MEETING PROCEDURE DURING CORONAVIRUS (COVID-19) OUTBREAK:
• In keeping with the guidelines provided by the State of California and Alameda County
Department of Public Health regarding gatherings during the coronavirus (COVID-19)
outbreak, and recommendations to follow social distancing procedures, the City of
Dublin will adopt the following practices during upcoming commission meetings:

Zoom Video Communications.

• The meeting will begin at 7:00 p.m.
• Online speaker slips will be available at www.dublin.ca.gov, and the public will be able
to call in using a computer/or smart phone via a link which will be provided following
submission of a speaker slip. A telephonic option will also be available.
• Once connected, the public speaker will be placed in an on-line waiting room. While in
the waiting room, the public speaker will hear the meeting while they are connected and
waiting to speak.
• When the agenda item upon which the individual would like to comment is addressed,
the speaker will be announced in the meeting when it is his/her time to speak to the
committee. The speaker will then be moved to the meeting for comment.

to place an item on a future Heritage & Cultural Arts Commission agenda. The exceptions under which the

7.1. Selection of Poet Laureate and City Historian
The Heritage and Cultural Arts Commission will recommend a City Historian to the
Mayor-elect.
STAFF RECOMMENDATION:
Provide recommendations to the Mayor for candidates to serve as City Historian for
the City of Dublin.
7.2. 2020 Heritage Park and Museums Annual Report
Staff will provide a presentation including information and statistics on exhibits,
collection, special events, activities, visitors, tours, volunteer efforts, and additional
facility usage that took place at Heritage Park and Museums and Dublin Camp Parks
Military History Center in 2020.
STAFF RECOMMENDATION:
Receive the presentation.

EXECUTIVE SUMMARY:
The Heritage and Cultural Arts Commission will receive a report on Cultural Arts and
Heritage Division activities conducted in November 2020.
STAFF RECOMMENDATION:

FINANCIAL IMPACT:
None.
DESCRIPTION:
In accordance with guidance from County and State officials to prevent the spread of
COVID-19, the City closed most facilities and cancelled many programs and activities
from March 17 through November.
HERITAGE PARK ACTIVITIES
Heritage Park and Museums Exhibits
After re-opening in October, indoor museums were ordered to close back down
beginning November 18 due to orders given by the Alameda County Health Officer.
While the museum was open, 25 patrons visited during open hours of 3:00 PM to 5:00
PM Monday - Thursday, and Saturday 1:00 PM to 4:00 PM.
Along with the “The Journey” permanent exhibit in the Murray School House, the small
classroom has a temporary exhibit that includes historic heritage photos, signs, and
other miscellaneous collection items.
Dublin Camp Parks Military Exhibits
After re-opening in October, the Dublin Camp Parks Military History Center was closed

beginning November 18th because of orders given by the Alameda County Health
Officer. During this time three guests signed the visitor guest book for the month of
November.
Along with the permanent exhibit, a temporary exhibit, the “75th Anniversary of Victory in
Europe (V-E) Day” is scheduled to be on display until March 2021. It looks at the end of
World War II through the objects, photographs, and writings of those who participated in
the war and spent time at Fleet City (Camp Parks, Camp Shoemaker, Shoemaker Naval
Hospital).
VIRTUAL RECREATION CENTER
On April 7, 2020, the City launched a Virtual Recreation Center since most in-person
activities were not allowed during the County Shelter-in-Place. Heritage Park and
Museums contributed five short videos:
• Introduction of the park briefly describing the amenities of the park.
• Tour of the Murray School House Museum and “The Journey” exhibit.
• Tour of the Kolb House and a brief description of the family history and
architecture of the house.
• Tour of St. Raymond’s Church with a brief introduction of the Dublin Cemetery.
• Tour and informational video of Dublin Camp Parks Military History Center.
These videos are a great way for the public to enjoy the site during the pandemic and
allow for those out of the area to tour these facilities. These four videos have been
viewed over 770 times combined through the end of November.
SPECIAL EVENTS
The City of Dublin did not host any special events in the month of November. Staff
spent this time soliciting sponsorships and preparing for the Santa Drive-thru Meet and
Greet held on Saturday, December 5, 2020, in the Civic Center Parking lot and the
Imagine Playground at Dublin Sports Grounds grand opening event planned for
Saturday, December 12, 2020. The latter event may be modified or postponed due to
County guidelines.

The Heritage and Cultural Arts Commission will recommend a City Historian to the
Mayor-elect.
STAFF RECOMMENDATION:
Provide recommendations to the Mayor for candidates to serve as City Historian for the
City of Dublin.
FINANCIAL IMPACT:

DESCRIPTION:
In 2007, the City Council approved the creation of the honorary volunteer positions of
Poet Laureate and City Historian with the first volunteers appointed to the positions in
2008.
At its November 3, 2020 meeting, the City Council approved updated policies
(Attachment 1) governing the positions of Poet Laureate and City Historian. Using the
updated policies, Staff recruited for both positions beginning Monday, November 9,
2020. The recruitments closed on Friday, November 27, 2020.
No applications were received for the Poet Laureate. Should future interest in the
position be expressed, Staff will revisit the program at that time.
Two applications were submitted for City Historian (Attachment 2). Staff is requesting
that the Commission review these and recommend at least one of them to the Mayor,
who will recommend one for appointment by the City Council at the January 12, 2021
meeting.

Poet Laureate and City Historian.

Historian.

DESCRIPTION:
On November 20, 2007, the City Council approved the creation of the honorary,
volunteer positions of Poet Laureate and City Historian.
The first Poet Laureate (Ronnie Holland) was appointed in 2008, and the second
Jonnie McCoy Howell) in 2010. In 2012, there were no applicants and the program was
suspended by the City Council, with plans to develop other activities to engage the
public in advancement of literary arts. Thereafter, several poetry contests and literary
events were offered by the City, but they did not generate much participation. No Poet
Laureate program currently exists.
The first City Historian (Georgean Vonheeder-Leopold) was appointed in 2008.
Georgean was re-appointed in 2010 and 2012, with the 2012 the term ending June 30,
2014. Although Georgean has continued to act in the roll of City Historian following the
term ending in June 2014, a process to formally appoint someone to the vacancy has
not been conducted.
Recently, the City has received requests from the community to re-initiate these

programs. Staff has made slight changes to the guiding policies for the Poet Laureate
and City Historian, described in this Staff Report.
Poet Laureate
Overview
The Poet Laureate serves as a public advocate for the appreciation and advancement
of literary arts in the City of Dublin.
Duties
Create and read poetry for civic events, public ceremonies, and dedications, as
coordinated through City Staff.
Serve as a resource to Staff, the City Council, and the Commission; may act as a
liaison between the City and local schools, literary organizations, and bookstores.
Assist with the development of classes and workshops devoted to poetry;
potentially coordinate and participate in staged poetry readings.
On an annual basis, have at least one original poem displayed in a City facility.
Qualifications
Be a Dublin resident; at least 18 years old.
Be the author of published poetry or be willing to publish poetry during the term if
selected.
Be ready to serve a two-year term with no compensation.
Affiliation with literary organizations is preferred but not necessary for
appointment to the position.
Service Term
The selected Poet Laureate will serve a term of two years, beginning with City Council
appointment at a public meeting in January 2021. A term may be renewed upon
submittal of a new application, unless or until a new Poet Laureate applies and is
appointed. A Poet Laureate shall be limited to four two-year terms.
Application Process
Between October and December of the year prior to the formal appointment by the City
Council, applicants will be required to submit the following:
An application.
A letter of interest, including what the applicant would like to accomplish if
selected as Dublin’s Poet Laureate.
Two original poems.
A resume including a list of published poetry or other evidence of a body of
original work (published or unpublished).
Attend a scheduled Commission meeting to read one original poem to
commission.
Selection Process
If more than two applications are received, a Selection Committee coordinated by the
Heritage and Cultural Arts Manager will review all applications and submit the top two
choices to the Heritage and Cultural Arts Commission for final recommendation. The
Selection Committee could include:

Local creative writing professional or instructor
City Staff person appointed by the City Manager’s Office (e.g., Heritage and
Cultural Arts Manager or Parks and Community Services Director)
The Heritage and Cultural Arts Commission will present their preferred Poet Laureate to
the Mayor for recommendation to the City Council. Following City Council approval, the
Poet Laureate will formally begin the two -year term in January of each appointment
year.
City Historian
Overview
The City Historian will assist researchers, students, librarians, and members of the
public and press in accessing resources for historical information.
Duties
Maintain, add to, and facilitate access to City historical records.
Respond to inquiries regarding the City’s past.
Serve as a resource to Staff, the City Council, and the Heritage and Cultural Arts
Commission; may act as a liaison between the Commission and local schools,
genealogical groups, and members of the media and the public.
Qualifications
A demonstrated interest in the history of the City of Dublin, including participation
in City Commissions, Committees, and other activities.
A demonstrated ability to maintain records.
Skilled in public speaking.
Service Term
The selected City Historian will serve a term of four years, beginning with City Council
appointment at a public meeting in January 2021. A term may be renewed, upon
submittal of a new application, unless or until a new City Historian applies and is
appointed.
Application Process

applicants to the Mayor. The Mayor will recommend final appointment for approval by
the City Council, with the City Historian formally beginning the four-year term in January

Heritage & Cultural Arts Commission Review
At its October 8, 2020 regular meeting, the Heritage & Cultural Arts Commission
reviewed the proposed guiding policies and voted unanimously to recommend them to
the City Council for approval.
Upon approval by the City Council, Staff will begin the process for new appointments to
be made in January 2021.

A copy of this report has been provided to the current Acting City Historian. Upon City
Council approval of these procedures, Staff will advertise the honorary positions via the
City website and other local media outlets.

Studied, researched, wrote, and presented to over 40 audiences on political, social,
military, and economic history with an emphasis on the Dublin, CA; Tri-Valley
(Livermore, Amador, San Ramon valleys), and San Francisco Bay Areas. Conducted
research at Bancroft Library, California Historical Society, US National Archives
(Burlingame, CA), Library of Congress, California State Archives, Sacramento County
Archives, and numerous local history archives and libraries throughout the San
Francisco Bay area.

Researched and wrote books, articles, book reviews, webpages, and social media posts
on many historical topics. Examples include the books Dublin, California: A Short
History and Dublin and the Tri-Valley: The World War II Years. Wrote webpage
material including Fleet City and World War II: Camp Parks, Camp Shoemaker and
Naval Hospital Shoemaker for the California State Military Museum and Murray
School District and Dublin Unified School District Chronology for the Dublin Unified
School District.

Researched and presented historical topics at venues including Firehouse Theater
(Pleasanton, CA), TV-30, Mercury News, YouTube, and many historic and civic groups.
Examples include presentations to the Dublin Rotary, Tri-Valley Rotary, Dublin Lions,

the Alameda County Sheriff’s Archive Santa Rita collection. The items included
photographs, clothing, tools, furnishings, and equipment from the 19th through 20th
centuries.

City Historian Overview
The City Historian will assist researchers, students, librarians, and members of the public and press in accessing resources for
historical information.
Duties
• Maintain, add to, and facilitate access to City historical records. • Respond to inquiries regarding the City’s past. •
Serve as a resource to Staff, the City Council, and the Heritage and Cultural Arts Commission; may act as a liaison between the
Commission and local schools, genealogical groups, and members of the media and the public.
Qualifications
• Be a Dublin resident; at least 18 years old. • A demonstrated interest in the history of the City of Dublin, including
participation in City Commissions, Committees, and other activities. • A demonstrated ability to maintain records. • Skilled
in public speaking.
Service Term
The selected City Historian will serve a term of four years, beginning with City Council appointment at a public meeting in
January 2021. A term may be renewed, upon submittal of a new application, unless or until a new City Historian applies and is
appointed.
Selection Process
Review of applications and selection of the City Historian will be recommended by the Heritage and Cultural Arts Commission,
who will put forward a maximum of two applicants to the Mayor. The Mayor will recommend final appointment for approval by the
City Council, with the City Historian formally beginning the four-year term in January of each appointment year.

Dear friends of Dublin,
As a proud resident of Dublin for nearly twenty-five years, I was excited to see that the position
of City of Dublin Historian was available. As a state, California has a rich and varied history, and
cities like Dublin build on that history even further, adding their own interesting stories. These
unique historical events should be protected, preserved, and catalogued to keep that history
alive.
With a formal education and professional background in computer science and data processing,
I have a passion for organization and structure. I would like to apply that passion for order to
our city’s historical archives, ensuring that the information we have is fortified to survive for
generations to come. I would also like to continue to enhance our infrastructure to make that
information even more freely and easily available to all interested parties. This effort would
facilitate a broader awareness of our city’s history, especially with the massive influx of new
residents over the last couple of decades. The broader availability of historical data would also
be a wonderful research aid for genealogists.
The city of Dublin is filled with friendly, genuine people, and continues to become more diverse
every day. I have enjoyed volunteering for events hosted by Dublin Partners In Education, and
have helped with website design and development for the Dublin Chamber of Commerce,
Valley Children’s Museum, and the Dublin Unified School District, where both of my children
attended elementary, middle, and high school. I am also on the board of the Dublin Sister City
Association and take great pleasure in maintaining our strong ties with Bray, Ireland.

School District to lead a district-wide website refresh and migration in 2008.
I have been a frequent volunteer for the Dublin Chamber of Commerce, helping with events and website

EXECUTIVE SUMMARY:
Staff will provide a presentation including information and statistics on exhibits,
collection, special events, activities, visitors, tours, volunteer efforts, and additional
facility usage that took place at Heritage Park and Museums and Dublin Camp Parks
Military History Center in 2020.
STAFF RECOMMENDATION:

FINANCIAL IMPACT:

DESCRIPTION:
Dublin’s Heritage Park and Museums provides a beautiful environment to walk, picnic,
play, and explore Dublin’s past. Historic buildings preserved within the park include
Murray Schoolhouse, Old St. Raymond Church, Dublin’s Pioneer Cemetery, and the
Kolb Family ranch house, barns, and outbuildings. The historic Murray Schoolhouse is
home to a permanent exhibit that allows visitors to follow the journey of Dublin’s settlers
as they travel from Ireland, arrive in New York, and eventually make their way across
the great plains, arriving in Dublin in 1846.
Dublin Camp Parks Military History Center is also included with Dublin’s heritage
attractions. The history center contains a permanent exhibit detailing how the arrival of
the military contributed to Dublin’s transformation from a small farming community to the
City it is today. The facility is jointly operated by the City of Dublin and Parks Reserve
Forces Training Area.
