMISSION MINUTES 2 REGULAR MEETING APRIL 26, 2022 6. Public Hearing – 6.1 Inspiration Drive Memory Care and Assisted Living Projects (PLPA-2020- 00044 and PLPA-2020-00045) Kristie Wheeler, Assistant Community Development Director, introduced Amy Million, Principal Planner. Amy Million, Principal Planner, provided a presentation and responded to questions. Steve Ring, Applicant with Fulcrum Development, provided a presentation and responded to questions. Chair Grier opened the public hearing. Jordan Bishop, Assistant City Attorney, provided comment. Chair Grier closed the public hearing. DUBLIN PLANNING COMMISSION MINUTES 3 REGULAR MEETING APRIL 26, 2022 Commissioners asked further questions and deliberated. On a motion by Commissioner Benson, seconded by Commissioner Tyer, the Planning Commission approved staff’s recommendation regarding the Inspiration Drive Memory Care Project and adopted: RESOLUTION NO. 22-04 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF DUBLIN RECOMMENDING THAT THE CITY COUNCIL ADOPT A SUPPLEMENTAL MITIGATED NEGATIVE DECLARATION AND APPROVE AN AMENDMENT TO THE ZONING MAP, A PLANNED DEVELOPMENT ZONING DISTRICT WITH RELATED STAGE 1 AND STAGE 2 DEVELOPMENT PLAN, A SITE DEVELOPMENT REVIEW PERMIT, AND A STREET VACATION AND DISPOSITION OF PROPERTY RELATED TO THE INSPIRATION DRIVE MEMORY CARE PROJECT PLPA 2020-00044 (APN 941-0022-005-00) RESULT: ADOPTED [UNANIMOUS] MOVED BY: Dawn Benson SECOND: Renata Tyler AYES: Dawn Benson, Catheryn Grier, Renata Tyler, Janine Thalblum, Stephen Wright NOES: On a motion by Commissioner Thalblum, seconded by Commissioner Benson, the Planning Commission approved staff’s recommendation regarding the Inspiration Drive Assisted Living Project and adopted: DUBLIN PLANNING COMMISSION MINUTES 4 REGULAR MEETING APRIL 26, 2022 RESOLUTION NO. 22-05 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF DUBLIN RECOMMENDING THAT THE CITY COUNCIL ADOPT A SUPPLEMENTAL MITIGATED NEGATIVE DECLARATION, AND APPROVE AN AMENDMENT TO THE ZONING MAP, AMENDMENTS TO PLANNED DEVELOPMENT ORDINANCE NO. 07- 03 FOR THE VALLEY CHRISTIAN CENTER, A PLANNED DEVELOPMENT ZONING DISTRICT WITH RELATED STAGE 1 AND STAGE 2 DEVELOPMENT PLAN, A SITE DEVELOPMENT REVIEW PERMIT, AND TENTATIVE PARCEL MAP NO. 11241 RELATED TO THE INSPIRATION DRIVE ASSISTED LIVING PROJECT PLPA 2020-00045 (APN 941-0022-006-00) RESULT: ADOPTED [UNANIMOUS] MOVED BY: Janine Thalblum SECOND: Dawn Benson AYES: Dawn Benson, Catheryn Grier, Renata Tyler, Janine Thalblum, Stephen Wright 7. Unfinished Business – 7.1 Draft 2023-2031 Housing Element Kristie Wheeler, Assistant Community Development Director, introduced Michael Cass, Principal Planner. Michael Cass, Principal Planner, provided a presentation and responded to questions. Commissioners asked questions and provided comments. Ines Galmiche, consultant with Kimley-Horn, responded questions posed by the Commissioners. Chair Grier asked if there were any members of the public that would like to provide public comment. DUBLIN PLANNING COMMISSION MINUTES 5 REGULAR MEETING APRIL 26, 2022 Shawn Costello provided public comment. On a motion by Commissioner Thalblum, seconded by Commissioner Tyler, the Planning Commission approved staff’s recommendation and adopted: RESOLUTION NO. 22-06 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF DUBLIN RECOMMENDING THAT THE CITY COUNCIL DIRECT STAFF TO SUBMIT THE DRAFT 2023 – 2031 HOUSING ELEMENT TO THE CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT FOR REVIEW RESULT: ADOPTED [UNANIMOUS] MOVED BY: Janine Thalblum SECOND: Renata Tyler AYES: Dawn Benson, Catheryn Grier, Renata Tyler, Janine Thalblum, Stephen Wright 8. New Business - None 9. Other Business Kristie Wheeler, Assistant Community Development Director, informed the Planning Commissioners that the next meeting is on May 10, 2022, and that there is one item on the agenda. She also informed the Commissioners that she will not be attending the next meeting, but the Community Development Director will be there in her place. 10.
