The Parks & Community Services Commission may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the Recording Secretary’s Office related to the proper procedure to place an item on a future Parks & Community Services Commission agenda. The exceptions under which the Parks & Community Services Commission MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 3. Commission Representative to Serve on Dog Park Replacement Art Selection Committee The Parks and Community Services Commission will consider selection of a Commissioner to serve on the Public Art Selection Committee for replacement public art piece for the Dougherty Hills Dog Park. STAFF RECOMMENDATION: Select a Commission member and alternate to serve on the Public Art Selection Committee for a replacement public art piece for the Dougherty Hills Dog Park. 8. The meeting was called to order at 7:00 PM, by Parks & Community Services Commission Chair Michelle Smith McDonald. 1. Call to Order and Pledge of Allegiance Commissioner Michelle Smith McDonald: Present, Commissioner Philip Tucker: Present, Commissioner Matthew Giller: Present, Commissioner Tom Madigan: Present, Commissioner Nicole Butler: Present. Chair Smith McDonald led the Pledge of Allegiance. 2. Oral Communications 2.1. Public Comment None. 3. Consent Calendar 3.1. Approval of the minutes of the January 22, 2018 Special Meeting of the Parks & Community Services Commission. On a motion by Cm. Madigan, seconded by Cm. Tucker, and by a vote of 5-0-0, the Commission took the following action: ACTION: Approved the minutes of the January 22, 2018 Special Meeting. 3.2. Approve the minutes of the March 8, 2018 Special Joint Meeting of the Heritage and Cultural Arts Commission and the Parks and Community Services Commission. On a motion by Cm. Butler, seconded by Cm. Winter 2018 Quarterly Report Recreation Manager, Ms. Lisa McPherson, presented the specifics of the Recreation and Leisure, Family Services, Preschool, Sports Programs, Senior Center, Special Events and Youth Fee Assistance Program items as outlined in the Staff Report. The Commission asked questions about the selection process for Youth Basketball participants and coaches. Ms. McPherson explained that Jamborees are held to assist in forming leagues to ensure no team is heavily weighted with stronger, more skilled players. She then stated the City uses Bay Allen to train the coaches. The Commission inquired about the various contracted sports programs offered by the City, specifically whether Skyhawks was a clinic. Ms. McPherson responded that Skyhawks is not a clinic, but a contracted class offered through the City. The Commission asked questions regarding the Youth Fee Assistance Program (YFAP), how the City solicits funding, whether the City promotes for donations, if the existing donation money covers the expenses of the current participant level and whether there's advertising in the Activity Guide for the program. Ms. McPherson responded that at this time, the City doesn't solicit grants from large local companies (Workday, Oracle, etc.), but that is something Staff can 3.1.a Packet Pg. 5 Attachment: 1. She then explained the City has a brochure, as well as utilizing the City website and quarterly Activity Guides, to advertise both the Senior Fee Assistance Program (SFAP) and the YFAP program. She also stated the City is currently meeting the needs of the level of participants, while having reserve funds. Cm. Butler responded that the Youth Advisory Committee (YAC) also promotes the YFAP program through the YAC booths at various City events. She then stated there's a lot of interest amongst the high school students to volunteer at the Senior Center and it would help to capitalize on that interest by doing additional outreach through Leadership classes and various school clubs. The Commission asked why so many Recreation and Leisure classes had been cancelled due to low enrollment. Ms. McPherson explained that Dublin Partners in Education (DPIE) offers many of the same classes as the City, which makes it easier for parents to enroll their children in classes offered on school campuses directly after school. Parks and Community Services Assistant Director, Ms. Micki Cronin, presented the specifics of the Aquatic (W ave) Programs items as outlined in the Staff Report. The Commission asked questions regarding the current food options. Ms. Cronin explained that the concession stand just received final approval and Staff is currently hiring staff to run concessions, with a test run scheduled for Wednesday, May 23, 2018. The Commission inquired whether the attendance numbers for the year matched what was anticipated and about the attendance for Aqua Zumba. Ms. Cronin explained that since The Wave hasn't officially been open a full year, there's no way to compare the attendance numbers. She also explained that less classes are offered because of cold weather. She stated another Aqua Zumba class was added and there's hopes of offering more. ACTION: The Commission received the Report. 7.2. Master Fee Schedule for Parks and Community Services Department Programs and Services Recreation Manager, Ms. Lisa McPherson, presented the specifics of the items as outlined in the Staff Report. 3.1.a Packet Pg. 6 Attachment: 1. Ms. McPherson responded that passes are being offered to children under the age of two, as well as over 40" and under 40" The Commission asked if the passes were all-day passes or whether there were restrictions. Assistant Parks and Community Services Director, Ms. Micki Cronin, responded that City Council had already approved season passes, to be offered Monday through Thursday, to residents only. The Commission inquired if the passes were $75 for the season. Ms. Cronin answered yes, the passes are $75 for the season, for residents only. The Commission asked how the recovery rate compares to previous years. Management Analyst I, Rhonda Franklin, responded that the cost recovery rate is between 50-65% and is on an upswing, while trying to cover both direct and indirect cost, yet is in line with aggregate cost for most programs. The Commission asked about the varying fee structures for The Wave. Ms. Cronin responded that children under age two have a structure, where height and weight will determine who can go down the slides, based on whether an individual is over 40" or under 40". She stated the reason for the varying fee structure is based upon the park experience, not what you decide to do once inside the park. ACTION: The Commission received the Report. 8. May 21, 2018 Draft Minutes (Parks & Community Services Commission Meeting Minutes of May 21, 2018) Page 1 of 2 STAFF REPORT PARKS & COMMUNITY SERVICES COMMISSION DATE: June 18, 2018 TO: Honorable Chair and Commissioners FROM: Colleen Tribby, Interim Parks & Community Services Director SUBJECT: Commission Representative to Serve on Dog Park Replacement Art Selection Committee Prepared by: Tegan McLane, Cultural Arts and Heritage Manager EXECUTIVE SUMMARY: The Parks and Community Services Commission will consider selection of a Commissioner to serve on the Public Art Selection Committee for repl acement public art piece for the Dougherty Hills Dog Park. STAFF RECOMMENDATION: Select a Commission member and alternate to serve on the Public Art Selection Committee for a replacement public art piece for the Dougherty Hills Dog Park. FINANCIAL IMPACT: Funding for this public art project was adopted by City Council on May 15, 2018, as part of the Five-Year Capital Improvement Program, as the Public Art- Dog Park Art Replacement Project. The project is valued at $26,680. The funding source is the Public Art Fund. DESCRIPTION: At its October 17, 2017 meeting, the City Council deaccessioned public artwork at the Dougherty Hills Dog Park, which had deteriorated beyond the point of repair, and directed Staff to begin the selection process for a replacement artwork more suitable to the environmental conditions of a dog park, with an anticipated installation date of Spring 2019. As allowed by City of Dublin’s Public Art Master Plan, the City will use an open call selection method. Artists will be chosen for invitation to create a site-specific proposal by an ad-hoc Public Art Selection Committee, consisting of five members with an alternate for each individual role. This Committee will reconvene at a later date to evaluate proposals and recommend a design t o the Heritage and Cultural Arts Commission. 7.1 Packet Pg. 9 Page 2 of 2 Additional members of the Public Art Selection Committee will include: • One representative from the Heritage and Cultural Arts Commission, selected at the May 10 meeting; Three Dublin residents, preferably dog owners, will be chosen from a list of individuals who previously answered calls for volunteers to serve on public art selection committees. The three will be selected from the interest list by Staff, with an eye toward diversity on the Public Art Selection Committee and dog ownership. In the event that those on the existing list are unable to serve, a specific call for “dog owners with an interest in art” will be issued for this project. Staff anticipates the time commitment for the members of this committee to be limited to two evening meetings - one in late summer and one in fall.
