In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Heritage & Cultural Arts Commission may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the Recording Secretary’s Office related to the proper procedure to place an item on a future Heritage & Cultural Arts Commission agenda. The exceptions under which the Heritage & Cultural Arts Commission MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 3. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the Heritage & Cultural Arts Commission with one single action. January 2020 Heritage and Cultural Arts Division Monthly Report The Heritage and Cultural Arts Commission will receive a report on the Heritage and Cultural Arts Division activities conducted in January 2020. Heritage and Cultural Arts Commission Meeting Minutes of January 9, 2020 The Heritage and Cultural Arts Commission will consider approval of the minutes of the January 9, 2020 meeting. Review of Conceptual Design of the Cultural Arts Center Project The Heritage and Cultural Arts Commission will receive a presentation from Group 4 Architecture Research and Planning, Inc., the City's consultant for the Cultural Arts Center project. STAFF RECOMMENDATION: Recommend a conceptual design to the City Council. This AGENDA is posted in accordance with Government Code Section 54954.2(a) If requested, pursuant to Government Code Section 54953.2, th is agenda shall be made available in appropriate alternative formats to persons with a disability, as required by Section 202 of the Americans with Disabilities Act of 1990 (42 U.S.C. Section 12132), and the federal rules and regulations adopted in impleme ntation thereof. Page 1 of 2 STAFF REPORT HERITAGE & CULTURAL ARTS COMMISSION DATE: February 13, 2020 TO: Honorable Chair and Commissioners FROM: La Shawn Butler, Parks & Community Services Director SUBJECT: January 2020 Heritage and Cultural Arts Division Monthly Report Prepared by: Shaun Chilkotowsky, Heritage & Cultural Arts Manager EXECUTIVE SUMMARY: The Heritage and Cultural Arts Commission will receive a report on the Heritage and Cultural Arts Division activities conducted in January 2020. STAFF RECOMMENDATION: Receive the report. FINANCIAL IMPACT: None. DESCRIPTION: HERITAGE PARK ACTIVITIES Heritage Park and Museums Exhibits The “Toys and Games Through Time” exhibit continued in the Little Classroom of Murray School House. The exhibit will be on display until March 29, 2020. Dublin Camp Parks Military Exhibits The “Fall Sports at Camp Parks” exhibit continued at the Dublin Camp Parks Military History Center. The exhibit will be on display until February 25, 2020. Events On January 4, 2020, four children participated in the Hands-on-History event at Heritage Park. Participants had the opportunity to make an old fashion beaded necklace or a corn husk doll and tour the museums. 3.1 Packet Pg. 3 Page 2 of 2 Tours On January 11, 2020, a group of 20 young adults from Cultural Care Au Pair visited Heritage Park and Museums. The group participated in a guided tour of the park grounds, cemetery, Old Saint Raymond’s Church, the Kolb House, and the Murray School House. Heritage Music Jam This ongoing drop-in program on Tuesday evenings had 24 musicians participate in January. Museum Collections Staff completed the transcription of Virginia Bennet’s notes on Dublin History which formed the basis of the book Dublin Reflection, and added them to the collection. The transcriptions are now available for research in a City-maintained database. Rentals Heritage Park had two rentals in January at the Heritage Park Kolb Barn. SPECIAL EVENTS On January 14, 2020, the City hosted a Sponsor Appreciation Event to show gratitude to City sponsors who play a critical role in City programs and events. In the 2019 calendar year, the City received over $180,000 in cash and in-kind sponsorships. While a large portion of this is specific to the Parks and Community Services Department, other City departments/divisions including Police Services and Environmental Services also received sponsorships. PUBLIC ART The grand opening of the Public Safety Complex is scheduled for February 22, 2020. The event will kick off at 11:00am with a dedication ceremony and unveiling of the art piece “Ribbon”, by Gordon Huether. Following the dedication ceremony, public tours of the Public Safety Complex will run until 2:00pm. NOTICING REQUIREMENTS/PUBLIC OUTREACH: None. Other Business Cm. Wolski provided an update on activities of the Dublin Art Collective and the Holiday Boutique held on December 10th, and asked for ideas on how to utilize vacant commercial space to show art. Iharosi suggested that the Holiday Home decorating contest be brought in front of the Heritage & Cultural Arts Commission in the future. 9. STAFF RECOMMENDATION: Recommend a conceptual design to the City Council. FINANCIAL IMPACT: The Cultural Arts Center Project (CIP No. GI0120) is currently budgeted at $5,756,800 as provided for in the 2020-2025 Capital Improvement Program, funded by Public Facility Fees. DESCRIPTION: Background The creation of a Cultural Arts Center in Dublin has been included in the City’s Parks and Recreation Master Plan, with the City collecting fees from development as part of its Public Facilities Fee program to cover the expense of facility construction. The future home of the Cultural Arts Center will occupy approximately 13,500 square feet of what is currently the Police Services wing of the Civic Center. In October 2019, the City Council approved an agreement with Group 4 Architecture Research and Planning, Inc. (Group 4), to develop the Police Services wing into a Cultural Arts Center. Elements of the Cultural Arts Center 10.1 Packet Pg. 9 Page 2 of 2 Based on the previously conducted studies, as well as input received during an update to the Parks and Recreation Master Plan, the following programmatic elements and spaces have been identified as desirable. Black Box Theatre Music Studio Dance Studio Gallery Space Art/Multi-Use Classroom Space Design At its meeting on December 12, 2019, the Heritage and Cultural Arts Commission received a presentation that included two different bubble diagrams showing proposed facility layouts. The presentation also included options on design values. At this meeting, the Commission provided feedback that included the incorporation of dedicated gallery space and which design values should be considered. On January 25, 2020, City staff and Group 4 hosted a community workshop at the Dublin Library to solicit feedback on programmatic elements, proposed floor layouts, and design values. Over 75 members of the public attended the workshop and provided input. At this workshop, a primary topic of discussion was the inclusion of a dedicated gallery space, with consensus among the participants that a dedicated gallery space should be included in the facility. Next Steps The Heritage and Cultural Arts Commission will hear a presentation by Group 4 on a final conceptual design that includes programmatic elements and interior design values and provide a recommendation to City Council for approval. A draft of the 1st floor bubble diagram is attached to this staff report (Attachment 1). A draft floor plan is also included as Attachment 2 to the staff report.
