HomeMy WebLinkAbout*CC Agenda 12-10-1990 AGENDA DUBLIN CITY COUNCIL REGULAR MEETING - December 10, 1990 DUBLIN CIVIC CENTER Monday - 7:30 p.m. 100 CIVIC PLAZA A complete packet of information containing all Staff Reports and exhibits related to each agenda item is available for public information and perusal several days prior to a Council meeting at the Dublin Library and also in the City Clerk's Office at the Civic Center. 1. CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City Council Agenda. Conments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Clerk to have their particular concern placed on the agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is factual evidence presented to the Council indicating that the subject brought up falls into one of the exceptions under Government Code Section 54954.2. 3.1 Introduction of New Police Personnel Sergeant Bill Gaudinier & Deputy Dean Stavert 3.2 Introduction of New Commission and Committee Appointments a. Planning Commission b. Parks and Recreation Commission c. Senior Center Advisory Committee 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose of public input may request the City Council to remove the item. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4. 1 4.2 4.3 4.4 4.5 4.6 Minutes of Special Workshop Study Session Meeting of November 15, 1990 and Minutes of Regular Meeting of November 26, 1990. STAFF RECOMMENDATION: Approve. Purchase of Mobil Display Radar Trailer The City Council directed Staff to pursue the purchase of a special radar trailer. Only one company, Mobil Traffic Zone, Inc., provides this trailer. STAFF RECOMMENDATION: (1) Approve exemption from competitive bid process; (2) Authorize Staff to purchase 1 Mobil traffic zoneradar speed trailer from Mobil Traffic Zone Inc; (3) Authorize a budget transfer from the Contingent Reserve in the amount of $88.00. Award of Bid - Contract 90-11 - Frederiksen School Play Area Improvements The low base bid received $49,220, exceeds funds budgeted for construction. STAFF RECOMMENDATION: Adopt Resolution awarding bid to Munkdale Bros., on the basis of the base bid only; authorize budget transfer of $19,486 to this project from the San Ramon Road Phase IV project; authorize Mayor to execute agreement. Request for Resolution Supporting the Continued Role of the Alameda County Training and Employment Board (ACTEB) The State has taken action to designate Alameda County as the recipient of Job Training funds. ACTEB was a joint powers agency formed to provide these services. ACTEB has req~ested that each agency adopt a r~solution supporting its continued operation. STAFF RECOMMENDATION: Adopt Resolution City Treasurer's Investment Report as of November 30, 1990 STAFF RECOMMENDATION: Accept Report Sale of Police Vehicles The City recently purchased 3 new marked police vehicles & the Staff now wants to sell the 3 old surplus police vehicles. Staff also wants to sell a 1977 Corvette, which was received through the Drug Enforcement Asset Seizure Program STAFF RECOMMENDATION: 1. Adopt Resolution declaring the police vehicles as surplus property; 2. Approve the sale of these surplus vehicles; 3. Director the Finance Director to work with Nationwide to auction all 4 surplus vehicles. 4.7 Donlan Canyon Annexation No.9 Adoption of final resolution ordering the annexation of the Donlan Canyon project site (Annexation No.9) STAFF RECOMMENDATION: Staff recommends adopting of the Draft Resolution ordering Annexation of Donlan Canyon project site. 4.8 Memorandum of Understanding (MOU) providing for preparation of Source Reduction and Recycling Element (SRRE) At the City Council Meeting on November 26, 1990, the City Council granted conceptual approval of a joint effort to prepare the City's SRRE. The Consultant will be hired through an Agreement with the Alameda County Waste Management Authority. STAFF RECOMMENDATION: Adopt Agreement. 4.9 Finance Report for Period Ending November 30, 1990. STAFF RECOMMENDATION: Receive Report. 4.10 Warrant Register Dated December 10, 1990 STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATION 5.1 Funding East Dublin BART station The City Council has received a letter from the Mayor of Pleasanton inquiring about the City's interest in contributing local funds to the development of an East Dublin BART station. STAFF RECOMMENDATION: Discuss City of Pleasanton proposal & provide Staff with appropriate direction to respond. 6. PUBLIC HEARING 6.1 City of Dublin Traffic Code Update This is the second reading of an ordinance intended to bring the City's Traffic Code into conformance with existing signs and pavement markings. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT Ordinance. 6.2 Sale of Excess Public Property to Stroud's Plaza Stroud's Plaza has requested to purchase approximately 4,451 square feet of excess right-of-way along San Ramon Road at $13.97 per square foot. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt appropriate resolution (depending upon whether or not protests are received and overruled). 6.3 Nielsen School Traffic Study This study was prompted by a petition from parents from Nielsen School for the City to provide an adult crossing guard on Amarillo at the school. The report will be presented by the City's Traffic Engineer, TJKM, and recommends some on-site and on street parking changes, as well as other safety measures. STAFF RECOMMENDATION: 1) open public hearing & receive Staff presentation & comments from the public; 2) close hearing, approve resolution & INTRODUCE an Ordinance for recommended improvements within the public right-of-way; no parking zones, handicapped parking zone, and passenger loading zone; 3) direct Staff to transmit recommendations for on-site improvements to the School District. 6.4 Subdivision Ordinance This proposed Ordinance includes revisions to requirements for park dedication, consolidation of sections regarding vesting tentative maps, setting the maximum street grade at 12% and provision for supplemental improvement capacity to allow oversizing of facilities and reimbursement agreements from future developments. STAFF RECOMMENDATION: 1) open public hearing; 2) Receive Staff presentation and public testimony; 3) question Staff and the public; 4) close public hearing and deliberate; 5) waive reading and introduce ordinance enacting a subdivision ordinance and superseding subdivision ordinance as adopted by Ordinance No. 13, 19-83, 33-85, 6-90, and Resolution No. 74-83. 7. UNFINISHED BUSINESS 7.1 Child Care Needs Assessment and Master Plan The cities of Dublin, Livermore, and Pleasanton have recently completed a year-long analysis of Valley child care. The result was a regional child care master plan. The City Council will review the report and determine possible implementation of the recommendations. STAFF RECOMMENDATION: Receive report; determine the City's role in the provision of child care services. 7.2 organization and Committee Assignments At the City Council Meeting on November 26, 1990, the City Council directed Staff to summarize information related to the function and organization of the committees on which the Councilmembers serve. STAFF RECOMMENDATION: Review Assignments and take appropriate action. 8. NEW BUSINESS 8.1 Annual st. Patrick's Day Celebration The City Council will consider expanding the scope of the Annual st. Patrick's Day Celebration to include the business community and Chamber of Commerce. STAFF RECOMMENDATION: Consider working with the Chamber of Commerce on an expanded st. Patrick's Day Celebration. 8.2 Garbage Service and Proposed Rate Increase The City has received a report analyzing the 1991 rate application for Oakland Scavenger Company. Staff has prepared an analysis of options available for implementing the proposed rate increase. STAFF RECOMMENDATION: Set a Public Hearing for January 14, 1991, to consider increasing garbage rates. Provide Staff with input on potential changes to the level of service and alternatives for the rate increase. 8.3 West Dublin Field Trip A field trip to the West Dublin study area is planned for the Planning Commission and City Council on January 12, 1991. Details for the trip are outlined in the Staff Report. STAFF RECOMMENDATION: Discuss and confirm field trip logistics. 9. OTHER BUSINESS 10. CLOSED SESSION 10.1 Potential Litigation, Government Code section 54956.9{c) 11. ADJOURNMENT - The next meeting of the Dublin City Council will be an adjourned regular meeting on Tuesday, December 18, 1990, beginning at 6:45 p.m., in the Council Chambers. Upon completing its regular business, the meeting will be adjourned to a Joint Planning Commission/City Council Study Session to continue the discussions related to East Dublin. The regular meeting scheduled for Monday, December 24, 1990, has been cancelled. A field trip to the West Dublin study area is planned for Saturday, January 12, 1991, 10:00 a.m. The next regular meeting of the Dublin City Council will be on Monday, January 14, 1991, 7:30 p.m.
