7.1. Election of Officers
The Commissioners shall annually elect a Chairperson and Vice Chairperson per the
Bylaws and Rules of Procedure for the Parks and Community Services Commission.
STAFF RECOMMENDATION:
Conduct elections for Chairperson and Vice Chairperson for a one-year term.
7.2. Committee Assignments
The Parks and Community Services Commission will select members to serve on
various ad hoc Public Art Selection Committees.
STAFF RECOMMENDATION:
Select Commissioners to fill committee assignments as specified in the staff report.
8. OTHER BUSINESS
Brief information only reports from Commissioners and/or Staff, including committee reports and reports by

A Special Joint Meeting of the Parks & Community Services Commission and Heritage
& Cultural Arts Commission was held on Monday, January 28, 2019, in the Civic

7.1. Dublin Sports Grounds All-Abilities Playground Concept Design
Presentation
Ms. La Shawn Butler, Parks and Community Services Director, presented the
specifics of the item as outlined in the Staff Report.
Ms. Butler invited Melonie O'Sullivan of Gates & Associates and David Yosso of
Spec to the podium.
Ms. O'Sullivan provided details regarding the guiding principles in designing the
Dublin Sports Grounds All-Abilities Playground and the various types of
community outreach done to gather input about the th eme, types of amenities,
and other playground elements the community would like to incorporate into the
playground design. Ms. O'Sullivan then presented three design concepts, option
A - "Angles," option B - "Winding," option C - "Circles," along with another design
concept, "Preferred Concept B," which integrated all aspects that scored highest
with community members.
Mr. Yosso provided detailed information regarding specific play equipment
detailed in the "Preferred Concept B" playground design. This information
included the playground areas with net climbers, hammocks, a music zone, a big
structure with ramps and slides, free-standing rockers, a swing zone, a sand play
zone, age specific zones, a climbing dome, and fitness equipment.
Chair Smith McDonald thanked the presenters and opened the f loor for
Commissioners' questions.
The Commissioners asked various questions related to safety, equipment
durability, size of playground, foot traffic flow, restroom accessibility, and
equipment for older adults.
Ms. O'Sullivan and Mr. Yosso responded to each of the Commissioner's
questions.

Chair Smith McDonald invited Tegan McLane, Heritage and Cultural Arts
Manager, to present the specifics of the art piece included with the Dublin Sports
Grounds All-Abilities Playground design.
Ms. McLane provided the specifics of the art piece, "Conversation," by Barbara
Grygutis.
Chair Smith McDonald opened the floor for Commissioners' questions.
The Commissioners asked various questions related to design, materials used,
durability, safety, the possibilities for misuse, and maintenance.
Ms. McLane responded to each of the Commissioner's questions.
Chair Smith McDonald called on Ms. O'Sullivan and Mr. Yosso to go over the
color scheme options for the Dublin Sports Ground All-Abilities Playground.
Ms. O'Sullivan and Mr. Yosso presented two color scheme options. Option A
consisted of green and blue colors, while option B consisted of blue, yellow and
brown colors.
Chair Smith McDonald opened the floor for the Commission to discuss the color
scheme options for the Dublin Sports Grounds All-Abilities Playground and make
a motion for recommendation to City Council.
The Commission discussed the different color scheme aspects offered in option
A and option B.
Action:
On a motion by Cm. Bennett, seconded by Cm. Rudy, with Cm. Gabriell absent,
and by a vote of 12-0-0, the Heritage and Cultural Arts Commission and Parks
and Community Services Commission voted to recommend to City Council color
scheme option B for the Dublin Sports Grounds All-Abilities Playground.
Chair Smith McDonald opened the floor for the Commission to discu ss the
"Preferred Concept B" design of the Dublin Sports Grounds All-Abilities
Playground and make a motion for recommendation to City Council.
The Commission discussed the various playground amenities and elements
offered in the "Preferred Concept B" design.

On a motion by Cm. Rudy, seconded by Cm. Lau, with Cm. Gabriell absent, and
by a vote of 12-0-0, the Heritage and Cultural Arts Commission and Parks and
Community Services Commission voted to recommend to City Council the
"Preferred Concept B" design for the Dublin Sports Grounds All-Abilities
Playground.
Chair Smith McDonald opened the floor for the Commission to discuss the art
piece, "Conversation," for the Dublin Sports Grounds All-Abilities Playground and
make a motion for recommendation to City Council.
The Commission discussed certain features of the art piece.
Action:
On a motion by Cm. Rudy, seconded by Cm. Hakim, with Cm. Gabriell absent,
and by a vote of 12-0-0, the Heritage and Cultural Arts Commission and Parks
and Community Services Commission voted to recommend to City Council the
art piece, "Conversation," by Barbara Grygutis for the Dublin Sports Grounds All-
Abilities Playground.
7.2. Public Art Bi-Annual Update
Ms. McLane provided the specifics of the item as outlined in the Staff Report.
Ms. McLane gave the Commissioners an update on current public art projects.
Chair Smith McDonald opened the floor for Commissioner comments.
Cm. Minniear asked about the status of a past art project, "Dubliner."
Ms. McLane stated that a maintenance is in the process of being scheduled.
Seeing no other comments, Chair Smith McDonald closed the floor to comments.

EXECUTIVE SUMMARY:
The Commission will receive the Department Monthly Report on classes, activities, and
events conducted during the month of January 2019.

DESCRIPTION:
The Parks and Community Services Department strives to develop and implement
quality programs that strengthen community image, provide recreational experiences,
and encourage healthy lifestyles. This is accomplished by offering innovative
recreational and social activities and programs. Following is a summary of the classes,
activities, and events held in the month of January 2019.
ADMINISTRATIVE
During the month of January, Staff held Active Network implementation coordination
meetings with Finance and IT Department Staff. An Active Network representative
facilitated the meetings to gather initial information to begin the implementation process.
Staff continue to work with Active Network trainers and have established a timeline for
data entry, training, and further implementation. Data collection and entry will begin in
February and training for the new system will begin in March, with the Go Live date
slated for July 30, 2019.

Preschool Programs
Preschool Session III priority registration was conducted on Tuesday, January 29, 2019
with (40) 3-year old’s and (68) 4-year old’s enrolled on the first day. Session III ends
Friday, May 17, 2019.
Afterschool Programs
Afterschool Recreation and Student Union Session III priority registration was
conducted on Thursday, January 31, 2019 with a total of 311 registered on the first day.
Session III ends on Friday, May 31, 2019.
Youth Sports
Junior Warriors Youth Basketball Winter League began on Saturday, January 5, 2019
with 88 teams and 120 volunteer coaches. Teams play at Stager Community
Gymnasium, Wells Middle School, and Fallon Middle School. The season ends on
Saturday, March 2, 2019.
Dublin Senior Center
During the month of January, Dublin Senior Center attendance numbers were the
following:

Trips and Tours
To improve the Trips and Tours program, Staff created a survey to be
implemented in February, giving seniors an opportunity to convey thoughts on
past Trips and Tours offered, and to make suggestions for future offerings.
Services
On Tuesday, January 8 and January 15, free AARP Smart Drivers classes
were offered, with 10 in attendance.
• On Wednesday, January 9, a free workshop on Senior Scams was provided
by the Better Business Bureau.
• On Friday, January 11, free eye glass cleaning was provided by Kaiser.

Exhibits
The ongoing temporary exhibit "The Dublin Chamber of Commerce's First Fifty Years:
1968-2018," is on display in the Schoolhouse Museum's Little Classroom through March
2019.
SPECIAL EVENTS
On Tuesday, January 8, 2019, the City Council recognized City -wide sponsors in an
annual sponsor’s reception and recognition. Sponsors contributed over $175,000 in
cash sponsorships and $15,000 in in-kind sponsorships during 2018. Sponsorships help
offset the cost of producing City special events and operating City programs and
facilities. Prior to the City Council meeting that evening, sponsors were thanked by the
Mayor and members of the City Council, treated to a reception catered by Dublin High
School Culinary Academy and were presented with a token gift and packet containing
information about 2019 sponsorship opportunities. During the City Council meeting,
sponsors posed for a photo with the City Council.
WAVE
Natatorium Birthday Party Program
The Wave birthday party package during non-waterpark months consists of admission
to Recreational Swimming, reserved space in the Natatorium Viewing Area including
tables, chairs and room divider set up, pizza order and delivery, juice, birthday plates
and napkins, and a novelty item per paid guest.

Recreational Swimming
The Wave offered Recreational Swimming in the Natatoriu m on Fridays from 4:00 to
7:00 PM, and Saturdays and Sundays 12:30 to 4:00 PM. Recreational Swimming is for
all ages.

Swim Lessons
The Wave Swim School is open year-round in the Natatorium. Lessons are
programmed for beginning through advanced levels and are available for children ages
six months and older and adults. The Natatorium provides a comfortable indoor
swimming environment and was specifically designed as a teaching pool with three
teaching bays, a zero-depth gradually sloped ramp, and lap swim lane space. The
swim school curriculum is written and taught specifically for The Wave Swim School.

The Wave’s Fitness Swimming includes lap swimming for adults, Junior lap swimming

Aqua Zumba
Aqua Zumba is a fun exercise class to music in the water. The workout focus is on
cardio-conditioning and body-toning; increasing muscle strength, endurance building,
and flexibility. Aqua Zumba is offered on Saturdays at 8:30 AM.

Aqua Aerobics is a new low impact, easy paced fitness class which improves cardio
fitness, tones’ and sculpts. The class uses the natural resistance and buoyancy of water
against one’s body to provide a wide variety of conditioning activities with no impact on
joints. No swimming required. Aqua Aerobics is offered Mondays and Wednesdays,
7:00 PM – 7:50 PM.

DESCRIPTION:
At the October 15, 2018 meeting, the Parks and Community Services Commission
received a report and provided comments on the R equest For Proposals (RFP) for the
Parks and Recreation Master Plan Update.
The RFP was published on November 1, 2018 and proposals were due January 3,
2019. Seven firms submitted proposals which were reviewed by Staff from Public
Works, Community Development, and Parks and Community Services. Three firms
were selected for interviews and the firm of GreenPlay, LLC was selected as the
consultant for the project. GreenPlay was founded in 1999 and has worked with many
other cities on similar plans, including the cities of Covis, Encinitas, and Santee.
On February 19, 2019, the consultant agreement was approved by the City Council.
The project scope includes the following components:
• Public Meetings
• Focus Groups
• Stakeholder Interviews
• Community Survey

The project is expected to get underway in late February 2019 and be completed by the

DESCRIPTION:
Since opening in April 2003, funding for the Dublin Public Library has been a
partnership between Alameda County Library and the City of Dublin. The Library is
currently open 51 hours per week, excluding holidays, during which the Library operates
a circulation desk, and a variety of programs, activities, and events. On a quarterly
basis the Dublin Library provides a quarterly report that highlights Library related:
· programs and services;
· collaboration, partnerships, and community outreach;
· statistical data; and
· upcoming events and programs.
Attachment 1 provides the Library Quarterly Report for the period of October through
December 2018.

The Commissioners shall annually elect a Chairperson and Vice Chairperson per the
Bylaws and Rules of Procedure for the Parks and Community Services Commission.
STAFF RECOMMENDATION:
Conduct elections for Chairperson and Vice Chairperson for a one-year term.

DESCRIPTION:
The Bylaws and Rules of Procedure for the Parks and Community Services
Commission state the following:
OFFICERS
Election and Term of Office. The Commission shall elect a Chairperson at the first
meeting in January of each year, or if a quorum is not present, at the next meeting at
which a quorum is present. The Chairperson and Vice Chairperson shall serve until
their successors are elected, or until their terms as members of the Commission expire,
whichever is first. The Commission shall, unless no Commissioners meet criteria, elect
Commissioners to the positions that have not previously served in the position and have
not declined the appointment, with the intent that no one should serve in the position for
no more than two consecutive years.
The Secretary to the Commission will be the City Manager or his/her designee.
Vacancies. In case of any vacancy in the Office of the Chairperson or Vice
Chairperson, the vacancy shall be filled by an election held at the first regular meeting

after the occurrence of such vacancy. The person so elected shall serve the balance of
the term.
Duties of Officers. The Chairperson performs the following duties:
Presides at all meeting of the Commission.
Appoints committee and chairpersons of committees as necessary.

Represents the Commission before the City Council.
Performs other duties necessary or customary to the office.
In the event of the absence of the Chairperson or his/her ability to act, the Vice
Chairperson presides in the place of the Chairperson. In the event of the absence of or
the inability to act of both the Chairperson and Vice Chairperson, the remaining
members shall elect one of their members to act as temporary Chairperson.

EXECUTIVE SUMMARY:
The Parks and Community Services Commission will select members to serve on
various ad hoc Public Art Selection Committees.
STAFF RECOMMENDATION:
Select Commissioners to fill committee assignments as specified in the staff report.
FINANCIAL IMPACT:
Funding for all public art projects below is included in the adopted Five -Year Capital
Improvement Program. The funding source for all projects is the Public Art Fund.
DESCRIPTION:
Staff expects to convene the Public Art Selection Committee this Spring and Summer
for five smaller public art projects for parks.
Public Art Selection Committees for park projects normally consist of five primary
members -- one member each from the Heritage and Cultural Arts Com mission and
Parks and Community Services Commission and three Dublin residents, who have
volunteered to serve on public art selection committees.
When selecting the resident volunteers, staff first considers the applications of
volunteers who live nearest the park or represent a user group most likely to be affected
(i.e. dog owners, for the Dog Park Art Project). Consideration is also given toward
assembling as diverse a committee as possible, with different ages, genders and
ethnicities represented.
Alternates for each member are also identified in case the primary member is unable to

attend.
For all art projects, Staff anticipate the time commitment to be limited to two meetings
arranged approximately eight weeks apart. Meetings are scheduled at the mutual
convenience of the Art Selection Committee members and usually take place in the
evening. Each meeting is expected to last no more than three hours.
The projects that need representation are:
Jordan Ranch Park - one alternate
Jordan Ranch Park opened last Winter. This is planned as a tiled seat wall to be located
near the playground. A professional artist will design and lead a community project that
will likely provide children an opportunity to help create tiles. Commissioner Matthew
Giller was previously selected as a primary member, with former Commissioner Tom
Madigan as the alternate. Staff recommends the Commission select an alternate.
Clover Park - one alternate, possibly one primary committee member
Clover Park is under construction. This is proposed as artwork to be located at the point
where the bicycle trail enters the park, overlooking the riparian corridor and visible from
Sunrise Park, located on the hill above. Former Commissioner Tom Madigan was the
primary member, with Commissioner Michelle Smith McDonald previously selected as
the alternate. Staff recommends Commissioner Smith McDonald now serve as the
primary member, and the Commission select an alternate.
Sean Diamond Park - no new selection needed
Sean Diamond Park opened last Spring. This is proposed as focal artwork in the central
seating area. Commissioner Michelle Smith McDonald was selected as the primary
member, with Commissioner Matthew Giller as the alternate. As both are still on the
Commission, this information is included only as a reminder that these Commissioners
had previously agreed to serve on this committee.
Dougherty Hills Dog Park - one alternate
This is replacement art for pieces that were deaccessioned in 2017. Former
Commissioner Tom Madigan was previously selected as the primary member, and
Commissioner Matthew Giller was the alternate. Staff recommends that Commissioner
Giller now serve as the primary member, and Commission select an alternate.
Tassajara Park - one primary, one alternate
Tassajara Park is under construction. This is proposed as a tile façade and possible
side rails for a staircase leading from the park to the street above. It may be conducted
as a community project with a professional artist designing and leading the project. St aff
